Totten, City Manager; J. Nugent, City Solicitor; A. Beckett, Commissioner of Finance and Corporate Services; W. Edwards, Commissioner of Buildings and Inspection Services; P. Groody, Commissioner of Municipal Operations; R. Simonds, Fire Chief; A. Bodechon, Chief of Police; J. Mcintyre, Director of Human Resources; B. Morrison, Director of Leisure Services; P. Woods, Common Clerk and Deputy City Manager and E. Gormley, Assistant Common Clerk. 1. MeetinQ Called To Order The Mayor called the Committee of the Whole meeting to order. 2. 2005 Proposed OperatinQ BudQet - Leisure Services The presentation on the proposed 2005 Operating Budget, completed at the Committee of the Whole meeting on November 15, continued for questions and answers. The Mayor suggested that an ad hoc committee be set up for Leisure Services, with the City Manager adding that it would be preferable that such a committee be public driven. It was noted that overall the funding for Leisure Services is not sufficient to fund the programs offered, and that $92 million for the City's total budget is probably not a true base budget. General Information regarding areas in the City where increased focus on recreation would be required as it relates to a correlation to crime was requested of the Police Chief. The City Solicitor responded by indicating that questions are required to be directed to the Police Commission. He added that there are some matters that are purely informational such as statistics which may be addressed directly to the Police Chief with the consent of the Police Commission. On motion of Councillor Tait Seconded by Councillor McGuire RESOLVED that the Mayor request the Police Commission to authorize the Police Chief to respond directly to Council on empirical and information items. Question being taken, the motion was carried. 2004-104 Public Committee of the Whole November 16, 2004 On motion of Councillor Ferguson Seconded by Councillor Tait RESOLVED that the City Manager report on the financial and staff implications of increasing playground and recreational services for youth. Question being taken, the motion was carried. The meeting adjourned at 8:50 a.m. Common Clerk
