REPORT TO COMMON COUNCIL OPEN SESSION M& C98-378 December 1, 1998 Her Worship Mayor Shirley McAlary City of Saint John and Members of Common Council Your Worship and Members of Council, SUBJECT: Em=g ncv Measures Plan An emergency measures plan is: "any plan, program or procedure prepared by ... a municipality ... that is intended to mitigate the effects of an emergency or disaster and to provide for the safety, health or welfare of the civil population and the protection of property and the environment in the event of such occurrence"'. BACKGROUND In February 2'd, 1976, a freak, but devastating storm struck Saint John with a vengeance. The "Ground Hog Gale" brought with it extensive flooding and large scale power outages, virtually crippling the city for over a week. Its impact was immense. On April I SP, 1986, a series of explosions broke the Saturday morning calm of the Uptown. The first occurred at 8:02 a.m. at a building on King Street. Thirty minutes later, two more explosions rocked buildings on Charlotte Street and Prince William Street. Another occurred a little later, again on Prince William Street, in sight of City Hall. The Charlotte Street explosion led to a fire which destroyed a building housing the Book Mart and the Riviera Restaurant, an "institution" in the Uptown. Decisive emergency measures action prevented serious injury and minimized the resulting damage to property. Emergency Measures Act, section 1, and Saint John Emergencv Measures By -Law, section 2(d). M&C 98-378, Emergency Measures Plan ... page 2 Events such as these bring havoc to a community and present real or perceived threats to the well being of the public. While a "doomsday" depiction must avoided, the potential for disaster exists in any community. The Cormier Village tragedy, serious flooding along the St. John River, the Westray Mine disaster, and the Arrow oil tanker breakup off Chedabucto Bay, Nova Scotia, all occurred in our part of the country, in recent memory. Other events, of varying type and magnitude, have caused personal suffering and damage to property here in Saint John. In fact, the single most significant event in our city's long and storied history was a disaster of monumental proportions - the Great Saint John Fire of 1877. The City of Saint John must be prepared to respond to disasters and the consequences such crises wreak upon the population - to protect and respond to the needs of the public in such circumstances. Often these occur without warning. The purpose of this report is to present, for the approval of Common Council, an Emergency Measures Plan (Interim) for the City of Saint John. The plan is proposed in accordance with the Emergency Measures Act of the Province of New Brunswick and the Saint John Emergency Measures By -Law, enacted by the Common Council on February 12, 1981. The Emergency Measures Act requires that each municipality2: a. shall establish and maintain a municipal emergency measures organization; b. shall appoint a director of the municipal emergency measures organization, and prescribe his duties which shall include the preparation and co-ordination of emergency measures plans for the municipality; C. shall appoint a committee consisting of members of its council to advise it on the development of emergency measures plans; d. shall prepare and approve emergency measures plans; e. may pay the expenses of members of the committee appointed, under "c"; Emergency Measures Act, section 9. M&C 98-378, Emergency Measures Plan ... page 3 f. may enter into agreements with and make payments to persons and organizations for the provision of services in the development and implementation of emergency measures plans; and g. may appropriate and expend sums approved by it for the purposes of this section. ANALYSIS Attached is a proposed Emergency Measures Plan (interim), with an organizational structure designed to put that plan into effect. The plan has been developed by the City's emergency measures team, in consultation with the New Brunswick Emergency Measures Organization and others. The plan is identified as "interim", at this time, to give the City the required emergency plan and to allow us to use that plan as the basis for consultation with the public and other organizations, including public sector institutions and the various industrial stakeholders in the community. Public Consultation Process With Council's approval of this "interim" plan in place, a process of public consultation will be undertaken. An emergency plan exists in order to mitigate the effects of an emergency or disaster, and to provide for the safety, health or welfare of the civil population and the protection of property and the environment. Citizens are the primary stakeholders in this undertaking and, as such, their input into the emergency planning process is important. For example, it is critical that the emergency plan of School District 8 be integrated with that of the City. In an industrial setting, the response to an emergency must be effectively coordinated between the affected industry itself and responding municipal agencies - in terms of both operational actions and information to the public. One of the keys to success in the field is an effective and integrated system of planning for emergencies which might occur. In conjunction with the public consultation process, we will be updating and/or developing various supporting procedures and guidelines - including a telecommunications structure, the "fan-out"system, a community consultation list, and guidelines for evacuation (general), public information, and for the provision of emergency social services. It would also be beneficial to review the By -Low at this time to determine any updating that may be required. After public input and due refinement of the plan to reflect that input, we will be asking Council to adopt an updated Emergency Measures Plan - probably by the fall of 1999. M&C 98-378, Emergency Measures Plan... page 4 Plan Layout The proposed Emergency Measures Plan (Interim) is organized under three broad headings: ■ Part I - General ■ Part Il - Emergency Operations ■ Part III - Responsibilities and Procedures - Emergency Operations Group Part I - General The first part provides for the plan's basic foundation and reiterates such things as legislative authority, responsibilities of the municipality, and