closed to the public pursuant to Section 10.2(4) of the Municipalities Act during the Committee's

Le 25 mai 2010, la seance du Comite plenier du conseil communal s'est tenue a huis clos en
vertu du paragraphe 10.2(4) de la Loi sur les municipalites au cours de la discussion du Comite

The Committee of the Whole Meeting Open meeting reconvened at 6:30 pm in Council
Chamber.
La seance publique du Comite plenier reprend a 18 h 30 dans la salle du conseil.
2. 1 Crescent Valley Re- Development Initiative
Referring to a submitted report, Mr. Beckett explained that the City has met with representatives
from the Provincial Department of Social Development regarding plans to re- develop the
Crescent Valley community. He stated that the extensive plans will require significant public and
private sector investment to be realized, noting that there was a poor turn -out from the private
sector contractor community during the several public meetings that were held.
In response to questions from Council, Mr. Beckett explained that reinstating the intersection by
Ricky's Plaza to its former state does not constitute a great cost, noting that future plans for a
roundabout at that location should not proceed until more is known about the private sector's
interest in the development of the area.
On motion of Councillor Titus
Seconded by Councillor Mcguire
RESOLVED that item 2.1 Crescent Valley re- development initiative be
received for information.
Question being taken, the motion was carried.
2.1 Initiative de reamenaaement de Crescent Valley
Faisant reference a un rapport anterieur, M. Beckett explique que la municipalite a rencontre
des representants du ministere du Developpement social du Nouveau Brunswick concernant
les plans de reamenagement de la collectivite de Crescent Valley. II declare que la realisation
des plans elabores necessitera des investissements importants de Ia part des secteurs prive et
public. II souligne toutefois le faible taux de participation des entrepreneurs du secteur prive au
cours de Ia tenue de plusieurs assemblees publiques.
En reponse aux questions des membres du conseil, M. Beckett explique que le retablissement
de ('intersection situ& a cote de la place Ricky a son etat anterieur ne represente pas un coCit
eleve. II mentionne que I'on ne devrait pas alter de ('avant avec les plans futurs visant la
construction d'un rond -point a cet endroit tant qu'on ne connaitra pas la participation du secteur
prive a I'amenagement du secteur.

RESOLU que le point 2.1, Initiative de reamenagement de Crescent
Valley, soit accepte a titre informatif.

2.2 Spring Ward Meetings
Referring to a submitted report, Mr. Beckett advised that scheduling Council's ward meetings
will be a challenge due to the time of year and other meetings that are being held. He
recommended that the sessions take place in mid to late June or in late September /early
October.
On motion of Councillor Titus
Seconded by Councillor Mcguire
RESOLVED that the ward meeting for Ward Four in East Saint to deal
with the issue of flooding in Glen Falls, be held at a location appropriate within the ward, in June
2010 and the other ward meetings be deferred until October, 2010.
Question being taken, the motion was carried.

Faisant reference a un rapport anterieur, M. Beckett indique que ('organisation des reunions de
quartier du conseil constituera un defi en raison de la periode de I'annee et de la tenue d'autres
reunions. II recommande que les reunions aient lieu entre le milieu et la fin de juin ou a la fin
septembre ou debut d'octobre.

RESOLU que la reunion du quartier n° 4 dans Saint John Est visant a
aborder le probleme d'inondation dans la region de Glen Falls se tienne en juin 2010 a un
endroit pertinent dans le quartier, et que les autres reunions de quartier soient reportees au
mois d'octobre 2010.
