Woods, Acting City Manager; J. Nugent, City Solicitor; P. Groody, Commissioner of Municipal Operations; B. McGovern, Deputy Commissioner of Saint John Water; E. Gormley, Common Clerk and J. Taylor, Assistant Common Clerk 1. Meetina Called To Order The Mayor called the Committee of the Whole meeting to order 2.0 Consultant Presentation on Value Engineering - Water Treatment and Distribution Improvement Program The Commissioner of Municipal Operations provided background information on the city's water system and the current challenges faced by the city. Mr. Groody explained that a joint team of Robinson, Stafford & Rude, Inc and NCE Value Engineers Inc. were engaged by the City of Saint John in January 2009 to undertake a value engineering review of the Action Plan for Safe, Clean Drinking Water; the water treatment and distribution system improvement program being planned by the City. Referring to a submitted presentation and report, Don Stafford (Robinson Stafford & Rude, Inc.), the value engineering team leader and primary facilitator, updated Common Council on the value engineering process and its major conclusions. Mr. Groody and Mr. Stafford responded to a variety of questions posed by Council members. On motion of Councillor Farren Seconded by Councillor Titus RESOLVED that the report dated November 26, 2009 entitled Consultant Presentation on Value Engineering Water Treatment and Distribution Improvement Program be received for information. Question being taken, the motion was carried with Councillor Higgins voting nay. 2.1 Winter On-Street Parking Restrictions Referring to a submitted report, the Commission of Municipal Operations updated Council with respect to winter on-street parking restrictions in Saint John and he responded to questions from Council members. November 30, 2009 2009-74 On motion of Councillor Titus Seconded by Councillor Farren RESOLVED that the report dated November 27, 2009, entitled Winter On-Street Parking Restrictions, be received for information. Question being taken, the motion was carried. The Mayor declared the meeting adjourned at 9:30 p.m. Common Clerk
