RECOMMENDATION
It is recommended that:
The City amend the Managed Print Services Agreement with Xerox Canada to add new
printer models to the agreement as outlined in the forms attached to M&C 2026-072.
The City enter into a new rental agreement with Xerox Canada, and a Rental to Own
Agreement with Nova Imprint, respectively, for new printers as outlined in the forms
attached to M&C 2026-072.
That the Mayor and City Clerk be authorized to execute the said Agreements and any
other documents necessary to execute the transactions.
EXECUTIVE SUMMARY
Canada to include approved small printer models for low-volume work areas and authorizing related
rental and rental-to-own agreements. The change addresses the inefficiencies of the current ad hoc
approach to small printer procurement, which has resulted in inconsistent device standards, higher
supply costs, and added support effort. By standardizing devices across approved models and
including vendor-managed maintenance, consumables, and support, the City can improve service
reliability while reducing administrative and operational overhead. The proposed approach also
provides a cost-controlled rent-to-own option, with costs charged to service area operating budgets
and device ownership transferring to the City at the end of the contract term. Overall, the
recommendation supports better long-term planning, improved print service consistency, and
PREVIOUS RESOLUTION
At the meeting of February 10, 2025, Common Council resolved: as recommended in the submitted
report M&C 2025-019: Digital Imaging Equipment Rental and Managed Print Services Agreements,
the City enter into Agreements in the forms as attached to M&C No. 2025 - 019 with Xerox Canada
Ltd., for the purpose of providing digital imaging equipment with managed print services to the City,
the Mayor and Clerk be authorized to execute the said Agreements and any document ancillary
thereto or necessary to effect the transaction.
REPORT
The City of Saint John has an existing agreement with Xerox Canada to provide large, multi-function
devices (MFD) that enable print, scan, and copy functionality for paper-based documents. Devices
available under this contract are not cost-effective for areas that have low volume printing
requirements. In the past, small printers (i.e., typically desktop printers) were provided on an ad hoc
basis to meet operational needs in these areas. This past practice has resulted in inconsistent device
standards with evolving technology, increased costs (e.g., ink and toner), and additional effort
support these devices.
The City can amend the existing agreement with Xerox Canada for managed print services to
include small printers under a rental model for the remainder of the contract term. Devices would
be standardized across four approved models and include vendor-managed maintenance,
consumables, and support. At the end of the contract term, device ownership transfers to the City,
with ongoing support available if required. The vendor will also collect usage data to inform future
contract pricing and capacity planning.
STRATEGIC ALIGNMENT
The recommendation aligns with the Council Priority of Perform. The City has collaborated with
Nova Imprint to develop a right-sized solution for print services for small teams in low printing
volume work areas.
SERVICE AND FINANCIAL OUTCOMES
Incorporating smaller printers into the existing Managed Print Services Agreement allows for more
consistent quality of print service, vendor technical support, and a managed device lifecycle, while
enabling a cost-controlled model that also reduces the administrative and operational
overhead. More specific benefits are outlined below.

Supports better long-term planning through usage data collection
There are approximately twenty (20) low volume printers at various municipal facilities.
Approximately six of these devices are end-of-life and need to be replaced. Costs associated with
rent-to-own small volume printers include the purchase price of the printer, ranging from
approximately $760 to $2,600 plus applicable tax. The cost is evenly distributed across the remaining
months on the contract (e.g., a printer purchased in June 2026 would be paid out over the next 45
months). These printer models are comparable to other enterprise printer products in terms of cost
and lifespan. The printers will be owned by the City at the end of the agreement term in 2030 and
may have two to four years of useful life remaining.
There is an additional cost per copy that covers consumables and technical support. The cost is based
on print volume, ranging from $0.0115 for a black and white copy, to $0.0750 per colour copy plus
applicable tax (e.g., 1000 pages printed in black and white over one month would result in a cost of
$11.50 plus applicable tax for that month). Monthly charges for maintenance and consumables will
remain for the life of the printer. Currently, toner cartridges are replaced on average every three to
four months based on printing volume and the type of printer, with costs ranging from approximately
$200 to $400 plus applicable taxes for each toner replacement.
All costs will be charged to respective service area operational budgets. The acquisition and
replacement of low volume printers will be facilitated through the IT Service Desk. The ability to
rent-to-own is a more affordable option than the current process of ad hoc procurement.

