1. Meeting Called to Order
Councillor Killen called the Growth Committee open session meeting to order.
1.1 Approval of Minutes —October 12, 2021
Moved by Mayor Noade Reardon, seconded by Deputy Mayor MacKenzie:
RESOLVED that the minutes of October 12, 2021, be approved.
MOTION CARRIED.
1.2 Growing in Saint John Series —Jen Brown
The Growing in Saint John series shares success stories in the city and provides an opportunity to
profile local businesses, leaders, newcomers, investors, and entrepreneurs. Mr. Ouellette
introduced Jen Brown who is an active volunteer and role model in Saint John. She is passionate
about eliminating poverty throughout the region and advocates for many young people. She is
a past chair of P.R.O Kids Advisory Committee and remains an active member. Ms. Brown

discussed the importance of P.R.O Kids, her experience as a child, and the benefits of this
program. P.R.O Kids has assisted many children and families in the community, helping to break
the cycle of poverty.
Moved by Deputy Mayor MacKenzie, seconded by Councillor Harris:
RESOLVED that the Growing in Saint John Series —Jen Brown, be received for information.
1.3 Ouality-of-Life. Liveabilitv. and Growth
Mr. Ouellette stated that quality of life spreads across all of Council's priorities. Various staff
members discussed quality -of -life initiatives including sports and recreation, the city's
playground program, parks programming, events, arts and culture, municipal grant programs,
community centres and neighbourhood and community groups.
Moved by Mayor Noade Reardon, seconded by Councillor Harris:
RESOLVED that the presentation entitled, "Quality -of -Life, Liveability, and Growth" be received
for information.

1.4 Agencies. Boards and Commissions Reporting Polic
Ms. Hamilton stated that the biannual reports for the agencies, boards and commissions that fall
under the Growth Committee are being presented. This process is aimed at improving
transparency and accountability related to the city's significant investment in its ABCs.
Ms. Fawcett reviewed the submitted presentation "Agencies, Boards and Commissions Reporting
Policy" and provided the history on the ABC reporting policy including the role of the Growth
Committee and reporting timelines. Semi-annual submissions will be received from the Canada
Games Aquatic Centre, Trade and Convention Centre, TD Station, Transit, and the Lord
Beaverbrook Rink. Ms. Fawcett requested that the Growth Committee review the submissions
to ensure alignment with the City's financial and strategic long-term vision.
Moved by Mayor Noade Reardon, seconded by Councillor Harris:
RESOLVED that the submitted presentation entitled, "Agencies, Boards and Commissions
Reporting Policy" be received for information.
1.5 Strategy Update (Verbal)
Mr. Ouellette provided updates on the following:
Affordable Housing:
SHS Inc., specializing in the preparation of housing needs assessments, strategies, and
action plans, was selected as the consultant for the project
A request for funding through labour market funding in support of the affordable housing
project was submitted. Initial feedback is that the City was successful in that application
for support.
Initial discussions with the action team and consultants will occur in the near future to
discuss the engagement process.
City Market:
• The steering committee has been formed for the City Market project
• The RFP for a consultant has closed and submissions are being reviewed.

Immigration Strategy (Mr. Boinitski, Manager for the Local Immigration Partnership, provided
the update):
• The Immigration and Settlement strategy is built on the concept of the immigrant journey
including choosing Saint John as a destination, moving, settling, purchasing products,
housing, and enrolling children in school, with an end goal of settling in the community
long-term.
• There are similar touch points with local organizations and people that all immigrants pass
through.
• The goal is to provide exceptional service throughout all touch points of the immigrant
journey.
• Working with a team of consultants, key touch points have been mapped out and
stakeholder engagement has begun.
• Future steps include identifying gaps in the process and drafting an overall strategy.
Amendments will be made based on feedback from stakeholder groups including the
Growth Committee.
• The final strategy is expected to be presented to Council by the end of February.
Moved by Deputy Mayor MacKenzie, seconded by Councillor Harris:
RESOLVED that the Strategy verbal update be received for information.

RESOLVED that the open session meeting of the Growth Committee be adjourned.
