My correspondence of March 26, 2010 to Council expresses the opinion
that it would be possible to implement the proposal submitted by
Councillor Killen in May of 2009 respecting the Deputy Mayor position.
Upon reflection, however, there is one aspect of the proposal which is
inconsistent with the requirement of the Municipalities Act that "The
council et a municipality shall elect a deputy mayor (Section 30, emphasis
added). Specifically it is the provision that the member of Council
receiving the most votes, whether at large or within each ward, would
serve as Deputy Mayor. Such an arrangement would amount to an
appointment rather than an election. Consequently, the selection of a
person to serve as Deputy Mayor would need to achieved by "election" in
each case, and any amendment to the Council's Procedural By-Law would
be drawn accordingly.

The Committee of the Whole, having met on March 29, 2010, made the following
recommendation:
Rockwood Park Advisory Board: To re- appoint Greg Burgess, John Acker, Steve Langille,
Charles Breen, Margaret Urquhart and Councillor Snook for 1 year from March 29, 2010 to
March 29, 2011.
Municipal Plan Citizens' Advisory Committee: to appoint Laura Baxter from March 29, 2010
to March 29, 2013.
Fundy Trail Development Authority Inc.: to refer to the Destination Marketing Organization for
appropriate representation.
Leisure Services Advisory Board: to re- appoint Tom Keaveney and appoint Dr. Susan
Sanderson each for a three year term from March 29, 2010 to March 29, 2013.
Saint John Harbour Bridge Authority: to appoint Anne Marie McGrath for a three year term
from March 29, 2010 to March 29, 2013.
Saint John Energy: to re- appoint Ross Galbraith for a three year term from March 26, 2010 to
March 26, 2013.
Saint John Development Corporation: as recommended by the Saint John Board of Trade, to
re- appoint William MacMackin for a three year term from March 29, 2010 to March 29, 2013.
Saint John Industrial Parks: to re- appoint Michael Chisholm for a three year term from March
29, 2010 to March 29, 2013.