EXECUTIVE SUMMARY
Revitalization Project will be funded through various
sources, including fundraising efforts from the community. To leverage funding from other
sources, td and the Port City Pirates have established a
fundraising goal of $50,000 in community donations.
The Greater Saint John Community Foundation (GSJCF) has agreed to
issuing charitable tax receipts for this project. This arrangement will enable more efficient
fundraising by allowing donations to be accepted once the campaign is launched.
In order for the City to receive and administer these funds, the City must enter into a Donations
Agreement with the GSJCF. Staff recommend that the City enter into the Donations Agreement
as attached to M&C No 2026-143.

traded securities shall be liquidated on receipt of such securitiesby the Foundation and
the net sale proceedsreceived by the Foundation, lessthe 3% administrative fee, shall be
deposited to the Donation Account.
4.The Foundation shallprovide the City with a monthly accounting of the donations received
or held and interest earned for the previous month within ten (10) business daysof month
end.
5.The Foundation shall, on written request by the City and within five (5) business daysof
receipt of such request, transfer by way of grant to the City all or a portion of the balance
then remaining in the Donation Accountas directed by the City provided that such grant
shall be used by the City in support of the Project.Notwithstanding the foregoing, the
Foundation may,on or after December 31, 2026, transfer by way of grant to the City the
balance then remainingin the Donation Account on the same basis unless the parties
otherwise agree.
6.The Foundation shallnot be responsible for fundraising or promotional activities for the
Project. Any fundraising or promotional materials mentioning the Foundation shall be
subject to the prior written approval of the Foundation, such approval not to be
unreasonably withheldor delayed.
7.The City shall indemnify and save harmless the Foundation against all actions,
proceedings, losses, liabilities, costs, claims, demands, damages and expensesincurred
or sustained by the Foundation in respect of any matter or thing done by the Foundation
pursuant to or in connection with this agreement or otherwise arising in connection with
the Foundation acting as agent for the City hereunder except as insofar as the same arose
by the
Foundation in bad faith.This indemnity shall survive the termination or discharge of this
agreement.
8.Neither this agreement, nor any interest herein, may be assigned by either party without
the prior written consent of the other party. This agreement shall enure to the benefit of
and be binding upon the parties and their respective successors and permitted assigns.

A crosswalk on Chesley Drive at Fort LaTour Drive currently marked with signs and
painted lines is recommended in a recent Crosswalk Prioritization report to be
upgraded with Rectangular Rapid Flashing Beacon (RRFB)s (yellow-flashing side-
mounted pedestrian-activated yellow lights).
Upgrades to this crosswalk became a greater priority than established in this
report to also accommodate safe and accessible pedestrian access as part of a
pedestrian detour of the Harbour Passage in 2026 associated with the
rehabilitation of the Saint John Harbour Bridge.
The New Brunswick Department of Transportation and Infrastructure has agreed
to reimburse the City for 50% of the eligible costs, an upset of $7,500.00, so that
the City could complete the project sooner (in 2026).
As per the agreement, the City shall be responsible for ongoing maintenance of
the crosswalk after installation of the RRFB.
STRATEGIC ALIGNMENT
The project as it will provide a safer
pedestrian connection between the Harbour Passage trail and its surrounding
pedestrian infrastructure. The City is also being fiscally responsible through the
generation of funding from other Levels of Government.
SERVICE AND FINANCIAL OUTCOMES
The City of Saint John will receive a total financial contribution of up to $7,500 or
50% of eligible costs toward the crosswalk upgrades. The total cost for the project
is estimated to be approximately $15,000. As a result, the required City

