Totten, City Manager; J. Nugent, City Solicitor; A. Beckett,Deputy City Manager of Programs and Priorities and Acting Treasurer; J. Baird, Commissioner of Planning and Development; W. Edwards, Commissioner of Buildings and Inspection Services; A. Bodechon, Chief of Police; M. Gillan, Deputy Fire Chief; and P. Woods, Common Clerk and Deputy City Manager 1. Call to Order - 5:00 p.m. The Mayor called the Open Committee of the Whole meeting to order. 1.1 Vision 2015 - Program of Excellence Referring to his submitted report, Mr. Beckett provided Council members with a status report on Vision 2015 advising that projects plans have been prepared and the project teams have been established. Explaining why The City of Saint John should implement Vision 2015 he reviewed the case for change, and continued with an assessment of the project plan and approach. Concluding the presentation Mr. Beckett informed Council of the following requirements: discussion/understanding of role; community priorities; community consultation and governance review. A brief discussion followed with Mr. Beckett responding to questions pertaining to the project. 1.2 Presentation - Governance Referring to his submitted report, Mr. Woods addressed Council concerning City Governance commenting with regard to the existing governance model and the proposed model for the City. The roles of Councillors, Committees, Council, CAO and staff were reviewed with Mr. Woods pointing out the pros and cons of Committees. Referring to the desired outcomes and expectations, the discussion continued with Mr. Woods reviewing the practical structure, composition and the processes. (Councillor Chang entered the meeting during the above discussions.) The presentation concluded with Mr. Woods responding to various questions from Council members relating to governance. Common Clerk
