1. Call to Order
1.1 Land Acknowledgement
Mayor Noade Reardon read aloud the Land Acknowledgement and called for a moment
of reflection.
"The City of Saint John/Menaquesk is situated is the traditional territory of the
Wolastogiyik/Maliseet.The Wolastogiyik/Maliseet along with their Indigenous Neighbours,
the Mi'Kmaq/Mi'kmaw and Passamaquoddy/Peskotomuhkati signed Peace and Friendship
Treaties with the British Crown in the 1700s that protected their rights to lands and
resources."
1.2 National Anthem
The Saint John Symphony Youth Orchestra performed O Canada by video.
2. Approval of Agenda
Moved by Councillor Hickey, seconded by Councillor Sullivan:
RESOLVED that the agenda for September 9, 2024 be approved.
Councillor Radwan stated that she would be voting against the approval of the agenda as
she had hoped that the leader of the NDP would be permitted to present at tonight's
meeting, noting that she understands the party has been invited to present at the following
Council meeting.
The Mayor advised that the NDP had missed the City's deadline to present to Council at
the September 9th meeting.
MOTION CARRIED with Councillor Radwan voting nay.
3. Disclosures of Conflict of Interest
Councillor Hickey and Councillor Killen declared a conflict of interest stating they are both
candidates in the upcoming provincial election.
Councillor Harris declared a conflict of interest stating that he is a campaign manager for
one of the candidates.
4. Delegations / Presentations
4.1 Liberal Party of New Brunswick: Presentation of Party Platform and Addressing
Saint John's Position Paper
Susan Holt, Official Leader of the Opposition, addressed Council with respect to the Liberal
Party Platform and Saint John's Position Paper. Highlights include:

• Different policy solutions are needed for different communities to reflect specific realities.
Empower municipalities by providing the tools and authority to drive change; this is a big
shift — changing bureaucracy and the culture of government.
• Healthcare is their primary priority. Better primary care can be delivered through team -
based, community collaborative care clinics. Placement of the clinics will be determined
through stakeholder consultation. Healthcare aligns with the City's main priority for a
Comprehensive Recreational Facility. Investment in recreational infrastructure delivers on
preventative and primary healthcare. If elected, they will be a partner and share the cost
of this project, with the caveat that it is the City's number one priority.
• Affordable housing - Programs such as the school food program, a commitment to rent
caps, and modernization of the residential tenancy act, collectively form part of the
solution. Additional public housing, renovating existing public housing, transitional and
supportive housing, removing the provincial sales tax ("pst") from new developments,
changing the treatment of vacant and derelict property, are part of addressing the housing
issue. Mental health support is needed to move through the spectrum of housing.
• Support for the industrial park — In the past, governments have resisted selling the land
cheaply (or giving) to a municipality to meaningfully grow their community. In favour of
putting land to productive use that meets the goals of communities, being mindful of the
environmental impact of development.
• Corporatization of Saint John Energy — this is a successful organization with an innovative
approach, high customer satisfaction rating, ability to create partnerships and bring in
renewable energy. Supports modernizing old legislation to give the utility the opportunity
to continue to innovate and compete more effectively. SJE is a model for delivering
reliable, green, and affordable energy, noting that NB Power could also benefit from
modernized legislation and the entrepreneurial spirit shown by Saint John Energy.
• Fiscal Reform — not having fiscal reform at the time of municipal reform left municipalities
without the means to deliver on a mandate that was forced on them. Committed to putting
a new framework in place which goes beyond the transfer of heavy industrial tax back to
the municipality. A complete property tax overhaul including property assessments will be
part of the package.
• Infrastructure projects — Not fiscally responsible to commit to infrastructure projects across
the board. The Simms Corner project is estimated to be a $50M to $60M project and will
require multiple partnerships; the provincial government will support and partner in
infrastructure projects. The model of the government will be to listen and deliver local
solutions, in partnership with municipalities.
4.2 Green Party of New Brunswick: Presentation of Party Platform and Addressing
Saint John's Position Paper
David Coon, Leader of the Green Party, addressed Council with respect to the Green Party
Platform and Saint John's Position Paper. Highlights include:

