Minutes of the Portion of the Committee of the Whole Meeting Open to the Public
Tuesday, September 4, 2007, 4:30 p.m.

1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
1.1(a) Proposed Governance System Vision 2015
1.1(b) Governance Structure - Standing Committee System
1.1(c) Presentation - Strategic Decision-Making Model
Referring to submitted reports and a slide presentation, Deputy City Manager Woods
reviewed the presentation on the proposed governance structure previously delivered to
the Committee on August 20, 2007.
In response to Council members’ questions, Mr. Woods advised that in the proposed
governance system as submitted, the public would be involved interacting and
presenting to the Standing Committees, and that the Standing committees would consist
of Council members. He explained that it is appropriate to have these committees
consist of Council members because they are answerable to the public through the
Council whereas the public are not. He added that if members of the public participated
on the standing committees, it could cause agendas being advanced, other that those
aligned with the vision.
The Deputy Mayor commented that she believed citizens should be involved at the
standing committee level.
Councillors Ferguson and Farren advised that they believed the proposed system
deviates significantly from that proposed by the recommendations put forth by the results
of the City’s operational review completed by Chartwell.
On motion of Councillor Tait
Seconded by Councillor McGuire
RESOLVED that the City Manager be directed to proceed to
develop the Committee form of governance as presented in the submitted reports as
part of the Vision 2015 program.

Question being taken, the motion was carried, with the Deputy Mayor and Councillors
Farren and Ferguson voting nay.
