Totten, City Manager; J. Nugent, City Solicitor; G. Yeomans, Commissioner of Finance and Treasurer; P. Woods, Deputy City Manager and Common Clerk, and E. Gormley, Assistant Common Clerk 1. Meeting Called To Order 2. Discussion of Confidential Matters On motion of Councillor White Seconded by Councillor Court RESOLVED that the Committee convene in Legal Session excluding the public from the meeting for the duration of the discussion on the following: 10.2(4)(f) Legal Session Question being taken, the motion was carried. On motion of Councillor White Seconded by Councillor Court RESOLVED that the public be excluded from the meeting for the 10.2(4)(d) duration of the discussion on the following matter(s): Property Matter ; Labour 10.2(4)(j)10.2(4)(f,j)10.2(4)(f) Matter ; Legal Advice Labour Matter ; Legal Advice ; 10.2(4)(f)10.2(4)(b, f)10.2(f,g) Request for Info ; Legal Advice ; Employment Matter . Question being taken, the motion was carried. The Mayor called the Committee of the Whole meeting open to the public to order, and Clayton Misner offered the opening prayer. 1. National Police Week Referring to a slide an electronic slide presentation, Chief Bodechon advised Council that in connection with National Police Wee, he is presenting information on organized crime, with statistics and its effects on communities. The Chief outlined various personal strategies individuals and businesses can put in place in response to organized crime. 2. Emergency Preparedness Week MAY 7 & 8, 2007 222-2007 Referring to an electronic slide presentation, Susan Harris, Communications Officer with the City and a member of the City’s Emergency Management Organization, advised Council that the week of May 7 is Emergency Preparedness Week and outlined various steps to be taken in order for families to prepare for an emergency. 3. Saint John Community Loan Fund Referring to a submitted information package, Margaret Anne Blaney, Leslie Oland and Gerry Pond, Investors in the Saint John Community Loan Fund outlined the benefits of investing in this cause. They advised that investors realize a return on their investments while helping individuals secure a loan, unavailable from a bank, to fund a business. They asked the The City of Saint John to become an investor. On motion of Councillor Tait Seconded by Councillor McGuire RESOLVED that the Public Hearings scheduled for 7:00 p.m., be delayed to allow for Local 771 to present to Committee of the Whole. Question being taken, the motion was carried, with Councillor Titus voting nay. 4. Local 771, IAFF, Saint John Firefighters Association – Pension Plan Deficit Chuck Hickey, Local 771, IAFF, Saint John Firefighters Association, presented the history of the Local’s involvement in plans and negotiations to resolve the problem of funding the City of Saint John’s pension plan deficit, and advised that the Local is prepared to sign the agreement which provides for employee contributions to the Plan to be increased by 2% of pensionable earnings effective March 1, 2007 to offset a portion of the contributions otherwise required from the Employer for fund the going-concern funding deficiency. On motion of Councillor White Seconded by Councillor Court RESOLVED that the Committee of the Whole be adjourned to be re-convened May 8, 2007. Question being taken, the motion was carried. On motion of Councillor Court Seconded by Councillor White RESOLVED that Council convene in a regular meeting of Common Council. Question being taken, the motion was carried.
