Edwards, Commissioner of Transportation and Environment Services; J.Nugent,City Solicitor; G. Yeomans, Commissioner of Finance and Administrative Services; Neil Jacobsen, Commissioner Strategic Services; J. Taylor, Common Clerk; P. Anglin, Acting Deputy Common Clerk 1. Meeting Called To Order The Mayor called the Committee of the Whole meeting to order in Open Sesion 1.2 Train Whistlina On motion of Councillor McAlary Seconded by Councillor Farren RESOLVED that item 1.2 Train Whistling be forwarded to the October 14, 2013 regular open session agenda for Council's consideration. Question being taken, the motion was carried, with Councillor Lowe voting nay. On motion of Deputy Mayor Rinehart Seconded by Councillor Lowe RESOLVED that item 1.2 Train Whistling be discussed in Committee of the Whole Open Session. Question being taken, the motion was carried. Phil Ouellette addressed Council on the requirements to change from Train Whistling to non whistling. This change would require gates, lighting and signage. On motion of Deputy Mayor Rinehart Seconded by Councillor McAlary RESOLVED that item 1.2 Train Whistling be referred to the City Solicitor for an opinion respecting the transfer of liability to the City should train whistling be eliminated at certain crossings. Committee of the Whole Open Session October 15, 2013 Question being taken, the motion was carried On motion of Deputy Mayor Rinehart Seconded by Councillor Lowe RESOLVED that the following resolution adopted by the Committee of the Whole on October 15, 2013, be rescinded: " RESOLVED that item 1.2 Train Whistling be forwarded to the October 15, 2013 regular open session agenda for Council's consideration." Question being taken, the motion was carried. 2. Discussion of Confidential Matters On motion of Councillor McAlary Seconded by Councillor MacKenzie RESOLVED that the public be excluded from the meeting for the duration of the discussion on the following matters: 1.1 Approval of Minutes 10.2(4); 1.3 Personal Matter 10.2(4)(b); 1.4 RTIPPA Teach -In; 1.5 Nominating Committee 10.2(4)(b);1.6 Financial Matter 10.2(4)(c); 1.7 Presentation Re: Simms Corner; 1.8 Update Financial Matter 10.2(4)(e). Question being taken, the motion was carried. Record Pursuant to Section 10.2(4) The meeting of the Committee of the Whole of Common Council held on October 15, 2013 was closed to the public pursuant to Section 10.2(4) of the Municipalities Act during the Committee's discussion of the following matters: 1.1 Approval of Minutes 10.2(4); 1.3 Personal Matter 10.2(4)(b); 1.4 RTIPPA Teach -In; 1.5 Nominating Committee 10.2(4)(b);1.6 Financial Matter 10.2(4)(c); 1.7 Presentation Re: Simms Corner; 1.8 Update Financial Matter 10.2(4)(e).