• Supports the corporatization of Saint John Energy noting its proactive approach in
adapting to industry trends and overcoming challenges to achieve remarkable
accomplishments in a short period of time. The utility needs the freedom to innovate and
evolve.
• Fiscal reform — committed to implementing a fiscal framework to ensure municipalities
have the financial autonomy to reduce their dependence on the property tax system,
including an overhaul of the equalization formula and eliminating the multipliers between
residential and non-residential tax categories to allow municipalities flexibility in rate
selection. Supports providing a significant proportion of industrial property tax revenue to
the city but would retain a portion to address environmental regulations. Property
assessment system needs to be overhauled including Industrial property assessments to
reflect appropriate values.
• Regional Service Commissions — reorganize into Metropolitan Service Commissions to
reflect the nature of our major cities, rather than mixing large cities with rural communities.
Would build public transportation systems across the province, with a significant source
of money for these improvements coming from revenue from the industrial carbon pricing
or carbon tax system that would be improved upon.
• Healthcare — set up a system of community health centres and support physicians to move
into multi -disciplinary practices with other health professionals. An investment in
healthcare is required.
• Housing and homelessness — focus on children and their families to reduce the homeless
population in the future. Creation of critical complex care housing designed for those who
are difficult to house which would also offer wraparound services. NB Housing needs to
have a specific mandate to support the development of non -market and non-profit housing
to rapidly increase the supply of affordable housing, including the renovation of existing
buildings. On the private side, tie property assessments for rental properties to the income
from rent. Low rents and affordable housing would equate to a lower assessment for the
owner.
• Infrastructure — investments in capital projects need to move more rapidly. Agrees that
Simms Corner needs to get fixed. Can see the merits of the airport arterial project. Must
ensure that communities are climate ready when thinking about infrastructure. Need
additional pedestrian crossings in Saint John.
• Industrial Park Expansion — there is some opposition to the expansion in Lorneville. In the
case of the expansion of the industrial park, there are issues — buffer zones, community
benefits to be considered in this proposed expansion. Rebuild the trust that has been lost
through positive action.

4.3 Proaressive Conservative Partv of New Brunswick: Presentation of Partv Platform
and Addressina Saint John's Position Pager
Premier Blaine Higgs, Progressive Conservative Party of New Brunswick, addressed
Council with resect to the Progressive Conservative Party Platform and Saint John's
Position Paper. Highlights include:
Comprehensive Recreational Facility — The entire region needs to be considered to ensure
the right facilities are in the right place. Look at regional approaches for recreation and
health care and find better ways to deliver results. Need better information gathering and
better utilization of services that exist. Look at the per capita need, regional needs, and
how to position our services to meet the challenges of the entire region, when considering
infrastructure needs.
• Industrial park expansion — important for economic growth and ready to do our part when
there are significant projects that will grow the economy of Saint John and the province.
If there are opportunities to develop and expand the industrial park we will be there to
participate.
Affordable housing and social mandate — Income tax has been cut to provide tax relief, a
reduction in the HST has been announced which means about $1000 per year to the
average citizen, the minimum wage has been raised, and the emergency fuel benefit for
low-income seniors was introduced, to assist individuals. Hospitals are not well-equipped
to deal with mental health and addiction issues. Models are being explored that would
remove mental health and addiction services from hospitals and special treatment facilities
established. Mental health and addiction are a big priority moving forward based on a
treatment and recovery model. Focused on a Housing for All Strategy to offer a permanent
solution - housing, treatment, recovery, and jobs, to create an entire network of support.
Corporatization of Saint John Energy — not closed to this possibility but it affects ratepayers
across the province. Saint John Energy's potential corporatization involves complex issues
such as energy independence, NB Power's stranded assets, and municipal energy
initiatives.
Fiscal reform — The second phase of municipal reform is fiscal reform. Finding a way for
municipalities to have resources for its long-term future and stable income. Nothing will be
off the table including taxation, industrial tax rates, energy revenues, etc. as to how this is
managed going forward. Any legislative changes related to fiscal reform would happen in
2025 for implementation in 2026.
Infrastructure — Airport Arterial and Simms Corner — All infrastructure priorities will be
considered for the collective good, and if the proposal makes sense, the province and
municipality will work on it together. Cannot make promises but will work on your priorities;
you set priorities for your community, and we will be a willing partner. We have worked on

large and important files with Saint John, including the NB Museum, Area 506, new school
in the South end peninsula, and Fundy Quay.
4.4 A City of Saint John Position Paper for Consideration by Political Parties during the
New Brunswick Provincial Election. September 2024
Moved by Councillor Sullivan, seconded by Councillor Radwan:
RESOLVED that the report entitled "Working Together to Secure Saint John's Future:
Strategic Investments and Fiscal Reforms — A City of Saint John position paper for
consideration by political parties during the New Brunswick Provincial election, September
2024" be received for information.

La mairesse Noade Reardon lit a haute voix la reconnaissance des terres et demande un
moment de reflexion.
La Ville de Saint John/Menaquesk est situee sur le territoire traditionnel des
Wolastogiyik/Malecites. Les Wolastogiyik/Malecites, ainsi que leurs voisins autochtones,
les Mi'kmaq/Mi'kmaw et les Passamaquoddy/Peskotomuhkati, ont signs des traites de paix
et d'amitie avec la Couronne britannique dans les annees 1700 qui protegent leurs droits
a I'egard des ressources ».