important definitions. It also covers the matter of a state of local emergency. The Act provides Council with some very significant powers (and obligations) when a need arises to declare a state of local emergency. Among these are the power to order the evacuation of areas of the city, to fix prices, and to order the assistance of persons needed by the municipality to deal with the emergency. The aim of the emergency plan is to: a. to provide for an early, coordinated response to emergencies; b. to mitigate the effects of an emergency or disaster on the city and its citizens; C. to provide for the safety, health or welfare of the public and the protection of property and the environment in the event of such an occurrence; and d. to restore essential public services, as expeditiously as possible. The Saint John Emergency Measures By -Law, in accordance with the Act, requires that the Council appoint an emergency measures committee consisting of the Mayor and three members of the Council, who shall be responsible for advising Council on the development of emergency measures plans'. This committee plays a vital role in the overall emergency measures system. Saint John Emergency Measures BV -Law, section 3(c) M&C 98-378, Emergency Measures Plan... page 5 The By -Law also calls for a municipal emergency measures organization consisting of three (3) persons who may from time to time be appointed by the Council4 and that the Council appoint a Director of the municipal emergency measures organization who shall prepare and coordinate emergency measures plans. The Director should be one of those three persons and we propose that the other two persons so appointed be designated Assistant Directors. The plan details the roles of these two 'individuals. The plan also provides for an Emergency Operations Group organized to support the Saint John Emergency Measures Organization (SJEMO) in the implementation of the plan and the conduct of emergency operations. The organizational structure proposed for Saint John Emergency Measures is also attached and would be Appendix "A" to the plan. WNRIM _ 11193 IN-7 Upon declaration of a state of local emergency in Saint John, the plan states that Council shall do everything necessary for the protection of property, the environment and the health and safety of persons. The role of the Mayor and Council is particularly crucial when a declaration of a state of local emergency is called for. The coordination of emergency plans and the management of emergencies would be the responsibility of the Director and the Saint John Emergency Measures Organization (SJEMO), in consultation with the Emergency Measures Committee of Common Council and the City Manager. The plan could be activated, in whole or in part, in the following circumstances: a. upon declaration of a state of local emergency by the Common Council; b. upon the declaration of a state of emergency by the Minister; C. in response to emergency or public safety circumstances, actual or anticipated, where it is appropriate to do so; d. in support of operations of the municipality, where public safety is a concern and where it is appropriate to do so; and e. training exercises. M&C 98-3 78, Emergency Measures Plan ... page 6 The Emergency Operations Group would be organized into five functional groupings, with a volunteer component integrated into these: • a crisis management team; • an emergency operations centre team; • a public information team-, • a critical services group; and • a support and consultation group. The delineation of the various officers and agencies into these groupings reflects a need to better define and share responsibilities, so as to facilitate coordination of the City's overall response in emergency situations. A municipality the size and diversity of Saint John, with its many emergency measures stakeholders, requires a clear distribution of roles. We cannot adequately address the needs of the community, in either the planning or response phases, unless the job of doing so is effectively shared among the various players on Saint John's EMO team. The structure proposed will allow us to do that. The Crisis Management Team is the group of senior municipal (operational) officials responsible for the effective coordination of emergency measures operations undertaken on behalf of the City of Saint John. In an emergency situation, it would operate from the City's emergency operations centre (EOC). The make-up of each of the other teams/groups and the responsibilities of their individual members are detailed in the plan. The plan also emphasizes the need to work closely with the various stakeholder groups in the community - key public and private organizations, as well as civic departments and agencies. The plan details standard operating procedures and specific responsibilities for each officer or agency representative. Supporting the Crisis Management Team would be a team dedicated to the actual running of the emergency operations centre (EOC) and another responsible for coordinating the gathering, organization and dissemination of information to the public. Department or agency representatives who would be subject to the direction of the City and who o"I have an important role to play in emergency response, depending on the nature of the particular emergency, have been organized into a Critical Services Group. The Assistant Director, Operations would have ongoing responsibility to coordinate planning and participation with this group. M&C 98-37'8, Emergency Measures Plan... page 7 Another important group of players in the overall emergency measures effort are those external agencies from who we seek advice and support, or with which we must coordinate emergency plans and emergency response measures. The former among these include the District Medical Health Officer, Environment Canada, the Salvation Army and various Provincial departments. Those with whom the coordination of emergency plans and efforts is required are institutions such as the Saint John Regional Hospital, School District 8, nursing homes, seniors residences and others. The Assistant Director, Liaison would have ongoing responsibility to coordinate planning and response with the Support & Consultation Group. Saint hn Experience The City's emergency measures group has been active for many years. Members meet monthly