Minutes of the Portion of the Committee of the Whole Meeting Open to the Public

Present: Mayor Mel Norton

The Committee of the Whole meeting, convened in public earlier this date, proceeded to deal
with the following matters: 1.0a,b,c) Approval of Minutes 10.2(4); 1.7 Employment Matter
10.2(4)(b); 1.8 Legal Opinion 10.2(4)(f,g); 1.9 Legal Opinion 10.2(4)(c,f); 1.10 Legal Opinion
10.2(4)(c,f); 1.11 Employment Matter 10.2(4)(b,j); 1.12 Personal Matter 10.2(4)(b); 1.13
Financial Matter 10.2(4)(b); 1.14 Land Matter10.2(4)(c,d)
1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
The Common Clerk explained that she does not have reference under section 10.2(4) of the
Municipalities Act for Items 1.1 Financial Matter — The Cherry Brook Zoo (Deputy Mayor
Rinehart); 1.2 Employment Matter — Performance Management Plan (Deputy Mayor Rinehart);
1.3 Policy Matter — Memorials (Deputy Mayor Rinehart); 1.4 Personnel Matter — Media Briefing
and Teach In (Deputy Mayor Rinehart); 1.5 Nominating Committee — Appointee Relationship
(Deputy Mayor Rinehart); and 1.6 Financial Matter — Review of Bill 61 (Deputy Mayor Rinehart)
and stated that Council must decide if it is appropriate to discuss these matters in closed
session.
On motion of Councillor Snook
Seconded by Councillor McAlary
RESOLVED that Item 1.0 Approval of Minutes and Items 1.7 through
1.14 be dealt with in Committee of the Whole closed session and all other items be added to
July 16, 2012 open session agenda of Council.
Question being taken, the motion was carried.
2. Discussion of Confidential Matters

RESOLVED that the public be excluded from the meeting for the duration
of the discussion on the following matters: 1.0a,b,c) Approval of Minutes 10.2(4); 1.7
Employment Matter 10.2(4)(b); 1.8 Legal Opinion 10.2(4)(f,g); 1.9 Legal Opinion 10.2(4)(c,f);
1.10 Legal Opinion 10.2(4)(c,f); 1.11 Employment Matter 10.2(4)(b,j); 1.12 Personal Matter
10.2(4)(b); 1.13 Financial Matter 10.2(4)(b); 1.14 Land Matter10.2(4)(c,d)
Question being taken, the motion was carried.