WHEREAS the Fundy Funeral Co-Op Ltd. plan to establish a crematorium on PID 55246078 located
within the City of Saint John;
WHEREAS the requirements related to requests to establish, alter, or extend a crematorium,
pursuant to Regulation 94-129 under the Cemetery Companies Act, requires the written approval
from the Council of the Local Government;
WHEREAS Common Council is satisfied that, subject to the terms and conditions set out in this
Resolution and any development or operating permits issued by the City of Saint John or other
authorities having jurisdiction, the establishment of a crematorium on the lands is appropriate;
RESOLVED That Common Council approves the establishment of a crematorium on the property
bearing the PID 55246078 located in City of Saint John.
EXECUTIVE SUMMARY
The Cemetery Companies Act regulates the establishment, alteration and extension of
cemeteries and crematoriums within the Province of New Brunswick. As part of their approval
process, Section 5(1) of the Act stipulates that they must receive written approval from the
Council of the Local Government in which the cemetery or crematorium is proposing to operate.
Written approval has been requested for a proposed crematorium, to be located at PID
55246078, also known as 270 McIlveen Drive.
PREVIOUS RESOLUTION
At the November 17, 2025 Meeting of Common Council, the following resolution was approved
which established Crematorium Use as a permitted use within the Medium Industrial (IM) zone.
RESOLVED that the by--Law Number C.P. 111-209 A Law to Amend the Zoning
By--Law to permit the creation of a
crematorium use, that would allow for stand-alone cremation facilities in the Medium Industrial
(IM) zone, be read a third time, enacted and the Corporate Common Seal affixed thereto.
REPORT
In the fall of 2025, the Saint John Industrial Parks applied to amend the Zoning By-Law to permit
the establishment of crematoriums within the Medium Industrial (IM) zone. The approved
Zoning By-Law amendment developed the Crematorium Use and established it as a permitted
use within the IM zone. Unlike the Funeral Service Use, which incorporates both the
preparation of the deceased and ceremonial functions such as the holding of visitations and
memorial services, the Crematorium Use is limited to the structures used to cremate human or
animal remains. The development of a crematorium is subject to the Building Permit process,
which will ensure alignment with Municipal requirements.
The Provincial approval process for the establishment of cemeteries and crematoriums is
regulated by the Cemetery Companies Act. Section 5(1) of this Act, as illustrated below,
establishes criteria for the establishment, alteration or extension of a cemetery.
5(1) No person shall establish, alter or extend a cemetery, either public or private, without the
approval of the following:
For the purposes of the Act, this includes the development of a crematorium. This Section
requires that the Council of the Local Government give approval to the development of all
cemeteries or crematoriums within their jurisdiction. This approval must include reference to
the specific PID on which the proposed cemetery or crematorium is to be located.
The Department of Health is considering an application from the Fundy Funeral Co-Op Ltd. to
develop a crematorium on PID 55246078, also known as 270 McIlveen Drive. The property is in
the McAllister Industrial Park on the East Side of the City and is zoned Medium Industrial (IM).
The proposed crematorium is a permitted use within the IM zone and is subject to the Building
Permit process.
Staff has been in contact with the Department of Health to confirm their application
requirements. Unlike other Provincial licensing and approval processes that utilize Staff issued
Zoning Letters to confirm zoning or Municipal alignment, the Cemetery Companies Act does not
provide this option. While the Department understands that the proposed development is a
permitted use and, therefore, development approval is under the jurisdiction of City Staff, the
requirements of the Act necessitate Common Council approval associated with the specific PID.
As the proposed crematorium is a permitted use on the associated property, the resolution will
provide the Local Government approval that is required in the Act. Upon approval of the
recommended resolution, staff will provide the applicant and the Department of Health with a
written copy of the approved resolution.

Providing necessary Municipal approvals and documentation to the Province of New Brunswick

will continue to work with the One Stop Development Shop during the Building Permit process.

The Community Standards Program focuses on issues that directly impact the
aesthetics, enjoyment, and pride of a neighbourhood, including unsightly
premises, zoning by-law issues, and general upkeep of properties. Staff work
closely with property owners to encourage the voluntary cleanup of such
properties. In instances where voluntary compliance cannot be achieved, a Notice
to Comply can be issued to the owner, giving them a specified timeframe to
remedy unsightly conditions. If the conditions are not remedied, the City has the
power to cleanup the property and invoice the costs incurred to the property
owner. This program was piloted in 2017 and later made permanent in 2020 after
multiple years of success. Demand for the program has steadily increased each
year and at the start of 2024, the program was expanded through additional staff.
Staff is bringing forward a request for Common Council to direct staff to arrange
for the cleanup of the property at 1356 Grandview Ave, PID# 00334870. The
property has been a concern for a number of years, with conditions worsening
over time despite previous efforts to seek voluntary compliance. This property is
currently the most significant longstanding file when considering the
length of the violation, its visibility, and the extent of the site conditions. A Notice
to Comply was issued on the property on April 15, 2026 and the owner was given
30 days to clean up the premises.
This longstanding compliance matter is one the expanded Community Standards
Program is now better positioned to address.

