1. Meeting Called To Order
The Deputy Mayor called the Committee of the Whole meeting to order.
2. The Role of Common Council
Mr. Beckett introduced Stuart Baker, Founder of Triangle Strategies who reviewed the
True Growth plans and his recent cultural assessment for the City.
Mr. Baker presented a model based on true growth for the City of Saint John focusing on
desired outcomes for the City, and recommended roles of Council and staff to achieve a
sustainable municipality. He proposed a value proposition, i.e. “Leading Sustained
Growth”, and emphasized the need to make it real.
It was agreed that another session would be scheduled to further discuss the next steps.
