Call to Order 1.1 Land Acknowledgement The Mayor read aloud the Land Acknowledgement and called for a moment of reflection. “The City of Saint John/Menaquesk is situated is the traditional territory of the Wolastoqiyik/Maliseet.The Wolastoqiyik/Maliseet along with their Indigenous Neighbours, the Mi’Kmaq/Mi’kmaw and Passamaquoddy/Peskotomuhkati signed Peace and Friendship Treaties with the British Crown in the 1700s that protected their rights to lands and resources.” 1.2 Local Governance Act – Section 58(11) Confirmation (Verbal) In accordance with Section 58(11) of the Local Governance Act, the City Clerk read the following statement: I, Jonathan Taylor, confirm as Clerk that on June 1st, 2026, immediately preceding the scheduled meeting of Common Council, the Clerk administered the Oath of Office for Mayor to Donna Noade Reardon, the Oath of Office for Councillor to Gary Sullivan, John MacKenzie, Greg Norton, David Merrithew, Paul Dempsey, Eric Savoie, Gina Hooley, and Sherri Colwell-McCavour, and the Oath of Affirmation to Ryan Moore and Brian Wyatt. Moved by Councillor Sullivan, seconded by Councillor MacKenzie: RESOLVED that the statement from the City Clerk, read in accordance with Section 58(11) of the Local Governance Act, be received for information. MOTION CARRIED. 2. Approval of Agenda Moved by Councillor Savoie, seconded by Councillor Hooley: RESOLVED that the agenda of June 1, 2026, be approved. MOTION CARRIED. 3. Disclosures of Conflict of Interest No disclosures were declared. 4. Consent Agenda 4.1 RESOLVED that as recommended in the submitted report M&C 2026-106: Contract 2026-06 - Rockwood Reservoir Rehabilitation, the contract be awarded to the low tenderer, Empirical Industrial Services Inc., at their tendered price of $1,235,196.83 (including HST) as calculated based on estimated quantities, and further that the Mayor and City Clerk be authorized to execute the necessary contract documents. 2 COMMON COUNCIL / CONSEIL COMMUNAL June 1, 2026 / le 1 juin 2026 4.2 RESOLVED that as recommended in the submitted report M&C 2026-133: Contract 2025-13 - Lower Cove Loop Sewer Renewal Phase 1, the contract be awarded to the low tenderer, TerraEx Inc., at their tendered price of $4,967,770.00 (including HST) as calculated based on estimated quantities, and further that the Mayor and City Clerk be authorized to execute the necessary contract documents. 4.3 RESOLVED that as recommended in the submitted report M&C 2026-132: Municipal Operations Complex - 175 Rothesay Avenue - Washroom Upgrades, the contract for the Washroom Upgrades at the Municipal Operations Complex be awarded to the lowest tenderer, ICR General Contractors Limited, at the tendered price of $545,881 + $40,000 contingency + HST, for a total contract price of $673,763.15, and further that the Mayor and City Clerk be authorized to execute the necessary contract documents. 4.4 RESOLVED that as recommended in the submitted report M&C 2026-113: Canada Housing Infrastructure Fund - Charlotte Street Infrastructure Upgrades - Project No. 19491, the City enter into the Agreement with the Province of New Brunswick (as represented by the Regional Development Corporation) generally in the form attached to M&C 2026-113 for the purpose of receiving funding under the Canada Housing Infrastructure Fund to complete design, construction and construction management for the installation of watermain, sanitary sewer, storm sewer (including a new stormwater outfall) as well as all required reinstatement on Charlotte Street (from Broad Street to the new outfall location) and that the Mayor and Clerk be authorized to execute the said Agreement and any other documents ancillary thereto. Moved by Councillor MacKenzie, seconded by Councillor Merrithew: RESOLVED that the recommendation set out in each consent agenda item respectively, be adopted. MOTION CARRIED UNANIMOUSLY. 5. Members Comments 5.1 Address of the Mayor The Mayor provided her address for the inaugural meeting of Common Council. 