S,AINT JOHN

A.RRÉTË CONCERNANT LE
NUMÉROTAGE DES BÂTIMENTS DANS LA
VILLE DE SAINT JOHN
WHEREAS the City of Saint John provides police
protection and fire protection and other services to
its inhabitants.
AND WHEREAS it is important to the provision af
such services that properties be properly identiiied
by number.

policière et de protection contre les incendies;
ET ATTENDU qu'il est impartant pour la
prestation de ces services que jes biens immeubles
soient convenablement identifiés par numéro,
NOW THEREFORE the Common Council of the i1 CES CAUSES, le conseil communal de The City
City oF Saint John enacts as follows: of Saint John édicte :
1 This By-law may be cited as the "Saint
John Civic Numbering By-law".

2 In this by-law
"Building" includes any structure used or intended
For supporting or sheltering any use or occupancy.

"City" means The City of Saint John.

"Civic Number" means the nvmber assigned to a
property or ôuilding by the Development Officer.

as acquiring the fee simple title ta a property in the
document whicla purports to convey such interest
and was most recently recorded in the Saint .Tohn

"Properky" includes any parcel of land whether

"Roadway" means that portion of a street
improved, designed or ordinarily used for vehicular
trafFic. (chaussée)

utilisée norrnalement pour la circulation des

« numéro de voirie » Numéro que l'agent
d'aménagement attribve à bien immeuble ou â un
bâtimettt. (Civic Number)
c< propriétaire » Toüte personrje identiiiée comme
acquérant le titre en fief simple à un bien immeuble
dans le document qui est censé transporter cet
intérêt et qui a été le plus récemment enregistré au
bureau de l'enregistrement du comté de Saint .Tohn.

3 The Development Officer is responsible for
the assigning af civic numbers to properties and
buildings fronting upon or abutting a street. The
City shall keep a record of civic numbers which
have been assigned.
3 L'agent d'aménagement est chargé de
l'attribution des numéros de voirie des biens
immeubles et bâtiments donnant sur une rue ou lui
étant attenants. La municipalité tient un registre des
numéros de voirie qui ont été attribués.
4 A civic number which is displayed on a
building or property on the date of the enactment of
this by-!aw shall continue to be its civic number
until such tirne as the Development Officer may, by
written notice, atherwise direct.
5 The owner(s) of a properly on which a
buiiding is located shall dispIay on the property the
civic number(s) of the building in the manner
provided herein.
6 An owner shall not display nor permit to be
displayed upon his property any number which is
not its civic number. The Development Officer
may, by written notice, require an owner to remave
from his property any number which is displayed
thereon which is not its civic number and an owner
shall comply with such notice within 7 days of
receiving it.
7(1) Subject to subsections (2) and (3), any
civic number shall be displayed upon a property in
the following manner:
(a) it shall be in Arabic numerals;
(b) the bottom of the numerals shall be at
least 1.2 metres (48 inches) above the
ground;
(c) the colour of each numeral shall be such
as to clearIy contrast with thc colour of the
building or post or sign on which it is
located;
(d) it shall be placed upon the building in
such a location that it faces toward and is
clearly visible from the roadway oî the
street from which it is numbered;
4 Un numéro de voirie aftiché sur un
bâtiment ou un bien immeuble le jour de I'édiction
du présent arrêté demeure son numéro de voirie
tant que l'agent d'aménagement n'en ordonne pas
autrement par avis écrit.
5 Tout propriétaire d'un bien immeuble sur
lequel un bâtiment est situé affiche sur le bien le ou
les numéro(s) de voirie du bâtiment de la façon
préwe dans le présent arrêté.
6 Aucun propriétaire ne peut afficher ni
permettre que soit affiché sur son bien immeuble
un numéro de voirie qui ne correspond pas au
numéro de son bien. L'agent d'aménagement peut,
au moyen d'un avis écrit, exiger d'un propriétaire
qu'il enlève de san bien immeuble le numéro y
affiché qui n'est pas le numéro de voirie de celui-
ci, ei le propriétaire se conforme à l'avis dans les
sept jours de sa réception.
7(l) Sous rëserve des paragraphes (2) et (3), le
nuznéro de voirie est ainsi affiché sur le bien
immeuble :
a) il porte des chiffres arabes;
b) le bas des chiffres se trouve à au moins
1,2 mèhe (48 pouces) du sol;
c) la couleur des chiffres contraste
nettement avec la couleur du bâtiment,
poteau ou panneau sur lequel ils sont
affichés;
d) il est placé sur le bâtiment de façon à
donner sur la chaussée de la rue dont il porte
le numéro;

(e) if it is located on a sign or post or on a
building which is within 15 metres (49.2
feet) of the roadway, then the numerals
shall be not less than 65 millimetres {2 112
inches} in height;
(f) if it is located on a building which is 15
or more meters (49.2 feet) from the
roadway, then the numerals sha11 be not
less than 100 millimetres (4 inches) in
height.
7(2) A civic number shall be displayed on a post
or a sign if a civic number which is located on a
building cannot be easily read from the roadway
from which the building is numbered. The post or
sign shall be Iocated on the property within five
meters (16.4 feet) of the boundary between the
property and the street and the numerals shall face
towards and be clearly visible from the roadway.
7(3) The Development Officer may, in writing,
require an owner to place a civic number on a sign
or post located on the property adjacent to the
entrance of a driveway which provides emergency
vehicle access to a building.
8 A person who violates or fails to comply
with any provision of this by-law is guilty of an
ofFence and is liable on conviction to a ime of not
less than $50.00 and not more than $200.00.
9 Court proceedings with respect to a breach
of the by-law may be commenced by either the
pevelopment Officer or the Building Inspector.
10 A by-law of the City af Saint John enacted
on the eleventh day of October, 1994 entitled "By-
law Number M-119 A By-law Respecting The
Numbering of Buildings In The City Of Saint
John" and all amendments thereto is repealed on
the coming into force of this by-law.
IN WITNESS WHEREDF the City of Saint 7ohn
has caused the Common Corporate Seal of the said
City to be affixed to this by-law the 7`h day of June,
A.D. 2004 and signed by:

peuvent être inîérieurs en ce cas à 100
millimètres (4 pouces).
7(2) Le numéro de voirie est affiché sur un
poteau ou un panneau s'il se trouve sur un bâtiment
et ne peut facilement étre lu â partir de la ch.aussée
dont il porie le numéro. Le poteau ou le panneau est
situé sur le bien immeuble â moins de cinq mètres
(I6,4 pieds) de la limite séparant le bien et la rue et
les chif&es donnent sur la chaussée et sont bien
visibles à partir de celle-ci.
7(3) L'agent d'aménagement peut, par avis écrit,
exiger d'un propriétaire qu'il place un numéro de
voirie sur un panneau ou un poteau â côté de l'entrée
d'une voie d'accés pour auto qui permet aux
véhicules de secours d'accéder à un bâtiment.
8 Quiconque viole le présent arrété ou omet
de s'y conformer commet une infraction et est
Qassible, sur déclaration de culpabilité, d'une
amende d'au mains cinquante dollars et d'au plus
deux cents dollars.
9 L'agent d'aménagement ou l'inspecteur
des bâtiments peut entamer des procédures
judiciaires pour violation du présent arrêté.
10 Est abrogé â l'entrëe en vigueur du présent
arrété j'arrêté de The City of Saint John adopté le
11 octobre 1994 et intitulë By-law Number M-.119
