Call to Order 1.1 Land Acknowledgement Deputy Mayor MacKenzie read aloud the Land Acknowledgement and called for a moment of reflection. “The City of Saint John/Menaquesk is situated is the traditional territory of the Wolastoqiyik/Maliseet.The Wolastoqiyik/Maliseet along with their Indigenous Neighbours, the Mi’Kmaq/Mi’kmaw and Passamaquoddy/Peskotomuhkati signed Peace and Friendship Treaties with the British Crown in the 1700s that protected their rights to lands and resources.” 1.2 National Anthem 2. Approval of Agenda Moved by Councillor Dempsey, seconded by Councillor Moore: RESOLVED that the agenda of June 15, 2026, with the addition of items 16.1 Summer Ice in Partnership with Lord Beaverbrook Rink; 16.2 Sale of City-owned Lot Located at 50 Marilyn Drive; 16.3 Sale of City-owned Lot Located at 50 Foriere Drive; and 16.4 Purchase of 115 Acres of Land in Saint John Watershed, be approved. MOTION CARRIED. 3. Disclosures of Conflict of Interest Councillor Colwell-McCavour declared a conflict of interest for item 16.2 Sale of City- owned Lot Located at 50 Marilyn Drive. 4. Consent Agenda 4.1 RESOLVED that the minutes of May 4, 2026, be approved. 4.2 RESOLVED that the minutes of May 5, 2026, be approved. 4.3 RESOLVED that the minutes of June 1, 2026, be approved. 4.4 RESOLVED that as recommended in the submitted report M&C 2026-148: Notification of Public Presentation - 0 Rex Hurley/0 Glen Road, Common Council be authorized to publish a notice for a Public Presentation between 10 and 14 days prior to the Public Presentation scheduled on July 6, 2026, for a Municipal Plan Amendment by Brunswick Engineering for PID 55246706 and a portion of PID 00302778, in the Council Chamber, City Hall 2nd floor, 15 Market Square, Saint John, NB. 4.5 RESOLVED that as recommended in the submitted report M&C 2026-072: Amendment to the Digital Imaging Equipment - Rental and Managed Print Services Agreements, Common Council approves the following: 2 COMMON COUNCIL / CONSEIL COMMUNAL June 15, 2026 / le 15 juin 2026 1. The City amend the Managed Print Services Agreement with Xerox Canada to add new printer models to the agreement as outlined in the forms attached to M&C 2026-072; 2. The City enter into a new rental agreement with Xerox Canada, and a Rental to Own Agreement with Nova Imprint, respectively, for new printers as outlined in the forms attached to M&C 2026-072; and, 3. That the Mayor and City Clerk be authorized to execute the said Agreements and any other documents necessary to execute the transactions. 4.6 RESOLVED that as recommended in the submitted report M&C 2026-143: Donations Agreement between City of Saint John and Greater Saint John Community Foundation - St. Peter’s Ballfield, the City enter into a Donations Agreement in the form as attached to M&C No 2026-143 with The Greater Saint John Community Foundation to facilitate the processing of public donations in support of the “St. Peter’s Baseball Field Revitalization Project” and that the Mayor and the Clerk be authorized to execute the said Agreement and any other documents ancillary thereto. 4.7 RESOLVED that as recommended in the submitted report M&C 2026-144: Chesley Drive Crosswalk Upgrades - Funding Agreement, the City enter into a Contribution Agreement, in the form as attached to M&C No. 2026-144, with His Majesty the King in Right of the Province of New Brunswick, as represented by the Minister of Transportation and Infrastructure, for funding for upgrades to the existing crosswalk on Chesley Drive, and that the Mayor and City Clerk be authorized to execute the said Agreement. 4.8 RESOLVED that as recommended in the submitted report M&C 2026-145: Designation of By-law Enforcement Officer - Marshall Tinker, Common Council adopt the following: WHEREAS the Common Council of The City of Saint John has enacted certain bylaws pursuant to the authority of the Local Governance Act, S.N.B. 2017 c.18, and amendments thereto (the “Local Governance Act”), including A By-law Respecting the Regulation of Parking in The City of Saint John, By-law Number LG-8 (the “Saint John Parking By-Law”), A By-law Respecting the Traffic on Streets in The City of Saint John, By-law Number MV- 10.1 (the “Saint John Traffic By-Law”) and all amendments thereto; AND WHEREAS section 72 of the Local Governance Act provides that a council may appoint by-law enforcement officers for the local government and may determine their terms of office; NOW THEREFORE BE IT RESOLVED that Marshall Tinker is hereby appointed as by-law enforcement officer with respect to the enforcement of the Saint John Parking By-Law and Saint John Traffic By-Law, effective immediately, and this appointment shall continue until they cease to be contracted by the Parking department of The City of Saint John or until it is rescinded by Common Council, whichever comes first. 