The subject site, with a cumulative area of 6367 m,consists of two parcels on either side of
Oakland Street,with one section of the newly constructed street at the corner of Retail Drive
and Rothesay Avenue, and the other section at the corner of Oakland Street and Retail Drive.
The property lies in three zones, and contains public infrastructure that forms part of the City’s
road network, including traffic signal infrastructure associated with the 4-way Rothesay Avenue-
Retail Drive-Ashburn Lake Road intersection.
The proposed subdivision would reduce the amount of public infrastructure associated with the
street network along Rothesay Avenue. The remnant portions of the subdivided parcels that
border the entirety of the requested subdivision are all owned by the City of Saint John.The
PIDs that have been utilized for the reconstruction of Retail Drive are also currently owned by
the City.

The subject site is situated within two designations, namely, Commercial Corridor and Regional

The form only allowed me to enter a single line of comment for each question, even though the box isn't full (at least

There isn't really enough information provided to comment on. The information appears to refer to tidying up the
Plan of Subdivision with respect to some kind of land swap made prior to the recent realignment of Retail Drive.
There was no additional information on the City of Saint John website other than the Comment Form and a version
of the map that could be enlarged to make it legible. If there is more information available, a direct link should have
been provided in the covering letter.
I live in Morland Park which can be a bottleneck to exit even now. In case of explosion or wildfire it would be a
disaster. People would be trapped.
Traffic congestion on weekends is especially bad, most notably heading to Costco. Drivers are routinely speeding,
using parking lots as high-speed cut-throughs, running red lights, and sometimes even driving on sidewalks. There
are no parks within safe walking distance where local children can play and trailer park lots are small and filled with
parked vehicles.
Summers are getting hotter and we need more green space to counteract the higher temperatures and provide more
oxygen. A bit more green space might also calm people down and counteract the outdated planning of this area. I
worked at the former City of Scarborough (now Toronto) in the 1990s and had the chance to look at some council
packages and planning applications. Big box stores were a concern even then, and 30 years later that's all we seem
to be building here. They don't make for livable, accessible cities. We are well behind the times.

Dear Mayor and Members of Common Council,
I am writing as a resident of Saint John to bring forward
serious concerns that continue to be raised by members of
the community regarding the Somerset Acres project
located off Somerset Street and Taylor Avenue.
From the beginning, many residents felt this project was
rushed and that the surrounding neighbourhood was not
properly consulted. People were given assurances about
safety, site control, and how the project would be
operated. Today, many in the community feel those
assurances have not been upheld in the way they were
originally presented.
There have been ongoing concerns raised about
neighbourhood safety, repeated disorder, and the effect on
nearby families and children. Residents have described
incidents involving threats, fear of theft, and a growing
sense that the area is no longer at peace. There is also
concern that repeated calls for police, fire, and paramedic
services are placing additional strain on frontline workers
and the broader emergency response system.
I want to make it clear that I understand the importance of
supportive housing and the need to help vulnerable
people. However, if a project is placed in a residential
community, it must be accountable to that community as
well. Compassion and accountability must go hand in
hand.
For that reason, I am respectfully asking council to
undertake, request, or support a formal review of
Somerset Acres, including how it is being managed by
Fresh Start, what standards were originally promised,
whether those standards are being met, and what effect
the project is having on surrounding residents and
frontline service workers.
I also believe council should consider stronger reporting
and oversight measures not only for Somerset Acres, but
for similar projects such as 12 Neighbours, so that both
council and the public can better understand whether
these sites are being operated as intended and whether
they are meeting the expectations originally set.
The surrounding community deserves to feel safe.
Families deserve peace of mind. Frontline workers
deserve to know that the systems around these projects
are not creating unnecessary strain without accountability.
And projects intended to help vulnerable people should be
structured in a way that allows them to be evaluated fairly,
transparently, and responsibly.
Thank you for your time and consideration. I hope the
new council will take these concerns seriously and
consider what steps can be taken to improve oversight,
restore confidence, and ensure that projects operating in
residential areas are being managed in a way that is fair to
both residents and the wider community.

