PROCLAMATION
WHEREAS:
Participating Churches in the City of Saint John would
like to recognize May 26t\ 2007 as "Love Saint John
Day" and;
WHEREAS:
starting at lO a.m. on May 26th, various teams of people
dressed in white shirts bearing a "Love Saint John" logo
will be performing random acts of kindness throughout
the city; and
these random acts of kindness will be a small
demonstration of their commitment to love the citizens
of this wonderful city.
NOW THEREFORE: I, Mayor Norm MCFarlan;'/& f
Saint John do hereby request the citizens of Saint John to j in with our
Council to actively support and facilitate the inclusion of persons with
intellectual disabilities in the community life of this municipality and do
hereby proclaim May 26th, 2007, as "Love Saint John Day."

EMS Week Proclamation
To designate the Week of May 20-26, 2007, as Emergency Medical Services
Week
WHEREAS, emergency medical services is a vital public service; and
WHEREAS, the members of emergency medical services teams are ready to
provide lifesaving care to those in need 24 hours a day, seven days a week; and
WHEREAS, access to quality emergency care dramatically improves the survival
and recovery rate of those who experience sudden illness or injury; and
WHEREAS, the emergency medical services system consists of emergency
physicians, emergency nurses, emergency medical technicians, paramedics,
firefighters, educators, administrators and others; and
WHEREAS, the members of emergency medical services teams, whether career
or volunteer, engage in thousands of hours of specialized training and continuing
education to enhance their lifesaving skills; and
WHEREAS, it is appropriate to recognize the value and the accomplishments of
emergency medical services providers by designating Emergency Medical
Services Week; and .

Re: Item 8.1 - 2006 Audited Financial Statements
In the 2006 General Fund Audited Financial Statements and the related narrative
there is reference to the liability under the Heart & Lung Act. The attached letter
from Morneau Sobeco outlines the basis on which the liability was determined.
As noted in the narrative an adjustment of $1,002,397 was made to the 2006
General Fund audited Financial Statements to reflect the impact of making this
adjustment. This is a liability of the City of Saint John and will need to be
recorded to accurately reflect the financial position of the City of Saint John.
This letter is included for the information of Council.

RE: Liability at December 31, 2006 under the City of Saint John Heart and Lung Act
As requested, we have calculated the liability at December 31, 2006 for the pension payments
being paid to disabled former employees under the Heart and Lung Act.
The data for the Heart and Lung pensions (payable outside the pension plan) upon which the
valuation was based was supplied to us by Andrea Kane when she supplied the pensioner data
for input into the Ariel pension administration database. The data consisted of 17 pensioners (12
females, 5 males) with an average attained age of 74.9 years at December 31, 2006 whose annual
pension payments outside the City's Pension Act effective January 1, 2007 totalled $187,604.
This data included a pension fo which was payable outside the registered pension
plan, although we understand that it was not payable under the Heart and Lung Act.
The valuation was based on 'an assumed discount rate of 5.5% per annum, as instructed by you.
The mortality basis used was the 1994 Uninsured Pensioner mortality table projected to 2015 by
Scale AA. Fourteen of the pensions are payable on a joint and 60% survivorship basis, with the
remaining three being paid on a single life basis. Since we do not have the birth date of the
fourteen spouses in the data, we assumed that, on average, the male spouses are three years older
than the female spouses.
We have calculated the liability for the pensions being paid to the seventeen pensioners outside
the registered pension plan to be $2,015,500 as at December 31,2006.

Proposed Resolution - Pipeline through Rockwood Park
RESOLVED the City Solicitor be directed to advise the Standing Committee on
Private Bills that The City of Saint John is suggesting the following amendments
to Bill 55 in order to address the concerns raised at the Committee's hearings
respecting the Bill:
1. confirmation that the City be authorized and empowered one time only to
grant an easement for pipeline purposes through the Park; and
2. confirmation that the easement may be granted provided the grantee has
received a certificate pursuant to section 52 of the National Energy Board
Act with respect to the pipeline.