and have had occasion to put procedures into effect - by participating in exercises and in deploying in response to actual situations. Usually, the situation does not involve a declaration of a state of local emergency by the Council. The most recent experience involved response to the explosion and fire at the Irving Oil Refinery on June 9°i, 1998, in support of our Fire Department. The experience gained during this event (and others) is reflected in the proposed plan. Although that event did not involve a declaration of a state of local emergency, the City's EMO team did deploy and tracked the situation through to its conclusion. Much was learned, in terms of both our own organization and the responsibilities of all stakeholders in circumstances that cause alarm to the public: • the importance of an effective emergency plan, with clear delineation of responsibilities; • the integration of the municipal plan with those of the industries involved and those of various other stakeholders; • the substance of and manner in which information flows to the public, and who m= be involved in ensuring the public is kept well informed and abreast of developments; • the vital role played by the media; • the very important matter of having a properly designed and equipped emergency operations centre (EOC) from which to operate; and • the participation of the entire "community team" in dealing with emergencies. M&C 98-378, Emergency Measures Plan ... page 8 Emergency Operations Centre (EQQ Managing an emergency is a complex procedure requiring a focal point for decision-making and centralized direction for providing support to emergency site personnel. These activities must have a constant and accurate flow of information "in" to managers of resources and "out" to the public at large via the news media and other channels of communication.' The City of Saint John currently operates from an "emergency operations centre (EOC)" facility at the Municipal Operations Complex at 175 Rothesay Avenue, with an alternate EOC at the #1 Fire Station on Carmarthen Street. The EOC is the central location through which information is channeled, emergency decisions are made and response operations managed. The optimal use of time and available resources are of the essence - central communications and coordination are essential. The EOC must be properly equipped both physically and technologically, and provide sufficient space to adequately house the various activities which are undertaken there. The environment of the EOC must be suitable for many people working in close proximity, sometimes for extended periods. Components of the EOC include: • Executive Room • Operations Room • Communications Room • Security Area • Rest Area • Public Information/Media Centre • Food Services Area Experience has shown clearly that the City's EOC facilities are inadequate. Accordingly, we tasked a committee to review requirements and have had discussions with NBEMO regarding financial assistance towards establishing a functional EOC for the City of Saint John. Firstly, we have concluded that #1 Fire Station provides the best location and general space/facilities for housing an EOC. The committee, chaired by the Deputy Fire Chief, has identified a tentative layout, equipment requirements and modifications needed at #1 Fire Station, The Fire Station location for the EOC is reflected in the proposed plan. M&C 98-378, Emergency Measures Plan ... page 9 The Operations Room on the second floor would house seven (7) workstations, dedicated to specific agencies, with extra cables and phone lines to be available. Space would be included for status boards, media monitoring devices (television and radios), and access to the .Internet. Rooms would also be available for use by the Mayor, the EMO Committee, the City Manager and others for private consultations with senior staff, as well as space for duty personnel. A media room is planned for the first floor. The preliminary cost estimate for the work is $75,300 - encompassing electrical modifications, anti -static flooring, computers and uninterrupted power supply, telecommunications equipment, furnishings, room modifications and window shielding. Application should be made to the Joint Emergency Preparedness Program (JEPP), through the New Brunswick Emergency Measures Organization, to provide 50% of that funding, or $37,650. Preliminary indications are that such a request is a valid one, one that should be supported by the Province. Further, an additional $10,000 should be requested from JEPP to support the public consultation process mentioned earlier in this report. The City would match that level of funding through the proposed 1999 operating budget for EMO. INPUT FROM OTHER SOURCES The preparation of this plan has involved consultation with each of the key agencies currently involved in Saint John's emergency measures effort. We have an active emergency measures organization, with representation from a wide variety of municipal and other support agencies. Members have participated in the development of the proposal. The Fire Chief and the Chief of Police have been an integral part of the preparation of this plan and endorse the recommendations put forward. Others, including the General Manager Saint John Energy and the representative of the Canadian Red Cross, have acknowledged their support for the plan in writing. Extensive input was also been received from a number of EMO team members. The New Brunswick Emergency Measures Organization have reviewed the latest draft and provided a number of suggestions. These have been incorporated into the proposed plan. We have discussed the plan with both the Director, NBEMO and the Community Emergency Planning Officer. They've have indicated that "overall the plan is very good and well done". M&C 98-378, Emergency Measures Plan... page 10 RECOMMENDATIONS It is recommended that Common Council: approve the proposed Saint John Emergency Measures Plan (Interim), including Appendix "A" - organizational structure City of Saint John Emergency Measures Organization; 2. support the public consultation process to be undertaken; 3, endorse a process to review and update, as required, the Saint John Emergency Measures By -Law; 4. appoint Paul Groody, Robert Simonds and William Butler as members of the Saint John Emergency Measures Organization (SJEMO), in