1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
2. Discussion of Confidential Matters
On motion of Councillor McGuire
Seconded by Councillor Mott
RESOLVED that the public be excluded from the meeting for the duration
of the discussion on the following matters: 1.1 Approval of Minutes 10.2(4); 1.2 Personal Matter
10.2(4)(b); 1.3 Property Matter 10.2(4)(c,d); 1.4 Employment Matter 10.2(4)0); 1.5 Employment
Matter 10.2(4)(c,j); 1.6 Potential Litigation 10.2(4)(b,g)
Question being taken, the motion was carried.
On motion of Councillor Sullivan
Seconded by Deputy Mayor Chase
RESOLVED that the Committee of the Whole Session move into an open
session of Council.
Question being taken, the motion was carried.
Chief Reid and Mr. Chris Waldschutz, Chair of the Police Commission, entered the meeting.
Discussion ensued regarding whether the Police Commission should present the submitted
report in an open session of Council. Chief Reid suggested that he expected Council would ask
questions that expand beyond the submitted report, further adding that some of the information
is sensitive and could impact upcoming contract negotiations.
On motion of Councillor Sullivan
Seconded by Councillor Snook
RESOLVED that the Committee of the Whole meeting resume in closed
session and the public be excluded from the discussion on an employment matter 10.2(4)(c,j)
regarding the effects of negotiations with the bargaining units.
Question being taken, the motion was carried.
