Minutes of the Portion of the Committee of the Whole Meeting Open to the Public
Monday, February 16, 2009, 5:00 p.m.

1. Meeting Called To Order
The Mayor called the Commit tee of the Whole meeting to order.
1.0 Response to Proposal call for Financial Advisory Services
Referring to a submitted report , the Common Clerk informed Council that the results of a
proposal ca ll for financial advisory s ervi ces for The City of Saint John employee pension p lan
was distributed to Coun cil members on February 2, 2009. She stated that the Clerk’ s office had
received only one response for the proposal call , which was from the Company Morneau
Sobeco.
Ms. Gormley stated that normally proposa ls are processed by city staff’s selection committee ,
with a final recommendation from the City Manager going to Council for its consideration;
however, she explained that in this case Council requested that the responses be receive d by
the Clerk’s Office. She advised that the Committee of the Whole should now act as the
evaluation team and decide whether or not to engage Morneau Sobeco .
On motion of Deputy Mayor Chase
Seconded by Councillor McGuire
RESOLVED that the proposal to provide financial advi sory
services to the City of Saint John Employee Pension Plan from Morneau Sobeco be referred to
the Finance Committee for a recommendation.
Question being taken, the motion was carried.
On motion of Councillor Sullivan
Seconded by Deputy Mayor Chase
RESOLVED that a closed Committee of the Whole meeting be
held to discuss Council’s strategic plan for resolving the problems facing the City of Saint John
Employee Pension Plan.

Councillor Titus stated that he was opposed to this motion as he feels it s hould be dealt with in
open session, and he remarked that it should be referred to the Finance Committee for
recommendations before Council has another meeting on this topic.
Question being taken, the motion was carried with Councillor Titus voting nay.
On motion of Councillor McGuire
Seconded by Councillor Mott
RESOLVED that the Finance Committee provide
recommendations and input respecting a strategic plan, acknowledging that Council resolved to
engage Morneau Sobeco’s financial advisory services f or the City of Saint John Employee
Pension Plan, prior to the scheduling of a closed Committee of the Whole meeting to discuss
the Pension Plan.
Question being taken, the motion was carried.
2. Discussion of Confidential Matters

RESOLVED that the public be excluded from the meeting for the