2. Approbation de l'ordre du jour

IL EST RESOLU que I'ordre de jour du 9 septembre 2024 soit approuve.
La conseillere Radwan a declare qu'elle voterait contre I'approbation de I'ordre du jour,
car elle esperait que le chef du NPD serait autorise a presenter son point de vue fors de
la reunion de ce soir. Elle a precise qu'elle comprenait que le parti avait ete invite a
presenter son point de vue fors de la prochaine reunion du Conseil.
La maire a indique que le NPD avait depasse la date limite fixee par la Ville pour presenter
son point de vue au Conseil lors de la reunion du 9 septembre.
LA MOTION EST ADOPTEE, la conseillere Radwan ayant vote contre.
3. Divulgation des conflits d'interets
Les conseillers Hickey et Killen declarent un conflit d'interets, car ils sont tous deux
candidats aux prochaines elections provinciales.

Parti liberal et de 1'expose de position de Saint John. Voici les faits saillants :

• Diffbrentes solutions stratbgiques sont n6cessaires pour que les diffbrentes collectivites
reflbtent des rbalitbs particulibres. Habiliter les municipalit6s en leur fournissant les outils
et I'autoritb n6cessaires pour favoriser le changement; it s'agit d'un grand changement —
changer la bureaucratie et la culture du gouvernement.
• Les soins de santb sont leur premibre priorit6. De meilleurs soins primaires peuvent titre
prodigubs par des cliniques de soins communautaires en collaboration. L'emplacement
des cliniques sera dbterminb par la consultation des intervenants. Les soins de santb
s'alignent sur la principals priorit6 de la Ville pour une installation r6cr6ative complbte.
L'investissement dans les infrastructures de loisirs permet d'offrir des soins de santb
pr6ventifs et primaires. Si elle est blue, ils seront partenaires et partageront le coot de ce
projet, a la condition qu'il s'agisse de la priorit6 absolue de la Ville.
• Logement abordable — Des programmes comme le Programme d'alimentation dans les
6coles, 1'engagement a plafonner les foyers et la modernisation de la Loi sur la location de
locaux d'habitation font partie de la solution. Des Iogements sociaux supplbmentaires, la
r6novation de Iogements sociaux existants, des Iogements de transition et des Iogements
supervisbs, l'blimination de la taxe de vente provincials (« tvp ») pour les nouveaux
Iotissements, la modification du traitement des propribtbs vacantes et abandonnbes font
partie de la solution au problbme du Iogement. Un soutien en santb mentale est n6cessaire
pour traverser le spectre du Iogement.
• Soutien au parc industriel — Dans le passe, les gouvernements ont r6sistb a vendre les
terres a bon marchb (ou a les donner) a une municipalit6 pour assurer une croissance
significative de leur collectivit6. En faveur d'une utilisation productive des terres qui
r6pond aux objectifs des collectivit6s, en tenant compte de ('impact environnemental du
d6veloppement.
• Corporatisation de Saint John Energy — II s'agit d'une organisation prospbre qui a une
approche novatrice, un taux blevb de satisfaction de la clientble, la capacitb de cr6er des
partenariats et d'apporter de I'bnergie renouvelable. Elle soutient la modernisation de
I'ancienne 16gislation afin de donner au service public la possibilit6 de continuer a innover
et a titre plus concurrentiel. SJE est un modble de prestation d'bnergie fiable, verte et
abordable, et Energie NB pourrait 6galement bbnbficier d'une 16gislation modernisbe et
de 1'esprit d'entreprise dont fait preuve Saint John Energy.
• Rbforme fiscale — L'absence de r6forme fiscale au moment de la r6forme municipals a
privb les municipalit6s des moyens de s'acquitter d'un mandat qui leur btait impost. Elle
s'engage a mettre en place un nouveau cadre qui va au-dela du transfert de la taxe sur
les industries lourdes a la municipalit6. Une refonte complbte de I'impot foncier, y compris
les Evaluations foncibres, fera partie du programme.
• Projets d'infrastructure — II nest pas responsable sur le plan financier de s'engager a
r6aliser des projets d'infrastructure de fagon gbnbrale. Le projet Simms Corner est estimb
a 50 M$ a 60 M$ et n6cessitera de multiples partenariats; le gouvernement provincial
appuiera les projets d'infrastructure et s'y associera. Le modble du gouvernement sera
d'bcouter et d'offrir des solutions locales, en partenariat avec les municipalit6s.