5.2 Remarks by Councillors Members of Council provided comments in the following order: Councillor Merrithew, Councillor Colwell-McCavour, Councillor Sullivan, Councillor MacKenzie, Councillor Wyatt, Councillor Dempsey, Councillor Hooley, Councillor Moore, Councillor Norton, and Councillor Savoie. 6. Proclamation 6.1 The Mayor proclaimed May 31 to June 6, 2026, National AccessAbility / Disability Awareness Week in The City of Saint John. 3 COMMON COUNCIL / CONSEIL COMMUNAL June 1, 2026 / le 1 juin 2026 7. Business Matters 7.1 Election of Deputy Mayor The Mayor recommended that John MacKenzie be elected to the position of Deputy Mayor for the first two years of Council’s current term and that Gary Sullivan be elected to the position of Deputy Mayor for the last two years of Council’s current term. Moved by Councillor Merrithew, seconded by Councillor Dempsey: RESOLVED that Section 12.2 of By-law LG-15: A By-law Respecting the Procedures of the Common Council of The City of Saint John, be suspended. Councillor Sullivan and Councillor MacKenzie withdrew from the meeting. Moved by Councillor Hooley, seconded by Councillor Wyatt: RESOLVED that John MacKenzie be elected as the Deputy Mayor for The City of Saint John Common Council for the period of June 1, 2026, to May 31, 2028. MOTION CARRIED. Moved by Councillor Moore, seconded by Councillor Dempsey: RESOLVED that Gary Sullivan be elected as the Deputy Mayor for The City of Saint John Common Council for the period of June 1, 2028, until the end of the current term of Council. MOTION CARRIED. Councillor Sullivan and Deputy Mayor MacKenzie re-entered the meeting. 7.2 Introduction of Executive Team The CAO reviewed the submitted presentation entitled “2026 Introduction to Executive Leadership Team”. Moved by Deputy Mayor MacKenzie, seconded by Councillor Norton: RESOLVED that the presentation entitled “2026 Introduction to Executive Leadership Team” be received for information. MOTION CARRIED. 8. Consideration of Issues Separated from Consent Agenda 9. Adjournment Moved by Councillor Moore, seconded by Deputy Mayor MacKenzie: RESOLVED that the meeting of Common Council held on June 1, 2026, be adjourned. Ouverture de la séance 1.1 Reconnaissance territoriale La mairesse lit à haute voix la reconnaissance territoriale et appelle à un moment de réflexion. « La ville de Saint John ou Menaquesk est le territoire traditionnel des Wolastoqiyiks ou Malécites. Les Wolastoqiyik ou Malécites, avec leurs voisins autochtones, les Mi’kmaq ou Mi’kmaw et les Passamaquoddy ou Peskotomuhkati, ont signé des traités de paix et d’amitié avec la Couronne britannique dans les années 1700 qui protégeaient leurs droits sur les terres et les ressources ». 1.2 Loi sur la gouvernance locale – article 58(11) : confirmation verbale Conformément au paragraphe 58(11) de la Loi sur la gouvernance locale, le greffier municipal lit la déclaration suivante : er Moi, Jonathan Taylor, confirme, en ma qualité de greffier municipal, que le 1 juin 2026, immédiatement avant la réunion prévue du conseil municipal, j’ai fait prêter le serment d’entrée en fonction de mairesse à Donna Noade Reardon, le serment d’entrée en fonction de conseiller à Gary Sullivan, John MacKenzie, Greg Norton, David Merrithew, Paul Dempsey, Eric Savoie, Gina Hooley et Sherri Colwell-McCavour, ainsi que l’affirmation solennelle d’entrée en fonction à Ryan Moore et Brian Wyatt. Résolutions en bloc 4.1 IL EST RÉSOLU que, conformément à la recommandation formulée dans le rapport M&C 2026-106 intitulé « Contrat 2026-06 – Réhabilitation des égouts de Lower Cove Loop », le contrat soit attribué au plus bas soumissionnaire conforme, soit Empirical Industrial Services Inc., pour le montant soumis de 1 235 196,83 $ (TVH comprise), calculé 7 COMMON COUNCIL / CONSEIL COMMUNAL June 1, 2026 / le 1 juin 2026 selon les quantités estimatives, et que la mairesse et le greffier municipal soient autorisés à signer tous les documents contractuels nécessaires. 