4.9 RESOLVED that as recommended in the submitted report M&C 2026-136: Crematorium Use Approval for PID 55246078, Common Council approve the following: 3 COMMON COUNCIL / CONSEIL COMMUNAL June 15, 2026 / le 15 juin 2026 WHEREAS the Fundy Funeral Co-Op Ltd. plan to establish a crematorium on PID 55246078 located within the City of Saint John; WHEREAS the requirements related to requests to establish, alter, or extend a crematorium, pursuant to Regulation 94-129 under the Cemetery Companies Act, requires the written approval from the Council of the Local Government; WHEREAS Common Council is satisfied that, subject to the terms and conditions set out in this Resolution and any development or operating permits issued by the City of Saint John or other authorities having jurisdiction, the establishment of a crematorium on the lands is appropriate; NOW THEREFORE BE IT RESOLVED that Common Council approves the establishment of a crematorium on the property bearing the PID 55246078 located in City of Saint John. 4.10 RESOLVED that as recommended in the submitted report M&C 2026-134: Cleanup of Unsightly Premises at 1356 Grandview Avenue, Common Council direct one or more of the Officers appointed and designated by Council for the enforcement of the Saint John Unsightly Premises and Dangerous Buildings and Structures By-law to arrange for the cleanup of 1356 Grandview Ave, PID# 00334870. 4.11 RESOLVED that as recommended by the Planning Advisory Committee in the submitted report Vesting of a Public Street at the intersection of Retail Drive and Rothesay Avenue, and at the corner of Oakland Street and Retail Drive, Common Council assent to the tentative plan of subdivision, with respect to the vesting of portions of PIDs 55083141, 55048193, 55083133, 00307256, 55102693, 55102701, 00307157, 00305458, 00309005, 00415414, 00431643, 00415232, 00418525, 55196166, and PIDs 55083109, 00304394, 55083117, 55083125, as a Public Street; and that Common Council assent to any Municipal Servicing Easements. 4.12 RESOLVED that the correspondence from Premier Holt and Minister Kennedy re: Congratulations to Members of Council be received for information. 4.13 RESOLVED that the correspondence from A. Pottle re: Twinning Route 7 be received for information. 4.14 RESOLVED that the correspondence from D. Walton re: Review of Somerset Acres Operations and Community Impact be received for information. 4.15 RESOLVED that the correspondence from R. Boyer re: Heatherway Addition be received for information. 4.16 RESOLVED that the correspondence from Fundy Regional Service Commission re: Fundy Region Transit Plan Notification be received for information. 4.17 RESOLVED that the correspondence from A. Smith - Saint John Police Force World Police and Fire Games be denied. 4.20 RESOLVED that the correspondence from Project Bookmark Canada re: Celebrating Saint John Writer Anna Minerva Henderson be referred to the CAO. 4.21 RESOLVED that the correspondence from A. Pottle re: Proposed Sale of Rockwood Park Land (1671 Sandy Point Road) be referred to the CAO. 4.22 RESOLVED that the Petition re: Safer and Quieter Streets in Saint John West be referred to the CAO. 4.23 RESOLVED that the correspondence from S. Business Matters – Municipal Officers 11.1 2026 City of Saint John Summer Special Events Chief Development and Community Officer A. Poffenroth provided an introduction. Growth Coordinator H. Pineau reviewed the submitted presentation entitled “Special Events 2026”. Moved by Councillor Merrithew, seconded by Councillor Savoie: RESOLVED that the submitted report M&C 2026-140: 2026 City of Saint John Summer Special Events be received for information. MOTION CARRIED. 