Minutes of the Portion of the Committee of the Whole Meeting Open to the Public
June 30, 2008, 5:00 p.m.
8th Floor Boardroom, City Hall
Present:
Mayor Court,
Deputy Mayor Chase and Councillors Court, Farren, Killen, Mott, Sullivan
- and -
T. Totten, City Manager; J. Nugent, City Solicitor; G. Yeomans, Commissioner of
Finance and Treasurer; and E. Gormley, Common Clerk.
1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
2. Discussion of Confidential Matters
On motion of Deputy Mayor Chase
Seconded by Councillor Mott
RESOLVED that the public be excluded from the meeting for the
duration of the discussion on the following matter(s): Employment Matter 10.2(4)(b,j),
and Employment Matter 10.2(4)(b,j).
Question being taken, the motion was carried.
The Committee of the Whole meeting closed to the public adjourned and the Committee
proceeded to an open meeting for a teach-in.
Teach-In
1. Pertinent Reports from the City Solicitor
Referring to submitted reports the City Solicitor reviewed the Council’s Personal Liability,
its power under the legislation, administrative structure of the City of Saint John, and
responded to Council members’ questions.
2. Procedural By-law – Common Clerk
Referring to a submitted slide presentation, the Common Clerk gave the history of and
reviewed the sections of Council’s procedural by-law. She responded to Council
members’ questions on certain matters pertaining to rules of procedure for agenda
preparation and Council meetings.
3. Priority Setting Session
The Committee considered the letter submitted by Deputy City Manager Beckett and
Council members we reminded of that session to occur in September, 2008.