To set up a 15 minute mandate window period each week, for which the mayor, councilors,
and staff and the members of the public provide a 1-3 minute brief in open season where you
openly debate and discuss the pro- vs con of this concept.
Executive summary
End Homelessness!
A new defense program which forces the recruitment of those who are unhoused within our
city boarders, and provides them the work, shelter, and purpose. That's an environment to have
the independent choice of what to do.
They would have two forms of revenue created, one shorterm into their accounts to be saved,
one longterm which others interact with and improve or ruin it. Creating a forced partnerships
longterm that may be used as a support method.
A new ring wall at the edge of the city- or the neighbors if they want in too, that incorporates a
rapid light rail system, fall out shelters, land, air, drone, based defense ports and ocean going
defenses, that if mirrored in Digby would effectively creates zones of defense. Within these
walls there is a huge demand for parts and components, and by creating the demand, the
industry can be established here, and the surplus used to assist with funding the operations, as
the laws of economics can be structured to assist with that. New structures enable - Nuke
Bomb resistance entry ports so that those avenues are resisted, and with the deployment of
layers shells of drones as smart blocking shields, and a few other things, survivability of first
strike increases dramatically.
Expected growth to be great and long-term growth intended a few extra zero's.
To assist the defense wall can be setup with a space allocation of 250 sqm per person in living
areas, so that in trouble times, it can be reduced to 5 sqm, to enable a 50 to 1 compression
ratio.
Give that 125,000 people per sq km is an achievable density, if it were controlled, so that it
was on the outer border, then it gets the most area and creates an internal green zone that can
be "upgraded to heritage" to reinforce the observable benefits of creating an organized
collective defense.
So numbers- 125,000 people x 50x 110 km= 687,500,000 people, non emergency population =
13,750,000 people.
Room for growth perhaps.

transparency, creating a passive pension system of information access that enables citizen near
real time access to all information to enable their assistance to be available}
At the Exchange everyone registers their IP via themselves or their AI Agent, within each of
the categories that are offered, and they see how they do at the end of the day, or what time
period is establish for that category. Aka best that year, is 365 days, so the IP ranking would
be subject to change for a longer duration.
Now that IP= is individual perspective { little bit of our soul}
Now we work for the day and we have to because that's the system and how it's rigid to work.
Now with this upgrade we still work for the day, but each day we play a global lottery using
our IP as our ticket, and long-term as any value extracted gets collectively distributed to
enable longevity of the support network.
Now will this help Crime - sure - but it will also help prevent it.
Will this help people get better deals on products and services, yes.
Will this help people get better pay for providing products and services, yes.
Why- that's impossible... because something been left on the table in the negotiation, and that
has a value that's untapped.
There are more answers than time under the sun to explain them, so a system needs to be used
to sort them, and a paid transparent system is a fair solution to the problem, where the public
can pay with their time by being an employee and creating a sub product for the ecosystem to
use to fund the resources and turn a profit.

Please consider my request to create a 15 minute mandate window, each week to discuss in
open forum just this topic around paid transparency, AI, and AI Agents, building defenses, and
industry, copyright, privacy and how it works and what it isn't and is? Just general things
which the public need a governing body to reinforce their understanding so that their behavior
can be mimic off you to some degree.
If people say you can't do that... please question the people...
Please educate the general public for if the general public know than surely your staff all know
it, but if the general public don't know it than that makes your staff so much more special than
they already need to be.
That value to the public that staff provides would be promoted through a paid transparency,
and their short coming can be augmented through collective effort. Public trust can be
improved, and public education of the reality of the work that they want to undertake, and
what they should know before they do.
The attachment is a knowledge test of sorts for those who want it, a basic understanding of the
ecosystem of construction and some of the inter relationships.
Please reach out, if I'm required to assist with the explanation of any the above, as I
understand it's elaborate but we aren't prepared for what could come, and we could be, and we
could prevent it too, but people need an example of why paid transparency is a good thing.
They should just remember any thoughts they have ever had about someone else that they
were wrong about, and the fallout and impacts of it, and go.. hmm prevention of that can be
done by others means, if only i knew...
So the quest to learn more, and to care about others, and to balance everyone needs and not
just your own enables heaven not hell.