accordance with section 3(a) of the Saint John Emergency Measures By -Law; 5. appoint Robert Simonds as Assistant Director Operations, SJEMO; 6. appoint William Butler as Assistant Director Liaison, SJEMO; 7. refer the matter of the Emergency Operations Centre project to the City Manager for consideration in the 1999 budget preparation process; and 8. authorize that application be made to the Joint Emergency Preparedness Program (JEPP) for funding support for the Emergency Operations Centre project and the public consultation process identified herein. Emergency Measures Plan ... page S EMERGENCY MEASURES PLAN 1.03 Emergency measures plan means "any plan, program or procedure prepared by the Province or a municipality, as the case may be, that is intended to mitigate the effects of an emergency or disaster and to provide for the safety, health or welfare of the civil population and the protection of property and the environment in the event of such occurrence"' . STATE OF LOCAL EMERGENCY/STATE OF EMERGENCY 1.04 An emergency means "a present or imminent event in respect of which the Minister or municipality, as the case may be, believes prompt co-ordination of action or regulation of persons or property must be undertaken to protect property, the environment or the health, safety or welfare of the civil population" 3. 1.05 a. A state of local emergency means "a state of local emergency declared by a municipality pursuant to subsection 11(2), of the Emergency Measures Act, or renewed pursuant to Section 18(2) of the Act". b. A state of emergency means "a state of emergency declared by the Minister pursuant to subsection 11(1), or renewed pursuant to subsection 17(2)"5 of the Act. 1.06 A disaster means "any real or anticipated occurrence such as disease, pestilence, fire, flood, tempest, explosion, enemy attack or sabotage, which endangers property, the environment or the health, safety or welfare of the civil population"6. 1.07 A municipality may, when satisfied that an emergency exists or may exist in that municipality, declare a state of local emergency in respect of that municipality or area thereof. Upon such declaration, the City of Saint John shall immediately cause the details of the declaration to be communicated to the civil population of the area affected. The City may, during the state of local emergency, in accordance with section 13 of the Act, do everything necessary for the protection of property, the environment and the health and safety of persons. 2 Emergency Measures Act, section 1, and Saint John Emergency Measures By -Law, section 2(d). 3 Emergency Measures Act, section 1, and Saint John Emergency Measures By -Law, section 2(c). 4 Saint John Emergency Measures By -Law, section 2(i). 5 Emergency Measures Act, section 1. 6 Ibi& Emergency Measures Plan ... page 6 1.08 Upon declaration of a state of local emergency, the City: a. shall immediately forward a copy of the declaration to the Minister; and b. may authorize any person or committee to exercise any power vested in it under section 13 of the Act. 1.09 A state of local emergency ends: a. when the area identified by the City in its declaration of a state of local emergency is included in an area identified by the Minister in his declaration of a state of emergency; b. when it is terminated by the Minister pursuant to paragraph 16(1)(b) of the Act or by the City pursuant to subsection 16(2) of the Act; or C. subject to subsection 18(2) of the Act, seven days after the day on which it was declared. 1.10 The City of Saint John seeks to plan for, to the extent viable within its own capabilities and resources, emergency situations which may endanger life and property in this municipality. AIM 1.11 It is the aim of this Emergency Plan: a. to provide for the earliest possible co-ordinated response in the event of an emergency or disaster; b. to mitigate the effects of an emergency or disaster on the city of Saint John and its inhabitants; C. to provide for the safety, health or welfare of the civil population and the protection of property and the environment in the event of such an occurrence; and d. to restore essential public services, as expeditiously as reasonably possible. Emergency Measures Plan ... page 7 EMERGENCY MEASURES COMMITTEE 1.12 in accordance with the By -Law, the Council shall appoint an Emergency Measures Committee consisting of the Mayor and three members of the Council, who shall be responsible for advising Council on the development of emergency measures plans'. The Director shall consult with the Committee on a regular basis regarding emergency measures plans, and propose any updates or revisions to the Committee for its review. The Committee, with the assistance of the Director, shall present plans and revisions to Common Council for approval. SAINT JOHN EMERGENCY MEASURES ORGANIZATION 1.13 The By -Law establishes a municipal emergency measures organization consisting of three (3 ) persons who may from time to time be appointed by the Council. Such organization shall be referred to as the Saint John Emergency Measures Organization (SJEMO). 1.14 The By -Law also provides that the Council shall appoint a Director of the municipal emergency measures organization who shall prepare and coordinate emergency measures plans. The Director shall be one of the three persons appointed to the SJEMO. The other two persons so appointed shall be Assistant Directors. 1.15 An Emergency Operations Group shall be organized to support the SJEMO in the implementation of this Plan and the conduct of emergency operations. 1.16 The Director shall identify an employee of the City to act as Secretary Emergency Measures, to support administratively the SJEMO on an ongoing basis. 1.17 Administrative staff of the City of Saint John shall be made available to support the SJEMO, as determined necessary and appropriate by the City Manager, in consultation with the Director SJEMO. STRUCTURE - SAINT JOHN EMERGENCY MEASURES 1.18 The Saint John Emergency Measures organizational structure is outlined in Appendix "A". Emergency Measures Plan... page 8 PART II EMERGENCY OPERATIONS INTRODUCTION 2.01 Upon a state of local emergency being declared in Saint John, the Council shall do everything necessary for the protection of property, the environment and the health and safety of persons, including the authorization of the Committee in conjunction with the Director of the Saint John Emergency Measures Organization to cause this plan to be implemented and necessary measures taken in accordance with the By-Law9. 