Ok' BUILDINGS IN THE CITY OF
S,AINT JOHN

A.RRETE CONCERNANT LE
NUMEROTAGE DES BATIMENTS DANS LA
VILLE DE SAINT JOHN
WHEREAS the City of Saint John provides police
protection and fire protection and other services to
its inhabitants.
AND WHEREAS it is important to the provision af
such services that properties be properly identified
by number.

NOW THEREFORE the Common Council of the A CES CAUSES, le conseil communal de The City
City oF Saint John enacts as follows: of Saint John ddicte :
1 This By-law may be cited as the "Saint
John Civic Numbering By-law".

"Building" includes any structure used or intended

3 The Development Officer is responsible for
the assigning af civic numbers to properties and
buildings fronting upon or abutting a street. The
City shall keep a record of civic numbers which
have been assigned.
3 L'agent d'amenagement est charge de
1'attribution des num6ros de voirie des biens
immeubles et batiments donnant sur une rue ou lui
dtant attenants. La municipalitd tient un registre des
num€ros de voirie qui ont dte attribuds.
4 A civic number which is displayed on a
building or property on the date of the enactment of
this by-!aw shall continue to be its civic number
until such tirne as the Development Officer may, by
written notice, atherwise direct.
5 The owner(s) of a properly on which a
buiiding is located shall dispIay on the property the
civic number(s) of the building in the manner
provided herein.
6 An owner shall not display nor permit to be
displayed upon his property any number which is
not its civic number. The Development Officer
may, by written notice, require an owner to remave
from his property any number which is displayed
thereon which is not its civic number and an owner
shall comply with such notice within 7 days of
receiving it.
7(1) Subject to subsections (2) and (3), any
civic number shall be displayed upon a property in
the following manner:
(a) it shall be in Arabic numerals;
(b) the bottom of the numerals shall be at
least 1.2 metres (48 inches) above the
ground;
(c) the colour of each numeral shall be such
as to clearIy contrast with thc colour of the
building or post or sign on which it is
located;
(d) it shall be placed upon the building in
such a location that it faces toward and is
clearly visible from the roadway of the
street from which it is numbered;

5 Tout propridtaire d'un bien immeuble sur
lequel un batiment est situd affiche sur le bien le ou
les num6ro(s) de voirie du batiment de la fagon
pr6we dans le present arretd.
6 Aucun propridtaire ne peut afficher ni
permettre que soit affiche sur son bien immeuble
un numdro de voirie qui ne correspond pas au
num6ro de son bien. L'agent d'am6nagement peut,
au moyen d'un avis ecrit, exiger d'un propri6taire
qu'il enl6ve de san bien immeuble le num6ro y
affichd qui n'est pas le numdro de voirie de celui-
ci, et le propri6taire se conforme A 1'avis dans les
sept jours de sa r6ception.
7(l) Sous rdserve des paragraphes (2) et (3), le
nuzndro de voirie est ainsi afficM sur le bien
immeuble :
a) il porte des chiffres arabesa
b) le bas des chiffres se trouve a au moins
1,2 mUre (48 pouces) du sol;
c) la couleur des chiffres contraste
nettement avec la couleur du batiment,
poteau ou panneau sur lequel ils sont
affich6s;
d) il est placd sur le batiment de fagon a
donner sur la chauss6e de la rue dont il porte
le num6ro;

(e) if it is located on a sign or post or on a
building which is within 15 metres (49.2
feet) of the roadway, then the numerals
shall be not less than 65 millimetres {2 112
inches} in height;
(f) if it is located on a building which is 15
or more meters (49.2 feet) from the
roadway, then the numerals sha11 be not
less than 100 millimetres (4 inches) in
height.
7(2) A civic number shall be displayed on a post
or a sign if a civic number which is located on a
building cannot be easily read from the roadway
from which the building is numbered. The post or
sign shall be Iocated on the property within five
meters (16.4 feet) of the boundary between the
property and the street and the numerals shall face
towards and be clearly visible from the roadway.
7(3) The Development Officer may, in writing,
require an owner to place a civic number on a sign
or post located on the property adjacent to the
entrance of a driveway which provides emergency
vehicle access to a building.
8 A person who violates or fails to comply
with any provision of this by-law is guilty of an
ofFence and is liable on conviction to a fine of not
less than $50.00 and not more than $200.00.
9 Court proceedings with respect to a breach
of the by-law may be commenced by either the
pevelopment Officer or the Building Inspector.
10 A by-law of the City af Saint John enacted
on the eleventh day of October, 1994 entitled "By-
law Number M-119 A By-law Respecting The
Numbering of Buildings In The City Of Saint
John" and all amendments thereto is repealed on
the coming into force of this by-law.
IN WITNESS WHEREDF the City of Saint 7ohn
has caused the Common Corporate Seal of the said
City to be affixed to this by-law the 7`h day of June,
A.D. 2004 and signed by:

7(2) Le numero de voirie est affichd sur un
poteau ou un panneau s'il se trouve sur un batiment
et ne peut facilement etre lu a partir de la ch.aussde
dont il porte le numdro. Le poteau ou le panneau est
situ6 sur le bien immeuble a moins de cinq m6tres
(I6,4 pieds) de la limite s6parant le bien et la rue et
les chif&es donnent sur la chaussee et sont bien
visibles a partir de celle-ci.
7(3) L'agent d'am6nagement peut, par avis dcrit,
exiger d'un propri6taire qu'il place un num6ro de
voirie sur un panneau ou un poteau a c6t8 de 1'entrde
d'une voie d'acces pour auto qui permet aux
vdhicules de secours d'acc€der A un batiment.
8 Quiconque viole le prdsent arretd ou omet
de s'y conformer commet une infraction et est
Qassible, sur d6claration de culpabilit6, d'une
amende d'au mains cinquante dollars et d'au plus
deux cents dollars.
9 L'agent d'am6nagement ou 1'inspecteur
des batiments peut entamer des procddures
judiciaires pour violation du pr6sent arret6.
10 Est abrogd A l'entr6e en vigueur du pr6sent
arret6 j'arret6 de The City of Saint John adopt€ le
11 octobre 1994 et intitul6 By-law Number M-.119