11.2 Appointments to Council’s Nominating Committee The City Clerk provided an overview. As Chair of the Nominating Committee, the Mayor provided her recommendations. Moved by Deputy Mayor MacKenzie, seconded by Councillor Wyatt: RESOLVED that Councillor Norton, Councillor Dempsey, and Councillor Merrithew be appointed to the Nominating Committee for a one-year term. Committee of the Whole 16.1 Summer Ice in Partnership with Lord Beaverbrook Rink Moved by Deputy Mayor MacKenzie, seconded by Councillor Savoie: RESOLVED that as recommended by the Committee of the Whole, having met on June 15, 2026, the City enter into a License Agreement generally in the form as attached to M&C No. 2026-135 with the Board of Trustees of the Lord Beaverbrook Rink at Saint John Inc. for the purpose of setting up and operating City facilities to offer ice time during the summer months and that the Mayor and Clerk be authorized to execute the said License Agreement and any document ancillary thereto. MOTION CARRIED. 6 COMMON COUNCIL / CONSEIL COMMUNAL June 15, 2026 / le 15 juin 2026 16.3 Sale of City-owned Lot Located at 50 Foriere Drive Moved by Councillor Wyatt, seconded by Councillor Hooley: RESOLVED that as recommended by the Committee of the Whole, having met on June 15, 2026, Common Council approve the following: 1. The City enter into the Agreement of Purchase and Sale with Alex MacDonald generally in the form as presented to Committee of the Whole at its meeting held June 15, 2026, for the sale of the property located at 50 Foriere Drive (PID 55167753), and that the Mayor and Clerk be authorized to execute the agreement and all other documents required to complete the transaction; and, 2. That the net proceeds of this sale be deposited into the Land for Public Purposes Trust Fund in accordance with section 76(2) of the Community Planning Act. MOTION CARRIED. 16.4 Purchase of 115 Acres of Land in Saint John Watershed Moved by Councillor Hooley, seconded by Councillor Moore: RESOLVED that as recommended by the Committee of the Whole, having met on June 15, 2026, Common Council approve the following: 1. The City enter into the Agreement of Purchase and Sale, generally in the form as presented to Committee of the Whole at its meeting held June 15, 2026, for the purpose of purchasing 115 acres of land located in the watershed on Sands Road (PID 428276) and that the Mayor and Clerk be authorized to execute the said Agreement of Purchase and Sale and any other documents necessary to facilitate the transaction; and, 2. That Council approve the transfer of funds from the Watershed Reserve Fund to fund the acquisition of the above-noted land. MOTION CARRIED. Having declared a conflict of interest for item 16.2, Councillor Colwell-McCavour withdrew from the meeting. 16.2 Sale of City-owned Lot Located at 50 Marilyn Drive Moved by Councillor Sullivan, seconded by Deputy Mayor MacKenzie: RESOLVED that as recommended by the Committee of the Whole, having met on June 15, 2026, Common Council approve the following: 1. The City enter into the Agreement of Purchase and Sale with Stephen and Susan McCavour generally in the form as presented to Committee of the Whole at its meeting held June 15, 2026, for the sale of the property located at 50 Marilyn Drive 7 COMMON COUNCIL / CONSEIL COMMUNAL June 15, 2026 / le 15 juin 2026 (PID 55083562), and that the Mayor and Clerk be authorized to execute the said Agreement of Purchase and Sale and any other documents necessary to facilitate the transaction; and, 2. La Ville modifie l’entente de services d’impression gérés conclue avec Xerox Canada afin d’y ajouter de nouveaux modèles d’imprimantes, comme l’indiquent les formulaires joints au rapport M&C 2026-072; 2. La Ville conclut un nouveau contrat de location avec Xerox Canada et un contrat de location-acquisition avec Nova Imprint, respectivement, pour les nouvelles imprimantes, comme l’indiquent les formulaires joints au rapport M&C 2026-072; 3. La mairesse et le greffier municipal sont autorisés à signer lesdits contrats ainsi que tout autre document nécessaire à la réalisation des opérations. 4.6 IL EST RÉSOLU que, comme le recommande le rapport M&C 2026-143 : Entente de don entre la Ville de Saint-Jean et The Greater Saint John Community Foundation – Terrain de balle St. Peter’s, la Ville conclue une entente de don, sous la forme jointe au o rapport M&C n 2026-143, avec la Greater Saint John Community Foundation afin de faciliter le traitement des dons du public à l’appui du « Projet de revitalisation du terrain de balle St. Peter’s », et que la mairesse et le greffier soient autorisés à signer ladite entente ainsi que tout autre document connexe. 