1. Call to Order
1.1 Land Acknowledgement
The Deputy Mayor read aloud the Land Acknowledgement and called for a moment of
reflection.
“The City of Saint John/Menaquesk is situated is the traditional territory of the
Wolastoqiyik/Maliseet.The Wolastoqiyik/Maliseet along with their Indigenous Neighbours,
the Mi’Kmaq/Mi’kmaw and Passamaquoddy/Peskotomuhkati signed Peace and Friendship
Treaties with the British Crown in the 1700s that protected their rights to lands and
resources.”
2. Approval of Agenda
Moved by Councillor Darling, seconded by Councillor Ogden:
RESOLVED that the agenda of May 5, 2026, be approved.
MOTION CARRIED.
3. Disclosures of Conflict of Interest
No disclosures were declared.
4. Consideration of By-laws
4.1 North End Neighbourhood Plan (3rd Reading)
Moved by Councillor Ogden, seconded by Councillor Sullivan:
RESOLVED that the by-law entitled “By-law Number C.P. 106-46 A Law to Amend the
Municipal Plan By-law”, adding Schedule E “North End Plan”, be read.
MOTION CARRIED.
The by-law entitled “By-law Number C.P. 106-46 A Law to Amend the Municipal Plan By-
law” was read in entirety.
Moved by Deputy Mayor MacKenzie, seconded by Councillor Darling:
RESOLVED that the by-law entitled “By-law Number C.P. 106-46 A Law to Amend the
Municipal Plan By-law”, adding Schedule E “North End Plan”, be read a third time, enacted
and the Corporate Common Seal affixed thereto.

4.2 Powers of Outgoing Council By-law (3rd Reading)
Moved by Deputy Mayor MacKenzie, seconded by Councillor Sullivan:
RESOLVED that the by-law entitled “By-law Number LG-26 A By-law Respecting Powers
of Outgoing Council of The City of Saint John” repealing and replacing a by-law of The

City of Saint John enacted on the 5 day of May 2021 entitled “A By-law Respecting the
Powers of Outgoing Council of The City of Saint John”, authorizing under subsection 56(3)
that an outgoing council may continue to exercise the restricted powers during the
Bridging Period if it is authorized by by-law made before the day of the general election;
and authorizing the outgoing council to enter into the agreements and expend funds on
the matters specifically identified in the by-law, be read.
MOTION CARRIED.

5. Committee of the Whole
5.1 Police Governance Review
The CAO provided an introduction.
Fred Kaustinen, Governedge Inc., reviewed the submitted presentation entitled “Saint
John Police Governance Review”.
Councillor Killen withdrew from the meeting.
Moved by Councillor Lowe, seconded by Councillor Darling:
RESOLVED that as recommended by the Committee of the Whole, having met on April 27,
2026, Common Council approve the following:

1) The City adopt the Governedge Inc. recommendations; and
2) Direct the CAO to develop a plan to implement the Governedge Inc.
recommendations for Council approval.

5. Adjournment
Moved by Councillor Lowe, seconded by Councillor Stewart:
RESOLVED that the meeting of Common Council held on May 5, 2026, be adjourned.

1. Ouverture de la séance
1.1 Reconnaissance territoriale
Le maire adjoint lit à haute voix la reconnaissance territoriale et appelle à un moment de
réflexion.
« La ville de Saint John ou Menaquesk est le territoire traditionnel des Wolastoqiyiks ou
Malécites. Les Wolastoqiyik ou Malécites, avec leurs voisins autochtones, les Mi’kmaq ou
Mi’kmaw et les Passamaquoddy ou Peskotomuhkati, ont signé des traités de paix et
d’amitié avec la Couronne britannique dans les années 1700 qui protégeaient leurs droits
sur les terres et les ressources ».
2. Approbation de l’ordre du jour
Proposé par la conseillère Darling, appuyé par le conseiller Ogden :

Proposé par le conseiller Ogden, appuyé par le conseiller Sullivan :

IL EST RÉSOLU que l’arrêté intitulé « Arrêté n C.P. 106-46 A – Arrêté modifiant l’Arrêté
relatif au plan municipal d’aménagement », ajoutant l’annexe E, « Plan d’aménagement
du Quartier Nord », soit lu.

LA MOTION EST ADOPTÉE.
L’arrêté intitulé, « Arrêté numéro C.P. 106-46 – Arrêté modifiant l’Arrêté relatif au plan
municipal d’aménagement », soit lu dans son intégralité.
Proposée par le maire adjoint MacKenzie, appuyé par la conseillère Darling :

IL EST RÉSOLU que l’arrêté intitulé « Arrêté n C.P. 106-46 A – Arrêté modifiant l’Arrêté
relatif au plan municipal d’aménagement », ajoutant l’annexe E, « Plan d’aménagement du
Quartier Nord », soit adopté, et que le sceau municipal y soit apposé.
LA MOTION EST ADOPTÉE.
Lecture, une troisième fois, par titre, de l’arrêté intitulé « Arrêté numéro C.P. 106-46 –
Arrêté modifiant l’arrêté relatif au plan municipal d’aménagement ».
La conseillère Radwan se joint à la réunion.

4.2 Arrêté relatif aux pouvoirs du Conseil sortant (3 lecture)
Proposé par le maire suppléant Mackenzie, appuyé par le conseiller Sullivan :
IL EST RÉSOLU que l’arrêté intitulé « Arrêté no LG-26 – Arrêté concernant les pouvoirs
du conseil sortant de la Ville de Saint John », abrogeant et remplaçant l’arrêté de la Ville
de Saint John adopté le 5 mai 2021 et intitulé « Arrêté concernant les pouvoirs du conseil
sortant de la Ville de Saint John », lequel autorise, en vertu du paragraphe 56(3), le conseil
sortant à continuer d’exercer ses pouvoirs restreints pendant la période de transition
lorsqu’un tel exercice est autorisé par un arrêté pris avant le jour des élections générales,
et autorise le conseil sortant à conclure des ententes et à engager des dépenses
relativement aux questions expressément prévues dans l’arrêté, soit lu.
LA MOTION EST ADOPTÉE.

pouvoirs du conseil sortant de la Ville de Saint John ».
5. Comité plénier
5.1 Examen de la gouvernance policière
L’administrateur en chef présente une introduction au sujet.
Fred Kaustinen, de Governedge Inc., passe en revue la présentation intitulée « Examen
de la gouvernance policière de Saint John ».
La conseillère Killen se retire de la réunion.
Proposé par le conseiller Lowe, appuyé par la conseillère Darling :
IL EST RÉSOLU que, conformément à la recommandation du Comité plénier formulée lors
de sa réunion du 27 avril 2026, le Conseil municipal :
1) Adopte les recommandations de Governedge Inc.;
2) Charge l’administrateur en chef d’élaborer un plan de mise en œuvre des
recommandations de Governedge Inc. et de le soumettre au Conseil pour
approbation.

5. Levée de la séance
