The Committee of the Whole meeting, convened in public, proceeded to deal with the following
matters: 1.1 Cancellation of Meeting; 1.2 Saint John Transit Commission Funding Deficit; 1.3
Saint John Transit Commission Presentation; 1.4 LTD Arbitration - Plan Design.
1. Meeting Called To Order
The Mayor called the Committee of the Whole Open Session meeting to order.
1.1 Meeting of November 17, 2014 Cancellation Request
On motion of Councillor Lowe
Seconded by Councillor Fullerton
RESOLVED that the meeting of Committee of the Whole and Regular

Session scheduled for Monday November 17, 2014 be cancelled.
Question being taken, the motion was carried.
1.2 Saint John Transit Funding Deficit
The Commissioner of Finance commented that the Saint John Transit Commission is operating
at a $600,000 deficit and is in need of a cash flow.
Mr.Yeomans advised that the request to advance funding up to $800,000 to bridge the funding
deficit has been done as an administrative practice in the past, without Council approval.
On motion of Councillor McAlary
Seconded by Deputy Mayor Rinehart
RESOLVED that the discussion on the Transit Commission deficit be
referred to Open Session in the Council Chamber.

1.3 SJ Transit Commission Presentation
On motion of Councillor McAlary
Seconded by Deputy Mayor Rinehart
RESOLVED that the Saint John Transit Presentation be rescheduled for
Open Session in the Council Chamber.
Question being taken, the motion was carried.
1.4 LTD Arbitration – Plan Design
On motion of Councillor McAlary
Seconded by Deputy Mayor Rinehart
RESOLVED that the LTD Arbitration – Plan Design be received for
information.
Question being taken, the motion was carried.

RESOLVED that the Committee of the Whole meeting of November 10,
2014 be adjourned.
