Forrest, Commissioner of Pla nning and Development; P. Groody, Commi ssioner of Municipal Operations ; A. Poffenroth, Deputy Commissioner of Buildings and Inspections; B. Morrison, Commissioner of Leisure Services, B. Reid, Police Chief; R. Simonds, Fire Chief; E. Gormley, Common Clerk and J. Taylor, Assistant Common Clerk. Committee of the Whole Open Session 1 .1 (a) Budget Meeting, Saint John Police Commission The Police Chief appeared before Council to present a reduction option for the 2009 Police budget and to respond to question s of Council. Mr. Reid stated that although he does not recommend it, by eliminating the Hot Spot program the department could save approximately $100,000.00. The Police Chie f stated that there were no other areas in the police budget that could be reduce d without impacting service. P oint of order called by Councillor Titus in response to a question asked by the Mayor, to which the City Solicitor recommended that the question not be addressed in open session. 1.1(a) Transit Commission Frank Mc Ca rey appeared before Council and presented a revised budget request on behalf of the Transit Commission w h ich included a reducti on of ap proximately $450,000.00. 1.1(a) Municipal Operations The Commissioner of Municipal Operations appeared be fore Council and presented various budget reduction options for the 2009 Municipal Operations b udget and he responded to a variety of questions from Council. Mr. Groody proposed that by reducing the white goods disposal program by fifty percent and reducing rural road co mmitments, Municipal Operations could reduce its budget by approximately $3 00,000.00. Mr. Groody indicated that any reduction in the budget would have service implications. January 17, 2009 4 - 2009 Responding to a question regarding fleet replacement, D. Logan, Manager of Fleet, explained that The Mayor re - adjourned the meeting at 1:15 p.m. 1 .1(a) Emergency Measures Organization The Fire Chief appeared before Council and responded to its questions respecting the 2009 Fire department and the 2009 Emergency Measures Organizat ion budgets. Capital from Operating G. Yeomans appeared before Council and answered questions from Council members on the issue of financing Capital form Operating budgets. On motion of Councillor Killen Seconded by Councillor McGuire RESOLVE D that the meeting of Common Council recess th until January 18 , 2009 at 1:00 p.m. Question being taken, the motion was carried. 2.