2.02 The coordination of emergency plans and the management of emergencies related to the implementation of those plans shall be the responsibility of the Director and the Saint John Emergency Measures Organization (SJEMO), in consultation with the Emergency Measures Committee of Common Council and the City Manager. 2.03 The Saint John Emergency Measures Plan may be activated, in whole or in part, for the following purposes: a. upon declaration of a state of local emergency by the Common Council; b. upon the declaration of a state of emergency by the Minister; C. in response to emergency or public safety circumstances, actual or anticipated, where the Director is satisfied that it is appropriate to do so; d. in support of operations of the municipality, where public safety is a concern and where the Director is satisfied that it is appropriate to do so; and e. training exercises. Emergency Measures Plan... page 9 EMERGENCY OPERATIONS GROUP 2.04 The Emergency Operations Group organized to support the Saint John Emergency Measures Organization in the implementation of this Plan and the conduct of emergency operations shall consist of: a. an crisis management team; b. an emergency operations centre team; C. a public information team; d. a critical services group; and e. a support and consultation group. 2.05 The Emergency Operations Group shall operate, during emergency situations (or training exercises), from the Emergency Operations Centre (EOC) or the Alternate Emergency Operations Centre (AEOC). 2.06 The Crisis Management Team shall consist of the following, or their designated alternates: • Director, Saint John Emergency Measures Organization (Co-ordinator) • Assistant Director Operations, SJEMO • Assistant Director Liaison, SJEMO • Fire Chiefi' • Chief of Police" • Commissioner, Municipal Operations10 • Manager, Public Works Services • Manager, Public Safety Communications • Public Information Officer (Emergency Measures) • Operations Officer - EOC (Emergency Measures) • Training and Standards Officer (Emergency Measures) 2.07 A dedicated Emergency Operations Centre Team shall be organized, trained, and maintained for the operation of the EOC in emergency situations. Such team shall be the responsibility of the Operations Officer - EOC and shall include: • Operations Officer - EOC (Emergency Measures) • Duty Officers • Communications/Support Personnel • Security Officer • Security Personnel 10 Where not otherwise appointed to Saint John Emergency Measures Organization. Emergency Measures Plan— page 10 2.08 The Public Information Team shall be organized, trained, and maintained to plan for and manage information to the public in emergency situations, and to coordinate the dissemination of that information with the Director (or the Director's designate) and on to the Mayor (or the Mayor's designate). Such team shall be the responsibility of the Public Information Officer and shall include: Public Information Officer (Emergency Measures) Assistant Public Information Officers 2.09 The Critical Services Group shall consist of senior managers or representatives of key public service and support agencies, or their designated alternates: • Assistant Director Operations (Co-ordinator) • General Manager - Saint John Energy • General Manager - Saint John Transit • Manager, Water & Sewerage Services • Manager, Emergency Medical Services • Area Manager - Canadian Red Cross Saint John • Manager, Fleet & Equipment Maintenance • Manager, Materials Management • Manager, Engineering • Manager, Human Resources 2.10 The Support & Consultation Group shall be made up of senior representatives of vital public service agencies or institutions, with which support and/or consultation are essential during an emergency. Senior representatives, and their designated alternates, shall be identified for the following: • Assistant Director Liaison (Co-ordinator) • District Medical Health Officer • Atlantic Health Sciences Corporation • School District 8 • Other Schools Group (Ecole Samuel de Champlain, Private Schools, etc.) • New Brunswick Community College Saint John • University of New Brunswick Saint John • Nursing Homes and Seniors Residences Group • Environment Canada • Salvation Army • NB Emergency Measures Organization/District Emergency Action Committee (Liaison with the DEAC for the coordination of Provincial support services shall be initiated through the New Brunswick Emergency Measures Organization EOC.) Emergency Measures Plan ... page 11 2.11 The City of Saint John encourages the participation of volunteer service groups, clubs or other organizations. Representatives, and designated alternates, of the following shall be Volunteer Members, and perform duties in an emergency in accordance with the direction of the SJEMO officer responsible: Amateur (Ham) Radio Club (responsible to Operations Officer) Loyalist City Radio Club (responsible to Chief of Police) Salvage Corps and Fire Police (responsible to Fire Chief) 2.12 The Manager, Human Resources shall liaise with other community volunteer agencies and plan for their possible participation in the provision of emergency services. Volunteer involvement shall be coordinated with the appropriate SJEMO agency/team. 2.13 to 2.15 not allocated COORDINATION OF EMERGENCY PLANS 2.16 Liaison shall be maintained with City departments and agencies, as well as key public and private sector organizations, and emergency plans coordinated with each of those organizations. These include, but are not restricted to, the following: • School District S • Ecole Samuel de Champlain • Community Private Schools • Nursing Homes and Seniors Residences • Atlantic Health Sciences Corporation • NB District Emergency Action Committee • Saint John Port Corporation • Irving Oil Refinery • Irving Group, including NB Southern Rail • NB Power (including Point Lepreau) • New Brunswick Telephone Company • Natural Gas Agency • CN Rail • Department of National Defence • Saint John Energy • Saint John Transit • Canadian Red Cross Saint John • City of Saint John Municipal Operations & Engineering • City of Saint John Materials Management • City of Saint John Fire Department • Saint John Police Force Emergency Measures Plan ... page 12 2.17 to 2.20 not allocated EMERGENCY OPERATIONS CENTRE (EOC) 2.21 The primary Emergency Operations Centre (EOC) shall be located in Saint John Fire Department Headquarters, Fire Station #1, at the corner of Carmarthen Street and Leinster Street. The headquarters is a two-storey structure housing communications facilities, an operations room and annexes, a reception area, and a media relations room. The building is equipped with emergency lighting capabilities and a standby power generator to assure continuous operation in the event of power failure. Ng: The AEOC shall be utilized until the EOC at Fire Station #1 can be renovated and equipped to fully meet emergency operations needs. 