Deputy Mayor Chase and Councillors Court, Farren, Higgins, McGuire, Norton, Snook,
Sullivan and Titus

1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
Responding to a question concerning the rationale for placing item 1.3 on the closed session
agenda, Mr. Woods stated that the item 1.3 has human resource and labour relations
concequences that will arise from it.
On motion of Councillor McGuire
Seconded by Councillor Snook
RESOLVED that the public be excluded from the meeting for the duration
of the discussion on the following matters: 1.1 Approval of Minutes; 1.2 Land Matter 10.2(4)(d);
1.3 Financial Matter 10.2(4)(c); 1.4 Legal Opinion 10.2(4)(f); 1.5 Personal Matter 10.2(4)(b)
Deputy Mayor Chase proposed an amendment to the main motion, which was seconded by
Councillor Norton, to remove item 1.3 Financial Matter 10.2(4)(c) from the Committee of the
Whole closed session agenda and add it to Council’s open session agenda.
Question being taken on the amendment, the motion was carried with Mayor Court and
Councillor McGuire voting nay.
Question being taken on the main motion as amended, the motion was carried with Mayor Court
and Councillor McGuire voting nay.

The meeting of the Committee of the Whole of Common Council held on April 10, 2012 was
closed to the public pursuant to Section 10.2(4) of the Municipalities Act during the Committee's
discussion of the following matters: 1.1 Approval of Minutes; 1.2 Land Matter 10.2(4)(d); 1.4
Legal Opinion 10.2(4)(f); 1.5 Personal Matter 10.2(4)(b)
