We are not in favour of this proposal for a number of reasons outlined below. SAFETY The entrance for this proposed motel is adjacent to a potentially dangerous intersection where the Gault Road meets Manawagonish, Ocean Westway, the on ramp to the highway to Fredericton and the off ramp from the highway from the city. Adding more traffic to this confusing intersection, especially for people leaving the motel going to Lorneville(Lepreau) that requires a left hand turn would (at least to us) be a major safety concern. LEGAL The reason given in the application for rezoning is "To recognize the existing motel as a permitted use.'". This motel has not been in operation for a number of years. Would it therefore be just vacant property and require rezoning "To permit the establishment of a motel"? ENVIROMENT According to the applicant's rough hand drawn plans, there is a septic system at the back of the property. We were unable to attend the PAC meeting relating to this rezoning but have been informed that the applicant will be required to hook up to the city water & sewerage system which (we understand) ends at the Gault road. Given this major expense as well as the cost of purchase and renovations, one wonders about the financial feasibility and will the city be left to deal with another derelict property in five years. ENHANCEMENT OF THE AREA When we decided on having a house built, we did our due diligence about the plans for the surrounding land and were told it was all zoned residential which was confirmed by tentative subdivision plans for the "Carvell farm" property that did not include a motel. We assumed (possibily incorrectly) that the vacated motel would be demolished and replaced with residential units in the future. Reopening the motel will do nothing to enhance the quality of living of the residents in the area nor the value of their homes. Again, we are not in favour of this proposal for the reasons outlined above. All are loyal to their employer; dedicated to their work; committed to providing the best service possible with available resources; and are very conscious of the fiscal limitations of the City of Saint John. To provide the management group with an appropriate cost of living allowance that will not be measurably lower than what Council will provide to other employee groups, the membership of the MPNU Association respectfully requests that Common Council reconsider its decision to impose a wage freeze for 2009, if you will recall, the 2008 salary adjustment for management was reduced to 1 % less than the next closest employee group. Applying a wage freeze exclusively to the management employee group will create inequities and issues that will,. 1. Result in some managers (by 2011) being paid less than the employees they manage. 2. Compound difficulties faced by the City of Saint John to attract and/or retain management level employees. 3. Eliminate any financial incentive for unionized employees to apply for management positions. 4. We are simply requesting that Council consider aligning the timing of the wage freeze with the other employee groups to minimize the impact on the management employees. The MPNU also requests that Council consider a 3.5 % wage increase for 2009. We do so because it is reasonably in line with wage increases granted to other municipal employee groups (i.e. For 2009 Local 18 members received a 3.5% increase, Local 486 members received 3.25%, Local 61 members will receive 4.55% from two increases of 2.25® compounded, Local 771 is in arbitration), and it is within the spirit of fair and equitable treatment that council recognized during the pension discussions in 20017.