Re: Concerns Regarding Overnight Parking Ban in Silver Falls Park
Dear Mayor Reardon and Members of Council,
I have been a property owner on Bonita Avenue since 1976. During this time, I have paid my
taxes, followed civic rules, and have always taken time to maintain my property. Our family
takes pride in our neighbourhood as a safe and clean environment for working families of all
shapes and sizes.
Recently, my family received a $60 ticket for parking in front of our own home between 12am -
7am. Neither myself, or any of the neighbours I spoke with, were aware of a parking ban during
those hours. Certainly, we've utilised street parking when needed many times over the course of
the last five decades.
Personally, I find this puzzling as we have minimal traffic flowing through our streets during
those hours. Andwhen entertaining guests after 11:59pm we have little choice but to use street
parking as there isn't room on our private driveways. Should we be expected to run the risk of
our own friends and families receiving substantial parking fines if they don't move by midnight?
I made a call to the parking commission for further clarification and spoke to a gentleman
named Christian who was very helpful. Christian explained while there weren't many signs
related to the ban, admittedly there are some, until now the parking commission had not
enforced the ban due to staffing shortages. I was told there was only one ticket given on night
we were ticketed, and there were only 25 tickets given during all of 2025. To me, this suggests
the area is only patrolled intermittently and at the expense of unsuspecting Saint John home
owners.
This is a residential area, there are no commercial buildings in the neighbourhood. To be fined
for the crime of parking in front of our own home is a complete slap in the face from the City of
Saint John.
I am asking council to reconsider and eliminate the ban on overnight parking in Silver Falls
Park.

Through a mixed-delivery model that combines City-led initiatives, community partnerships, and
support for local event organizers, the City delivers programming that enhances quality of life,
promotes inclusion, and strengthens community connections. Key initiatives include Passport to
Parks, the Saint John Night Market Series, National Indigenous Peoples Day, Canadian
Multiculturalism Day, Canada Day celebrations, and support for numerous community-led special
events throughout the summer season.
In addition, the City continues to provide resources and coordination through the Special Events

Programming for summer events is composed of a variety of City-led and community-led
events. A mixed delivery model ensures diversity, inclusion, and long-term sustainability of

The Community Block Party Trailer, which provides free equipment for neighbourhood
gatherings and activities;
The Green Machine Trailer, which supplies equipment and resources for community
clean-up initiatives.

continuing throughout the summer season.

The Saint John Night Market showcases local creators and curators throughout the summer
season. Featuring artisan vendors, live music, family-oriented workshops, entertainment,

Uptown Saint John.
The Night Market takes place on the first Thursday of each month from June through
September at the Saint John City Market:

The series supports local businesses, artists, performers, and entrepreneurs while encouraging

National Indigenous Peoples Day will be recognized on June 21 through programming at Ihtoli-
Maqahamok - The Gathering Space.

histories, cultures, and contributions of First Nations, Inuit, and Métis Peoples through cultural
programming and performances.

Canadian Multiculturalism Day will be celebrated on June 27 through a variety of activities that
showcase the cultural diversity of Saint John. This is done in partnership with the Saint John
Newcomers Centre, YMCA, PRUDE Inc., and Le CAFI.
Programming includes a multicultural parade, ethnocultural exhibits, performances, family
activities, and opportunities for residents to learn about and celebrate the many cultures
represented throughout the community.

The City of Saint John will once again partner with AREA 506 and community stakeholders to
present Canada Day celebrations on July 1 at Ihtoli-Maqahamok The Gathering Space and the
AREA 506 Container Village.
Programming will include family entertainment, live music, cultural performances, interactive
activities, community engagement opportunities, official remarks, and fireworks. The event
provides residents and visitors with an inclusive opportunity to celebrate Canada Day on the
Saint John waterfront.

The City is partnering with JSM Sports & Entertainment to bring world-class entertainment,

In order to facilitate third party festivals, the City has an application on its website to host
special events and street festivals. The City has a single point of contact that connects event
organizers Special Events Taskforce (SETF) which consists of
representatives from multiple municipal service areas who provide guidance and support
regarding major event planning, policies, procedures, safety requirements, and best practices.
As of June 2026, the SETF has reviewed more than 25 Special Event Applications from local
organizers, helping ensure community events are appropriately supported and safe for
residents and visitors.

NightMarket
The Saint John Night Market showcases local creators and curators
throughout the summer season. This cherished annual event features
artisanal products, live music, family-oriented workshops, entertainment,
market tours, and culinary offerings, creating a vibrant community gathering
in the heart of Uptown Saint John.
The Night Market takes place on the first Thursday of each month from June
to September, with vendors located both indoors and outdoors and a variety
of site-wide activations. Each month features a unique theme.

