Call to Order 1.1 Land Acknowledgement Councillor Darling read aloud the Land Acknowledgement and called for a moment of reflection. “The City of Saint John/Menaquesk is situated is the traditional territory of the Wolastoqiyik/Maliseet.The Wolastoqiyik/Maliseet along with their Indigenous Neighbours, the Mi’Kmaq/Mi’kmaw and Passamaquoddy/Peskotomuhkati signed Peace and Friendship Treaties with the British Crown in the 1700s that protected their rights to lands and resources.” 1.2 National Anthem 2. Approval of Minutes 2.1 Minutes of December 15, 2025 Moved by Councillor Darling, seconded by Councillor Killen: RESOLVED that the minutes of December 15, 2025, be approved. MOTION CARRIED. 3. Approval of Agenda Moved by Councillor Killen, seconded by Councillor Radwan: RESOLVED that the agenda of January 12, 2026, be approved. MOTION CARRIED. 4. Disclosures of Conflict of Interest No disclosures were declared. 5. Consent Agenda 5.1 RESOLVED that as recommended in the submitted report M&C 2026-006: HP Server and Storage Maintenance Renewal, Common Council approve the purchase of HP server and storage maintenance for one year from Bulletproof Solutions ULC (Bulletproof) at a cost of $212,327.14 (CAD) plus applicable taxes, and that the Mayor and Clerk be authorized to execute any documents necessary to facilitate the purchase. 5.2 RESOLVED that as recommended in the submitted report M&C 2026-005: Conservation of Watershed Lands - Conservation Recognition Agreement, Common Council support the recognition of the identified City-owned watershed lands as Other Effective Area-Based Conservation Measure (OECM) and authorize execution of the Conservation Recognition Agreement; and authorize the Mayor and Clerk to sign the 2 COMMON COUNCIL / CONSEIL COMMUNAL January 12, 2026 / le 12 janvier 2026 Conservation Recognition Agreement with the provincial Department of Natural Resources and Energy Development (DNRED), as required by the Province of New Brunswick to facilitate reporting of these lands and OECMs. 5.3 RESOLVED that the submitted report M&C 2026-002: 2024 Annual Workforce Report, be received for information. 5.4 RESOLVED that as recommended in the submitted report M&C 2026-003: Adoption of the Antenna System Siting Policy, Common Council adopt the submitted Antenna System Siting Policy. 5.5 RESOLVED that the correspondence from A. Andrade re: Protected Bikeway on Main Street and Saint John’s Urban Transformation, be received for information. 5.6 RESOLVED that the correspondence from A. Pottle re: Perceived Lack of Access to Green Space in Saint John, be received for information. 5.7 RESOLVED that the correspondence from C. Armstrong re: Parking Ban, be received for information. 5.8 RESOLVED that the Request for Proclamation re: Environmental Sensitivities / Multiple Chemical Sensitivity (ES-MCS) Awareness Day, be referred to the Clerk to prepare the proclamation and to the Communications Department for the Illumination request. Public Hearings – 6:30 p.m. 9.1 Proposed Zoning By-Law Amendment with Planning Advisory Committee report stnd and Staff presentation – 19 Anglin Drive (1 and 2 Reading) Commissioner Poffenroth presented an overview of the rezoning application to rezone the site at 19 Anglin Drive from Low Rise Residential (RL) to Mid-Rise Residential (RM) to allow for four multi-unit residential buildings. Each apartment building will be 3-storeys and contain 18-units. Site development would include associated parking, outdoor amenity space, access, and landscaping. Approval of the application is recommended. Planner Y. Mattson reviewed the submitted presentation “19 Anglin Drive - PID 55054779.” The Mayor called the Public Hearing to order. The Mayor called for members of the public to speak against the proposed amendment with no one presenting. Résolutions en bloc 5.1 IL EST RÉSOLU QUE, comme recommandé dans le rapport soumis M&C 2026- 006 : Renouvellement de la maintenance des serveurs et du stockage HP, le conseil municipal approuve l’achat de services de la maintenance des serveurs et du stockage HP pour une durée d’un an auprès de Bulletproof Solutions ULC (Bulletproof), au coût de 212 327,14 $ (CAD), plus les taxes applicables, ET QUE la mairesse et le greffier soient autorisés à signer tous les documents nécessaires afin de donner suite à cet achat. 5.2 IL EST RÉSOLU QUE, comme recommandé dans le rapport soumis M&C 2026- 005 : Conservation des terres du bassin versant – Convention de reconnaissance de la conservation, le conseil municipal appuie la reconnaissance des terres du bassin versant 9 COMMON COUNCIL / CONSEIL COMMUNAL January 12, 2026 / le 12 janvier 2026 appartenant à la Ville à titre d’autres mesures de conservation efficaces par zone (AMCEZ), autorise l’exécution de la convention de reconnaissance de la conservation et autorise la mairesse et le greffier à signer ladite convention avec le ministère provincial des Ressources naturelles et du Développement de l’énergie (RNDE), conformément aux exigences de la province du Nouveau-Brunswick, afin de faciliter la déclaration de ces terres à titre d’AMCEZ. 5.3 IL EST RÉSOLU QUE le rapport soumis M&C 2026-002 : Rapport annuel sur les effectifs 2024 soit reçu à titre d’information. 5.4 IL EST RÉSOLU QUE, comme recommandé dans le rapport soumis M&C 2026- 003 : Adoption de la politique sur l’implantation des systèmes d’antennes, le conseil municipal adopte la politique sur l’implantation des systèmes d’antennes telle que soumise. 5.5 IL EST RÉSOLU que la correspondance de A. Andrade, concernant la voie cyclable protégée sur la rue Main et la transformation urbaine à Saint John, soit reçue à titre d’information. 5.6 IL EST RÉSOLU que la correspondance de A. Pottle, concernant le manque perçu d’accès aux espaces verts à Saint John, soit reçue à titre d’information. 5.7 IL EST RÉSOLU que la correspondance de C. Armstrong, concernant l’interdiction de stationnement, soit reçue à titre d’information. 5.8 IL EST RÉSOLU que la demande de proclamation concernant la Journée de sensibilisation aux hypersensibilités environnementales/sensibilités chimiques multiples (HE-SCM) soit renvoyée au greffier pour la préparation de la proclamation et au service des communications pour la demande d’illumination.