2.22 The Alternate Emergency Operations Centre (AEOC) is located at the Rothesay Avenue Municipal Operations Facility, 175 Rothesay Avenue. The building is a two-storey structure housing an operations room and annexes, a reception area and a media relations room. The building is equipped with emergency lighting capabilities and a standby power generator can be connected to assure continuous operation in the event of power failure. The emergency power is available in the operations room and in one wing of the second floor. 2.23 The Crisis Management Team shall assemble at the EOC, or the AEOC if so advised, immediately upon being informed that the emergency alerting system has been activated, in whole or in part. 2.24 The Emergency Operations Centre Team shall assemble at the EOC, or the AEOC if so advised, immediately upon being informed that the emergency alerting system has been activated, in whole or in part. 2.25 The Public Information Team shall assemble at the EOC, or the AEOC if so advised, immediately upon being informed to do so through the emergency alerting system. 2.26 Members of the Critical Services Group shall report to the EOC, or the AEOC if so advised, immediately upon being informed to do so through the emergency alerting system. Such members shall become activated when the services of that agency become necessary to the conduct of emergency operations. 2.27 Communications shall be established by the EOC with members of the Support & Consultation Group, immediately upon being advised to do so by the Director, when the Director deems that liaison, consultation, or coordination with such agencies or institutions is necessary or advisable. Such members may be asked to report to, or establish a representative at, the EOC. Emergency Measures Plan ... page 13 2.28 Volunteer Members shall report, in accordance with their established roles, immediately upon being informed to do so by the SJEMO officer responsible for their volunteer agency, through the emergency alerting system. Each such member shall become activated at such time the services of the volunteer group become necessary, in whole or in part, to the conduct of emergency operations. 2.29 In circumstances where the emergency situation involves or affects, or could involve or affect, a key public or private sector organization, direct communications shall be established and maintained by the EOC with that organization, immediately upon being advised to do so by the Director. The implementation of emergency plans shall be coordinated with the organization by the EOC. 2.30 The Director, or his designated alternate, shall be responsible for and direct the Emergency Operations Centre during emergency situations. The Crisis Management Team shall operate from the Emergency Operations Centre. 2.31 to 2.34 not allocated RESPONSIBILITIES - EMERGENCY OPERATIONS GROUP 2.35 The Emergency Operations Group shall: a. advise the Saint John Emergency Measures Organization and, through SJEMO, advise the Emergency Measures Committee, the Mayor and Common Council, and the City Manager of actions necessary to minimize the effects of an emergency or disaster, including implementation of this pian; b. be prepared to manage the expenditure of municipal funds required for the preservation of life and health; C. co-ordinate municipal departments, agencies and volunteer organizations in responding to the emergency; d. consult with and coordinate emergency operations with vital public service agencies or institutions; e. establish communications and work with key public and private sector organizations which are involved with or could be affected by the emergency situation; f. provide administrative and logistic support to organizations involved; and g. take such action as is necessary to minimize the effects of an emergency or disaster on the City of Saint John and its inhabitants. Emergency Measures Plan... page 14 2.36 to 2.39 not allocated IMPLEMENTATION OF EMERGENCY PLAN 2.40 The Emergency Measures Plan shall be initiated through the Emergency Alerting System. 2.41 If the size, potential hazard, or seriousness of an emergency or disaster appears beyond the capability or scope of responsibility of the first responding agency, that responding agency shall request the activation of the Emergency Measures Plan. 2.42 The Director or his designated alternate, shall be responsible for the activation of the Emergency Measures Plan. If the Director or his designated altemate(s) cannot be immediately contacted, the Police Chief or the Fire Chief, or their designated alternates, may activate the plan. 2.43 Upon activation of the Emergency Measures Plan and in consultation with the agencies concerned, the Director shall assign an Emergency Site Manager and a lead agency to manage the emergency site(s). The agency so designated shall be that one most likely to have the greatest involvement in or legal responsibility for the handling of the emergency. The Emergency Site Manager shall maintain liaison with the Director and the Emergency Operations Centre, and shall be responsible for all agencies operating at the emergency site. Organization of the emergency site shall be in accordance with established procedures. 2.44 If the magnitude of the emergency situation requires actions beyond standard procedures, the Director, in conjunction with the Saint John Emergency Measures Organization, may advise that a state of local emergency be declared in accordance with the By -Law. 2.45 If the implementation of all actions contained in the City of Saint John Emergency Plan or By - Law is insufficient to handle the magnitude or nature of the emergency or disaster, assistance shall be requested from the Government of New Brunswick, through the New Brunswick Emergency Measures Organization. 