Edwards, Commissioner of Buildings and Inspection Services; R. Simonds, Fire Chief; A. Bodechon, Chief of Police; P. Woods, Common Clerk and Deputy City Manager and E. Gormley, Assistant Common Clerk 1. MeetinQ Called To Order The Deputy Mayor called the Committee of the Whole meeting to order. 2. Discussion of Confidential Matters On motion of Councillor White Seconded by Councillor McGuire RESOLVED that the public be excluded from the meeting for the duration of the discussion on the following matter(s): Labour Matter 10.2(4)0), and Personnel Matters 10.2(4)0). Question being taken, the motion was carried. Common Clerk Record Pursuant to Section 10.2(4) The meeting of the Committee of the Whole of Common Council held on December 13, 2004 was closed to the public pursuant to Section 10.2(4) of the Municipalities Act during the Committee's discussion of the following matter(s): Labour Matter 10.2(4)0), and Personnel Matters 10.2(4)0). Common Clerk December 13,2004 The meeting reconvened in open session of Council at 7:10 p.m. with Mayor McFarlane, Chief Simonds, P. Groody, W. Edwards, A. Bodechon, entering the meeting. 4. 2005 Capital Budget Referring to his submitted report, the City Manager presented a proposed list of "required" 2005 capital projects for a total of $10,658,500., and a list of other capital projects totaling $12,809,119., which were listed according to a rating scale. The rating scale was attached to the report. The City Manager pointed out that some of the projects listed are cost shared with the Province. It was suggested that the amount being spent by the Province on each project as well as a total of these amounts be shown on the final document. Dan LeBlanc, Manager of Saint John Industrial Parks, presented the Industrial Park Capital Projects for 2004-2005 in a submitted report, advising that cost-sharing proposals for Mcilveen Drive Extension - final grading, curb, and asphalt; Alloy Drive - extension of street to the end of Brookville property, and White Rocks Road - initial site work, have been submitted to Business N.B. The projects include negotiation of the provision of in-kind services in exchange for provincially owned industrial park land. The City Solicitor advised the Committee that a policy is needed to deal with incentives for commercial developments that benefit private enterprises. The City Manager was directed to consider the request of Saint John Industrial Parks that $235,000. be established for 2005, and that the request to transfer $283,000. from the 2004 Industrial Park Capital Budget be added to the December 20th, 2004 agenda. The City Manager advised that he will prepare another draft 2005 capital budget taking into consideration Council members' comments at tonight's session. 5. 2005 Operating Budget Item number 5, 2005 Operating Budget was deferred to the Committee of the Whole meeting on December 20, 2004. The meeting adjourned at 9:40 p.m.
