Minutes of the Portion of the Committee of the Whole Meeting Open to the Public
Thursday, October 9th, 2008, 6:00 p.m.

Present:

Deputy Mayor Chase and Councillors Court, Farren, Higgins, Killen, McGuire,
Mott, Snook, Sullivan,

Commissioner of Municipal Operations; J. Nugent , City Solicitor; G. Yeomans,
Commissioner of Finance and Treasurer; and E. Gormley, Common Clerk and
J.Taylor, Assistant Common Clerk
1. Building Canada Fund Application Action Plan for Safe, Clean Drinking Water
Referring to a submitted report, The Commissioner of Municipal Operations updated
Council with respect to the Building Canada Fund Application for water system
improvements.
Mr. Groody proposed the following budget for the project:
Gas Tax Fund (7 years) $39,746,000
City of Saint John $63,122,000
Province of New Brunswick $63,122,000
Government of Canada $63,122,000
Total $229,110,000
On motion of Councillor Court
Seconded by Councillor McGuire
RESOLVED that the City Manager be directed to proceed with the
Building Canada Fund application and that City staff provide further information to
Council in two weeks time.
Question being taken, the motion was carried.
2. Standing Committee System
Referring to a submitted presentation, Deputy City Manager P. Woods provided Council
with background information regarding the proposed Standing Committee System. Mr.
Woods explained the potential benefits and pitfalls of the committee system and later
responded to a variety of questions posed by Council members.

Mr. Woods concluded by encouraging Council members to contact him if they have
further questions or concerns.