2.46 to 2.49 not allocated EMERGENCY ALERTING SYSTEM 2.50 On receipt of a notice of an immediate or potential emergency, the Public Safety Communications Centre (PSCC) shall contact the Director, Saint John Emergency Measures Organization or, if unavailable, his designated alternate(s). If the Director or designated alternates) are not immediately available, the PSCC shall contact the Chief of Police or his designated alternate, or the Fire Chief or his designated alternate. 2.51 On receipt of the warning from the PSCC, the Director or his designated alternate shall activate the Emergency Alerting System, in whole or in part. Emergency Measures Plan ... page 15 2.52 On receipt of the warning through the emergency alerting system, it shall be the responsibility of designated municipal and other agency officials, and representatives of volunteer organizations, to activate their own emergency alerting systems. 2.53 The Director shall advise the Mayor, the Emergency Measures Committee and the City Manager of the decision to activate the Emergency Alerting System. 2.54 Fan -Out List. A fan -out list of Emergency Operations Group members, and their designated alternates, shall be maintained at the PSCC, in consultation with the Operations Officer. The list shall provide, for each person indicated, addresses (home and office), telephone (home and office) and other means of contact, where appropriate. It shall be updated by the Operations Officer - EOC at each regular meeting of the Emergency Operations Group. The PSCC shall be advised immediately of any and all revisions. 2.55 Members shall be contacted on a quarterly basis to verify fan out information. 2.56 The fan -out is activated by the Director, or a designated alternate by calling 911 and instructing the 911 operator to activate the Emergency Alerting System fan -out. 2.57 In the event of an emergency, the Director, or a designated alternate, shall instruct the PSCC to call out all members on the fan -out list or any parts thereof. The particular circumstances of the emergency shall determine which members on the list shall report to the Emergency Operations Centre and which are to be on "stand by" and ready to report as directed. 2.58 to 2.59 not allocated OPERATING GUIDELINES 2.60 Operating guidelines shall be developed and maintained by the Saint John Emergency Measures Organization to provide for the following: a. Telecommunications Structure - telecommunications system and operating procedures for the primary and alternate emergency operations centres; b. Evacuation Guidelines - organized by area of the city, to facilitate an orderly evacuation of citizens should the need arise; C. Public Information Guidelines - procedures for the timely, accurate dissemination of information to the public, including media relations at the emergency site; d. Guidelines for Provision of Emergency of Emergency Social Services; e. Community Consultation List; and f. Emergency Alerting System, Fan -Out List. Training & Standards Officer STANDARD OPERATING PROCEDURE 3.02 Upon receiving a warning of a real or potential emergency or disaster, or notification by the Director that he has activated the emergency alerting system, each member of the Crisis Management Team shall: a. activate their organizational emergency alerting systems, in whole or in part; b. report to the Emergency Operations Centre (EOC) for briefing and follow-up; C. activate applicable emergency plans, in whole or in part; d, assume appropriate responsibilities in the EOC - as required and determined appropriate for the particular emergency circumstances, in consultation with the Director; e. participate, as appropriate, in co-ordinating the municipal response; and f. maintain a log of all actions taken. 11 Where not otherwise appointed to Municipal Emergency Measures Organization. E 1, ,.1 1TTM MTTWIJ l a. support and back-up to the Director, as required; Emergency Measures Place ... page 18 b. provide advice to the Operations Officer on the organization and management of the Emergency Operations Centre (EOC); C. report for duty and assist at the Emergency Operations Centre (EOC); d. assistance to the Director in co-ordination of the municipal response in accordance with the emergency plan; e. co-ordinate the participation of the Critical Services Group in emergency measures operations and, in conjunction with senior managers responsible, co-ordinate the integration of their organizational emergency plans with the Saint John Emergency Measures Plan; f. assume such duties and responsibilities, including acting as Director during those periods or shifts when the Director is not available; and g. in conjunction with the Director, advise the Emergency Measures Committee, the Mayor and Common Council, and the City Manager, concerning implementation of the emergency plan or actions which should be taken that are not covered in the emergency plan. 3.05 Assistant a. support and back-up the Director, as required; b. report for duty and assist at the Emergency Operations Centre (EOC); c. assist the Director in liaison with and co-ordination of external agencies prior to and during emergency situations; d. activate, if necessary, the emergency alert system for the Support and Consultation Group, and other non -City agencies, and provide liaison with those groups throughout the emergency situation; e. maintenance of an inventory (up-to-date) of resources, advisors, essential service companies, and provincial and federal emergency response agencies, and report on that inventory as required by the Director; f. in conjunction with the Director, advise the Emergency Measures Committee, the Mayor and Common Council, and the City Manager, concerning implementation of the emergency plan or actions which should be taken that are not covered in the emergency plan; Emergency Measures Plan ... page 19 g. co-ordinate the participation of the Support and Consultation Group in emergency measures operations and, in conjunction with senior managers responsible, co- ordinate the integration of their organizational emergency plans with the Saint John Emergency Measures Plan; h. establish and maintain liaison with key public and private sector organizations, co- ordinate the participation of those organizations in emergency measures operations and, in conjunction with those organizations, co-ordinate the integration of their organizational emergency plans with the Saint John Emergency Measures Plan; and act as the Saint John Emergency Measures Organization representative on the Provincial District Emergency Action Committee (DEAL), on behalf of the Director. 