Minutes of the Portion of the Committee of the Whole Meeting Open to the Public
Monday, March 26, 2007, 6:30 p.m.
Council Chamber, City Hall
Present:
Mayor McFarlane,
Deputy Mayor Hooton and Councillors Chang, Chase, Farren, Ferguson,
McGuire, Tait, and Titus

Manager of Programs and Priorities; G. Yeomans, Commissioner of Finance and
Treasurer; P. Woods, Deputy City Manager and Common Clerk, and E. Gormley,
Assistant Common Clerk.
1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
2. Discussion of Confidential Matters
On motion of Councillor Titus
Seconded by Deputy Mayor Hooton
RESOLVED that the public be excluded from the meeting for the

duration of the discussion on the following matter(s): Personnel Matter

Councillor Ferguson commented that he believes items 1.1 and 1.5 should be dealt with
in open session of Council to which the City Solicitor advised that all the items on the
Committee of the Whole agenda are appropriately dealt with in closed session if the
Committee wishes.
Question being taken, the motion was carried, with Councillor Ferguson voting nay.
The Mayor re-convened in open session of Committee of the Whole at 6:00 p.m. in the
Council Chamber, and Reverend David Nicholson of Douglas Avenue Christian Church
offered the opening prayer.
1. Ward System of Election
On motion of Deputy Mayor Hooton
Seconded by Councillor McGuire
RESOLVED that the item, Ward System of Election be tabled and
brought forward at the next meeting of Committee of the Whole.