4.7 IL EST RÉSOLU que, comme le recommande le rapport M&C 2026-144 : Améliorations apportées au passage pour piétons de la promenade Chesley – Entente de financement, la Ville conclue une entente de contribution, sous la forme jointe au rapport o M&C n 2026-144, avec Sa Majesté le Roi du chef de la province du Nouveau-Brunswick, représenté par le ministre des Transports et de l’Infrastructure, pour le financement de la modernisation du passage pour piétons existant sur la promenade Chesley, et que la mairesse et le greffier municipal soient autorisés à signer ladite entente. 4.8 IL EST RÉSOLU que, comme le recommande le rapport M&C 2026-145 : Désignation de l’agent d’application des règlements municipaux – Marshall Tinker, le Conseil municipal adopte ce qui suit : CONSIDÉRANT QUE le Conseil municipal de la Ville de Saint John adopte certains arrêtés en vertu du pouvoir que lui confère la Loi sur la gouvernance locale, L.N.-B. 2017, ch. 18, et ses modifications (la « Loi sur la gouvernance locale »), notamment l’Arrêté relatif à la réglementation du stationnement dans la Ville de Saint John, arrêté numéro LG-8 (l’« Arrêté relatif au stationnement à Saint John »), et l’Arrêté concernant la circulation dans les rues de la Ville de Saint John, arrêté numéro MV-10.1 (l’« Arrêté relatif à la circulation dans les rues de la ville de Saint John »), ainsi que toutes leurs modifications; ET CONSIDÉRANT QUE l’article 72 de la Loi sur la gouvernance locale prévoit qu’un conseil peut nommer des agents d’application des règlements pour le gouvernement local et fixer leur mandat; QU’IL SOIT DÈS LORS RÉSOLU que Marshall Tinker soit nommé par la présente agent d’application de règlements municipaux en ce qui concerne l’application de l’Arrêté relatif 11 COMMON COUNCIL / CONSEIL COMMUNAL June 15, 2026 / le 15 juin 2026 au stationnement à Saint John et de l’Arrêté relatif à la circulation à Saint John, avec prise d’effet immédiate et que cette nomination demeure en vigueur jusqu’à ce qu’il cesse d’être lié par contrat du service du stationnement de la Ville de Saint John ou jusqu’à sa révocation par le Conseil municipal, selon la première éventualité. 4.9 IL EST RÉSOLU que, comme le recommande le rapport M&C 2026-136 : Autorisation d’usage d’un crématorium pour le NID 55246078, le Conseil municipal approuve ce qui suit : CONSIDÉRANT QUE la Fundy Funeral Co-Op Ltd. a l’intention d’établir un crématorium sur le NID 55246078 situé dans la Ville de Saint John; CONSIDÉRANT QUE les exigences relatives aux demandes d’établissement, de modification ou d’agrandissement d’un crématorium, conformément à l’Arrêté 94-129 pris en application de la Loi sur les compagnies de cimetière, prévoient l’approbation écrite du conseil du gouvernement local; CONSIDÉRANT QUE le Conseil municipal est convaincu que, sous réserve des conditions énoncées dans la présente résolution et de tout permis d’aménagement ou d’exploitation délivré par la Ville de Saint John ou d’autres autorités compétentes, l’établissement d’un crématorium sur les terrains est opportun; QU’IL SOIT DÈS LORS RÉSOLU que le Conseil municipal approuve l’établissement d’un crématorium sur la propriété portant le numéro NID 55246078 située dans la Ville de Saint John. 4.10 IL EST RÉSOLU QUE, comme le recommande le rapport M&C 2026-134 : Nettoyage de locaux inesthétiques au 1356, avenue Grandview, le Conseil municipal ordonne à un ou plusieurs des agents nommés et désignés par le conseil pour l’application de l’Arrêté concernant les locaux inesthétiques et les bâtiments et constructions dangereux de Saint John d’organiser le nettoyage du 1356, avenue Grandview, NID 00334870. 4.11 IL EST RÉSOLU QUE, comme l’a recommandé le Comité consultatif d’urbanisme dans son rapport Transfert de la rue publique située à l’intersection de la promenade Retail et de l’avenue Rothesay, ainsi qu’à l’angle de la rue Oakland et de la promenade Retail, le Conseil municipal donne son assentiment au plan de lotissement provisoire, relativement à la cession de portions des NID 55083141, 55048193, 55083133, 00307256, 55102693, 55102701, 00307157, 00305458, 00309005, 00415414, 00431643, 00415232, 00418525, 55196166, ainsi que des NID 55083109, 00304394, 55083117, 55083125, à titre de rue publique; et que le Conseil municipal approuve toute servitude de service municipal. 4.12 IL EST RÉSOLU que la correspondance du premier ministre Holt et du ministre Kennedy concernant les félicitations adressées aux membres du conseil soit reçue à titre d’information. 4.13 IL EST RÉSOLU que la correspondance de A.