3.06 Fire Chie a. provide for, organize and manage firefighting, rescue and hazardous materials operations; b. provide for and manage other incidents, as deemed appropriate by the Director; C. assume responsibilities in the Emergency Operations Centre (EOC) - where and when appropriate, as determined in consultation with the Director; d. provide for and activate, as and when required, a fire mutual aid system; e. maintenance of an inventory (up-to-date) of equipment, supplies, area fire services, and other firelrescue resources, and report on that inventory as required by the Director; f. monitor the transportation of dangerous goods into, within, through and out of the city, and coordinate activities with the Chief of Police; g. provide for and activate, if necessary and as required, a plan to deal with the transportation and/or removal of dangerous goods and ensure that dangerous goods support agencies are incorporated into than plan; h. assist the Chief of Police with evacuation measures undertaken; i. liaison with the Fire Marshal and other firetrescue agencies; and j. maintain the SJEMO mobile command post/communications vehicle and arrange for its deployment, in consultation with the Director. Emergency Measures Plan ... page 10 3.07 Chief of Police a. provide for, organize and manage policing services, including public safety operations, traffic control, crowd control, and protection of lives, public and private property; b. provide for and manage other incidents, as deemed appropriate by the Director; C. assume responsibilities in the Emergency Operations Centre (EOC), where and when appropriate, as determined in consultation with the Director; d. area security for emergency or disaster site(s) - inner and outer perimeters; e. evacuation of buildings and/or residential areas, in consultation with and as authorized by the Director; f. monitor the transportation of dangerous goods into, within, through and out of the city, and coordinate activities with the hire Chief, g. maintenance of an inventory (up-to-date) of equipment, supplies, security companies, and other police and security resources, and report on that inventory as required by the Director; h. provide for a system of police mutual aid, and provide or request, as required; liaison with the RCMP and other law enforcement agencies; coordinate support activities of the Loyalist City Radio Club and other such volunteer organizations; and k. co-ordination of search and general rescue operations. Public Safety Communications(Telecommunications) a. advise Director and Emergency Operations Group on matters related to public safety telecommunications and computer/information technology systems; b. maintenance of an inventory of equipment, supplies, telecommunications services and companies, computer service companies, and other system resources, and report on that inventory as required by the Director; C. coordinate Public Safety Communications Centre (Telecommunications) operations with Emergency Measures telecommunications, in consultation with the Operations Officer and Communications Officer; and Emergency Measures Plan... page 22 d. assume responsibilities in the Emergency Operations Centre (EOC), where and when appropriate, as determined in consultation with the Director. 3.11ublic n M a. development of standard operating guidelines for public information during emergencies; b. provision of self-help information for rapid distribution; C. information to the public on significant developments occurring during the emergency; d. identify and plan for communications needs, and establish communication requirements during emergency situations; e. arrangements for media facilities at the Emergency Operations Centre facility and near the emergency site, if necessary; f. provision of public information support at emergency site(s), as required; g. set up, as required, a joint information centre with others involved in the emergency in order to coordinate emergency information to the public; h. gathering, processing and dissemination of information from emergency services, and coordination with other agencies, both public sector and industry, and the District Emergency Action Committee; and maintenance of a public information resource list (up-to-date), and report on that inventory as required by the Director. a. organization, operation and management of the Emergency Operations Centre (EOC); b. state of readiness and activation of the EOC; C. coordination of communications in support of emergency operations; d. plan for and co-ordinate back-up communications; e. activation of communications systems, in conjunction with the Duty Officer(s); f. alert New Brunswick EMO that Saint John EMO activated; Emergency Measures Plan... page 23 g. as required and in consultation with the Director, establish static and mobile communications posts; h. direct the Security Officer; i. determination of needs and activation of EOC communications/support staff, j. placing EMO personnel/volunteers on standby; k. provide for a system of emergency identification passes for designated staff, and 1. maintenance of EOC resource list and security of the inventory at the EOC and Alternate EOC, and report on that inventory as required by the Director. 3.13 Training a. plan for, organize, and coordinate individual and group training requirements and exercises; b. maintain training records and an inventory of training needs for the Emergency Operations Group; C. advise the Director on matters of operations, training, and exercises, as required; d. maintain a library and files of critical emergency measures information, including operating and training standards; e. report for duty and assist at the Emergency Operations Centre (EOC); and f. maintenance of an inventory (up-to-date) of advisors, training agencies and resources, and provincial and federal emergency support agencies, and report on that inventory as required by the Director.