REPORT
Common Council is responsible for appointing more than 160 individuals to 29 Agencies, Boards,
Commissions, and Committees (ABCCs) that support the delivery of municipal services,
governance, community development, and regional partnerships. These bodies vary significantly
in their mandates, governance structures, relationship to the City, and level of municipal funding.
Several ABCCs play a critical role in municipal operations and have significant financial and
operational connections to the City, including Saint John Transit, the Saint John Board of Police
Commissioners, Saint John Energy, the Planning Advisory Committee, the Saint John Aquatic
Center Commission, and the TD Station Commission. Other ABCCs operate independently but
include City-appointed representatives on their governing boards.
Following the recent municipal election, all Council-appointed positions on ABCCs are vacant and
require timely appointments to ensure effective governance and continuity of operations. To
initiate the appointment process, it is recommended that Common Council appoint members to
the Nominating Committee. Composed of the Mayor and three additional Members of Council,
the Nominating Committee is responsible for reviewing applications and recommending
appointments to the Committee of the Whole, with final appointments approved by Common
Council in an open session meeting.
The following ABCCs have Council member vacancies and require the appointment of new
Council membership: Finance Committee, Growth Committee, Public Safety Committee,
Nominating Committee, CAO Performance Review Committee, Civic Commemoration
Committee, Community Grants Evaluation Committee, Federation of Canadian Municipalities,
Heritage Development Board, P.R.O. Kids, Saint John Aquatic Center Commission, and Saint John
Board of Police Commissioners.
Once the Nominating Committee has been established, it will begin its work, with the goal of
having its recommendations submitted to the July 6 meeting for CounPlease
note that the terms of reference for the Growth Committee and Public Safety Committee are
being reviewed, which may result in changes to the composition of those committees. There is
also a governance review underway for the Saint John Board of Police Commissioners, which may
result in changes.

The City of Saint John is partnering with the Board of Trustees of the Lord Beaverbrook Rink to
offer summer ice at Peter Murray Arena in July and August this year.
This recreation offering will provide additional summer ice access for leagues, user groups,
coaches, and individual users.
COUNCIL RESOLUTION
That the City enter into a License Agreement generally in the form as attached to M&C No. 2026-
135 with the Board of Trustees of the Lord Beaverbrook Rink at Saint John Inc. for the purpose of
setting up and operating City facilities to offer ice time during the summer months and that the
Mayor and Clerk be authorized to execute the said License Agreement and any document

An initiative derived from the Housing Accelerator Program included the identification and
mapping of 200+ underutilized parcels of land owned by the City of Saint John. One of the
purposes of this initiative was to identify potential parcels of land that could be declared surplus
and developed into housing. In December 2025, staff identified three parcels and recommended
that Council declare them surplus. Council declared the parcels surplus on December 15, 2025,
and PAC passed a resolution consenting to the divesting at its meeting held March 13, 2026.

with the highest bid coming from Stephen and Susan McCavour of $50,000 plus HST.
The purpose of this report is to seek authority for the City to enter into an Agreement of Purchase
and Sale with Stephen and Susan McCavour.

1.That the City enter into the Agreement of Purchase and Sale with Stephen and Susan
McCavour generally in the form as presented to Committee of the Whole at its meeting
held June 15, 2026, for the sale of the property located at 50 Marilyn Drive

Agreement of Purchase and Sale and any other documents necessary to facilitate the
transaction.
2.That the net proceeds of this sale be deposited into the Land for Public Purposes Trust

SUBJECT: Purchase of 115 acres of land in Saint John Watershed
EXECUTIVE SUMMARY OF COMMITTEE OF THE WHOLE REPORT FOR OPEN SESSION OF
COUNCIL
Saint John Water owns and manages a significant amount of land for the purpose of watershed
protection. ection was recently contacted by an owner
of watershed lands, located near both McBrien Lake and Loch Lomond Lake. The owners
indicated that they may be interested in selling the property.
This represents a rare opportunity to acquire a large parcel of land (approximately 115.2 acres)
within the watershed that is contiguous with two City-owned properties. The parcel is also
bounded by Sands Road, a provincial road that is currently used primarily by ATVs due to its
condition.
It is recommended that the City acquire this property to ensure its long-term conservation and
protection for the benefit of the watershed. Its contiguity with other City-owned lands makes it
well suited for coordinated restorative forestry activities aimed at improving declining forest
stands. The property also contains a functioning road that provides access to other City parcels.
The terrain is predominantly hilly and does not include any significant wetlands or major
watercourses. While the watershed boundary crosses the parcel, only a small portion of the land
lies outside the watershed. Ownership of this property would also improve access to surrounding
lands, streams, and trails where culvert installations may be necessary to protect biodiversity and
fish habitat.