4.2 IL EST RÉSOLU que, conformément à la recommandation formulée dans le rapport M&C 2026-133 intitulé « Contrat 2025-13 – Renouvellement des égouts de Lower Cove Loop, phase 1 », le contrat soit attribué au plus bas soumissionnaire conforme, soit TerraEx Inc., pour le montant soumis de 4 967 770,00 $ (TVH comprise), calculé selon les quantités estimatives, et que la mairesse et le greffier municipal soient autorisés à signer tous les documents contractuels nécessaires. 4.3 IL EST RÉSOLU que, conformément à la recommandation formulée dans le rapport M&C 2026-132 intitulé « Complexe des opérations municipales – 175, avenue Rothesay – Améliorations des toilettes », le contrat relatif aux améliorations des toilettes du complexe des opérations municipales soit attribué au plus bas soumissionnaire conforme, soit ICR General Contractors Limited, pour le montant soumis de 545 881 $, auquel s’ajoute une provision pour imprévus de 40 000 $, plus la TVH, pour une valeur totale du contrat de 673 763,15 $, et que la mairesse et le greffier municipal soient autorisés à signer tous les documents contractuels nécessaires. 4.4 IL EST RÉSOLU que, conformément à la recommandation formulée dans le rapport M&C 2026-113 intitulé « Fonds canadien pour les infrastructures liées au o logement – Améliorations des infrastructures de la rue Charlotte – Projet n 19491 », la Ville conclue une entente avec la province du Nouveau-Brunswick, représentée par la Société de développement régional, essentiellement selon la forme jointe au rapport M&C 2026-113, afin d’obtenir un financement au titre du Fonds canadien pour les infrastructures liées au logement pour la réalisation des travaux de conception, de construction et de gestion de la construction relatifs à l’installation d’une conduite principale d’aqueduc, d’un égout sanitaire, d’un égout pluvial (y compris un nouvel exutoire d’eaux pluviales), ainsi qu’à toute remise en état requise sur la rue Charlotte, entre la rue Broad et le nouvel exutoire, et que la mairesse et le greffier municipal soient autorisés à signer ladite entente ainsi que tout document connexe nécessaire. Proposé par le conseiller MacKenzie, appuyé par le conseiller Merrithew : IL EST RÉSOLU que la recommandation énoncée dans chaque résolution en bloc soit adoptée. LA MOTION EST ADOPTÉE À L’UNANIMITÉ. 5. Proclamation 6.1 La mairesse proclame la période du 31 mai au 6 juin 2026 Semaine nationale de l’accessibilité dans la Ville de Saint John. 7. Affaires courantes 7.1 Élection du maire adjoint La mairesse recommande que John MacKenzie soit élu au poste de maire adjoint pour les deux premières années du mandat actuel du Conseil et que Gary Sullivan soit élu au poste de maire adjoint pour les deux dernières années de ce même mandat. Proposée par le conseiller Merrithew, appuyée par le conseiller Dempsey : o IL EST RÉSOLU que l’article 12.2 de l’arrêté n LG-15, intitulé « Arrêté concernant le règlement intérieur du Conseil municipal de la Ville de Saint John », soit suspendu. Le conseiller Sullivan et le conseiller MacKenzie quittent la réunion. Proposé par la conseillère Hooley, appuyée par le conseiller Wyatt : IL EST RÉSOLU que John MacKenzie soit élu au poste de maire adjoint du Conseil er municipal de la Ville de Saint John pour la période du 1 juin 2026 au 31 mai 2028. Proposée par le conseiller Moore, appuyé par le conseiller Dempsey : IL EST RÉSOLU que Gary Sullivan soit élu au poste de maire adjoint du Conseil municipal er de la Ville de Saint John pour la période du 1 juin 2028 jusqu’à la fin du mandat actuel du Conseil. LA MOTION EST ADOPTÉE. Le conseiller Sullivan et le maire adjoint MacKenzie reprennent leur siège à la réunion. 7.2 Présentation de l’équipe de direction L’administrateur en chef examine la présentation soumise intitulée « Présentation de l’équipe de direction 2026 ».
