The Bald Hill Quarry Newsletter is a voluntary effort to keep our neighbours informed of all our activities. We believe that good science and solid data should guide our work at Bald Hill, and so we appreciate Council's efforts to better understand the science behind blasting activities. The data from all of our seismographs in the surrounding neighbourhood are monitored by third party experts, and have consistently been well within safe allowable levels. Gulf Operators remains committed to the environment and the communities near our operations, while ensuring the availability of good quality aggregates for local construction and development in Saint John. OPERATORS.- •� j: Aggregate Operations July 2012 Vol. 14 Bald Hill Quarry Newsletter Welcome to the 14'h edition of our Bald Hill Newsletter. The summer of 2012 expects to be a busy season for infrastructure projects and improvements in Greater Saint John. We are proud to produce high quality aggregates that meet concrete and asphalt specification for our customers. Our operation will be supplying up to 200,000 tonnes of aggregate to support city and provincial road improvement contracts in the Saint John area. We are also supplying the asphalt aggregate and the concrete stone for the manufacturing of bridge beams and pre -cast pipes for the Highway 1 Gateway Expansion project between St. Stephen and Riverglade. We are also providing 60,000 tonnes of rail ballast for the CN Rail for the upgrades and maintenance of its local tracks. And we have also been producing material for municipal projects including the Harbour Clean Up Project. We are proud to supply 100,000 tonnes of crushed rock for other infrastructure projects needed to support growth throughout Greater Saint John, and at the same time we remain committed to the environment and community near our operation. Since its inception in 2006, the Bald Hill Quarry School Field Trip Program has allowed more than 250 students to use all of their senses as they participate in a hands -on science and geology tour about the rocks in our backyard. "Being a good neighbour is and always has been a priority for us," said Ed Donelan. General Manager of Gulf Operators. "Through the School Field Trip Program, we invite students to visit our quarry and enjoy the morning learning about the aggregate industry and the geology in our backyard. We truly value the time we spend teaching the students in a hands -on, exciting environment." A field trip to the Bald Hill Quarry includes a tour of the operation on the quarry floor, a chance to sit in the driver's seat of a front end loader, a question and answer session with quarry personnel, a lesson on rock and mineral uses, and a video about the importance of aggregate in our lives. The School Field Trip Program has been praised by students, parents and teachers. According to Chris Brillant, a grade four teacher at Centennial School, students love the tour. "The students often refer to that trip throughout the rest of the year, and not just the "cool" parts, like climbing up the giant tractor," Brillant said. Teachers welcome the chance for students to learn in a different environment. "This is the second year I've been lucky enough to take my grade four class to the Bald Hill Quarry. It is a very simple field trip, but the impact is greater than many of the other trips we do throughout the year. It is a great help tying the curriculum to the real world. He started as an labourer, was trained as a certified drilling and blasting operator, then became an equipment operator on the excavator and backhoe. Today he runs and operates the crushers. " 50% of what I do is maintenance on the crusher," said Richard, " It's important work to make sure the machinery is running smoothly and safely." When he is away from the quarry, Richard enjoys hunting and fishing. With his wife and two children, he also enjoys gardening and raising chickens at home in Damascus. Box 1971 506 658 -2800 Saint john New Brunswick Canada E2L 4L1 SUBJECT: Planning Advisory Committee Skills Matrix City of Saint John On June 4, 2012 Common Council adopted a resolution requesting that all agencies, boards and commissions create and submit a skills matrix to Common Council so that when there is a vacancy in their membership it can be appropriately filled. The Committee considered the matter and has had discussions on this topic over the past two meetings. The committee found this to be a challenging task as they looked at the diversity of the current members and of past committees for examples. It is felt that this diversity is a source for strength for the committee as each member brings their own perspective which best reflects the makeup of the citizens of Saint John. The committee felt that defining specific skills similar to that of a job description, might limit the perspectives of the members and balance of opinions would suffer. The Planning Advisory Committee is governed by a strong set of procedures, and its authority is set out in the Community Planning Act by the Province of New Brunswick. The structure of the committee with 9 members, each having a 3 year appointment staggered on a 3 year rotation, ensures that there is a refresh of new members with new perspectives each year. An appointment to the Planning Advisory Committee can be a daunting appointment for a new member in the first couple of meetings. A Special Orientation meeting should be held at the beginning of each year to go through the formality of nomination of the Chairperson, and have Planning Staff explain the overall planning process. The new Chairperson would review the rules of procedure with the entire committee as instruction for new members and a refresher for returning members. Each month the Planning Staff provide excellent reports to the committee with background and detailed analysis and staff's recommendation, it is due to these comprehensive reports that non - technical committee members can understand the context and make an informed decision. On occasion, where detailed technical information is required, members from building inspection or engineering should be present to discuss their comments. Even if one of the committee members were to have specific engineering training, it is not possible them to speak on behalf of the city department as they do not have the full context of the discussions relating to the file. Therefore, the committee feels that it is not required that the PAC members possess specific technical background, such as planning, architecture or 13 -2- engineering, as resources exist within the city departments, however, this qualification could be considered in the selection as having some advantage. Care should be taken not to fill the committee with any specific skills in a manner that creates an unbalance. The Planning Advisory Committee does require a commitment of an individual's time. Preparation for the meeting consists of reviewing the detail staff reports, and often, members make personal visits to the location if they are not familiar with the area. The nominating committee should interview carefully for this, as it is important that committee members come prepared and are available by 5:30pm at the latest on meeting nights. Some meetings run late into the evening, well beyond l 0:00pm and candidates should be aware of this. Members should also be able to arrange their schedules such that they can attend most meetings or they should be willing to step down from their positions. Recommendations to the Nominating Committee: The nominating committee should strive for diversity in new appointments to the committee, for example: o Locations of residence to ensure the 4 wards are covered with at least 1 member each. o Occupation to ensure a cross section of public & private careers are represented. • Ability to commit the time needed to participate on the committee. • PAC appointments should be made early enough to allow the new members a chance to observe at least meeting. • PAC should have a special meeting in early January each year to select a Chairperson, and provide an Orientation session for new members. • The nomination committee should ensure the candidate can commit the time necessary to participate fully. • Re- appointments should be limited to a maximum of 2 terms of 3 years to ensure that new perspectives are incorporated.
