2005-03-14_Minutes--Procès-verbal March 14, 2005 Minutes of the Portion of the Committee of the Whole Meeting Open to the Public Monday, March 14,2005,5:00 p.m. 8th Floor Boardroom, City Hall Present: Mayor McFarlane, Deputy Mayor Hooton and Councillors Chang, Chase, Court, Farren, Ferguson, McGuire, Tait, Titus and White - and - 1. Totten, City Manager; J. Nugent, City Solicitor; A. Beckett, Commissioner of Finance and Corporate Services; P. Woods, Deputy City Manager and Common Clerk, and E. Gormley, Assistant Common Clerk 1. MeetinQ Called To Order The Mayor called the Committee of the Whole meeting to order. 2. Presentation Official Languages Act Michel Carrier, New Brunswick Commissioner of Official Languages, a position independent of government, outlined his role as Commissioner advising that it is one of ombudsman and to promote official languages in the province. Referring to a submitted outline of the steps made by The City of Saint John to implement bilingualism, he stated that he was pleased with the progress made by the City in its efforts to meet the requirements of the municipality. He outlined the process for filing complaints under the Official Languages Act and distributed booklets outlining those steps. 3. Discussion of Confidential Matters On motion of Councillor White Seconded by Deputy Mayor Hooton RESOLVED that the public be excluded from the meeting for the duration of the discussion on the following matter(s): 3. Nominating Committee 10.2(4)(b), and 4. Municipal Tax Regime LNG TerminaI10.2(4)(c,f). Question being taken, the motion was carried.
