2007-04-23_Minutes--Procès-verbal April 23, 2007 216-2007 Minutes of the Portion of the Committee of the Whole Meeting Open to the Public Monday, April 23, 2007, 6:00 p.m. 8th Floor Boardroom, City Hall Present: Mayor McFarlane, Deputy Mayor Hooton and Councillors Chang, Chase, Court; McGuire, Tait, Titus and White - and - T. Totten, City Manager; J. Nugent, City Solicitor; G. Yeomans, Commissioner of Finance and Treasurer; P. Woods, Deputy City Manager and Common Clerk, and E. Gormley, Assistant Common Clerk. 1. Meeting Called To Order The Mayor called the Committee of the Whole meeting to order. On motion of Councillor Tait Seconded by Councillor Chang RESOLVED that the City pay for accommodations of a delegation from Donghae City, Republic of Korea, a City very similar to Saint John, when they visit in May, 2007. Question being taken, the motion was carried. On motion of Councillor Tait Seconded by Councillor Chang RESOLVED that Councillor White represent the City on the Carnival Cruise inaugural cruise between Saint John and New York. Councillor White advised that he would check his schedule, and if he is unable to travel on the cruise, he would defer to the Deputy Mayor, the alternate for the tourism portfolio. Question being taken, the motion was carried. Referring to the personal safety concerns, direction was given to the City Manager that rather than getting approval from Council for travel, he inform Council of his trips. 2. Discussion of Confidential Matters On motion of Councillor White Seconded by Deputy Mayor Hooton RESOLVED that the public be excluded from the meeting for the 10.2(4)(j) duration of the discussion on the following matter(s): Contract Negotiations ; 10.2(4)(j)10.2(4)(j);10.2(4)(j) Contract Negotiations ; Negotiations Labour Matter ; 10.2(4)(b)10.2(4)(d). Personnel Matter ; and Property Matter April 23, 2007 217-2007 Question being taken, the motion was carried. The Mayor called the Committee of the Whole meeting Open to the Public re-convened in Council Chamber at 6:00 p.m., and The Men of Fundy sang “O’ Canada” and The Lord’s Prayer. 1(a)(b) Impasse on Pension Deficit Funding (Councillor Chase) Commenting on this issue, Councillor Chase referred it to Mr. Groody who advised that he had further meetings with Local 771 in an attempt to reach an agreement with that Local with no success, and referring to a submitted report, presented an amended Management/Professional/Non-union agreement which is detailed in the report, to attain resolution on the Pension deficit funding. On motion of Councillor White Seconded by Deputy Mayor Hooton RESOLVED that Council consider the following: a) Approve the submitted Memorandum of Agreement, with each member of Management, Professional and Non-Union staff of the City of Saint John; and (b) Adopt the submitted resolution regarding administration of employment, and refer the matter to regular session of Council later this evening. Question being taken, the motion was carried. 1.2 Improving Council/Staff Dialogue (Referred April 10/11, 2007) (Suggestion from City Manager for Weekly Meetings) The City Manager advised that he suggested weekly meetings to enable Council to increase its knowledge of operations and to permit more time for delegations to present to Council. The Mayor asked Council for a show of hands who was in favor of weekly meetings with only three Council members indicating that preference. On motion of Deputy Mayor Hooton Seconded by Councillor White RESOLVED that the Committee of the Whole meeting open to the public be adjourned. Question being taken, the motion was carried.
