Meeting Called To Order The Mayor called the Committee of the Whole Open Session Meeting to order. 1.0 Approval of Agenda Moved by Deputy Mayor McAlary, seconded by Councillor Sullivan: RESOLVED that the agenda be approved with item 1.1 Update - Government of New Brunswick Municipal Legislation (Local Governance Act and Community Planning Act and Community Planning Act) being discussed in Committee of the Whole Open Session. MOTION CARRIED. 1.1 Update - Government of New Brunswick Municipal Legislation (Local Governance Act and Community Planning Act and Community Planning Act) The Deputy City Manager updated Council on the progress of the new legislation which th received second reading May 5. 2017-2 Committee of the Whole Meeting Open Session May 15, 2017 The City Solicitor discussed the Act diminishes powers the city has now under the Royal Charter. The recent amendments allows the city to apply to have the powers reinstated. This would be done by regulation. The regulations would come into effect after the Act is in force. The Deputy City Manager discussed the for-profit limitation and the provisions that allow energy surpluses to remain within the municipality. The province has recognized the difficulties in the energy matter. The City Manager stated the communication with the province is tentatively positive and receptive to advance the City’s position. Moved by Councillor Sullivan, seconded by Councillor MacKenzie: RESOLVED that the Committee of the Whole receive for information M&C 2017-128: Update - Government of New Brunswick Municipal Legislation (Local Governance Act and Community Planning Act and Community Planning Act). MOTION CARRIED. 1.2 Discussion of Confidential Matters Moved by Deputy Mayor McAlary, seconded by Councillor MacKenzie: RESOLVED that the public be excluded from the meeting for the duration of the discussion on the following matter: 1.2 Approval of Minutes 10.2(4), 1.3 Financial Matter 10.2(4)(c), 1.4 Financial Matter 10.2(4)(c), 1.5 Financial Matter 10.2(4)(c), 1.6 Negotiations 10.2(4)(c), 1.7 Financial Matter 10.2(4)(c), 1.8 Employment Matter 10.2(4)(j), 1.9 Financial Matter 10.2(4)(c), 1.10 Financial Matter 10.2(4)(c).