4.2 Partie vert du Nouveau -Brunswick : Presentation du programme du parti et
reponse a 1'expose de position de Saint John
David, chef du Parti vert, s'adresse au Conseil au sujet du programme du Parti vert et de
1'expose de position de Saint John. Voici les faits saillants :
• II appuie la corporatisation de Saint John Energy en soulignant son approche proactive
pour s'adapter aux tendances de l'industrie et relever les defis afin de realiser des
realisations remarquables en peu de temps. Le service public doit avoir la liberte d'innover
et d'evoluer.
• Reforme fiscale — II s'est engage a mettre en oeuvre un cadre financier pour que les
municipalites aient I'autonomie financiere necessaire pour reduire leur dependance a
I'egard du regime d'impot foncier, y compris une refonte de la formule de perequation et
('elimination des multiplicateurs entre les categories de taxes residentielles et non
residentielles pour permettre aux municipalites de choisir Ieurs tarifs avec souplesse. 11 est
favorable a ce que la vi11e regoive une part importante des recettes de I'impot foncier
industriel, mais en conserverait une partie pour la reglementation de 1'environnement. Le
systeme d'evaluation des proprietes doit titre revise, y compris les evaluations des
proprietes industrielles, afin de refleter les valeurs appropriees.
• Commissions de service regionales — Se reorganiser en commissions de services
metropolitaines pour refleter la nature de nos grandes villes, plutot que de melanger les
grandes villes avec les collectivites rurales. II construirait des reseaux de transport en
commun dans toute la province, et une source importante d'argent pour ces ameliorations
proviendrait des revenus du systeme de tarification du carbone industriel ou du systeme
de taxe sur le carbone qui serait ameliore.
• Soins de sante — Etablir un systeme de centres de sante communautaires et aider les
medecins a adopter des pratiques multidisciplinaires avec d'autres professionnels de la
sante. II faut investir dans les soins de sante.
• Logement et itinerance — Mettre I'accent sur les enfants et Ieurs familles afin de reduire la
population de personnes en situation d'itinerance a I'avenir. Creation de logements de
soins complexes critiques congus pour les personnes difficiles a loger, qui offriraient
egalement des services complets. La Societe d'habitation du Nouveau -Brunswick doit
avoir un mandat precis pour appuyer I'amenagement de logements non marchands et
sans but lucratif afin d'accroitre rapidement I'offre de logements abordables, y compris la
renovation des batiments existants. Du cote prive, lier I'evaluation des proprietes locatives
au revenu des loyers. De faibles loyers et des logements abordables se traduiraient par
une evaluation moins elevee pour le proprietaire.
• Infrastructures — Les investissements dans les projets d'immobilisations doivent se faire
plus rapidement. II convient que le coin Simms doit titre reamenage. II comprend le bien-
fonde du projet d'artere aeroportuaire. II faut s'assurer que les collectivites sont pretes
pour le climat lorsqu'elles pensent aux infrastructures. II faut d'autres passages pour
pietons a Saint John.

• Expansion du parc industriel — II y a une certaine opposition a 1'expansion a Lorneville.
Dans le cas de I'agrandissement du parc industriel, it y a des problemes — Ies zones
tampons, Ies retombees locales a prendre en compte dans le cadre de I'agrand issement
propose. Rebatir la confiance qui a ete perdue par des actions positives.
Propose par le conseiller Ogden, appuye par la conseillere Radwan :

4.3 Parti progressiste-conservateur du Nouveau -Brunswick : Presentation du
programme du parti et reponse a 1'expose de position de Saint John
Le premier ministre Blaine Higgs, du Parti progressiste-conservateur du Nouveau -
Brunswick, s'adresse au Conseil au sujet du programme du Parti progressiste-
conservateur et de 1'expose de position de Saint John. Voici Ies faits saillants :
• Installations recreatives globales — II faut tenir compte de 1'ensemble de la region pour
s'assurer que Ies bonnes installations sont au bon endroit. Examiner Ies approches
regionales en matiere de loisirs et de soins de sante et trouver de meilleures fagons
d'obtenir des resultats. II faut ameliorer la collecte d'informations et ('utilisation des
services existants. II faut tenir compte des besoins par habitant, des besoins regionaux et
de la fagon de positionner nos services pour repondre aux defis de 1'ensemble de la
region, en tenant compte des besoins en infrastructure
• Expansion du parc industriel — C'est important pour la croissance economique et it est pret
a faire sa part lorsqu'il y a des projets importants qui feront croitre I'economie de Saint
John et de la province. S'il y a des possibilites de developper et d'agrandir le parc
industriel, nous serons la pour y participer.
• Logement abordable et mandat social — L'impot sur le revenu a ete reduit pour offrir un
allegement fiscal, une reduction de la TVH a ete annoncee, ce qui represente environ
1 000 $ par annee pour le citoyen moyen, le salaire minimum a ete augmente et la
prestation d'urgence pour le carburant pour Ies aines a faible revenu a ete instauree pour
aider Ies gens. Les hopitaux ne sont pas bien equipes pour traiter Ies problemes de sante
mentale et de toxicomanie. Des modeles sont a I'etude pour retirer Ies services de sante
mentale et de toxicomanie des hopitaux et creer des centres de traitement speciaux. La
sante mentale et la toxicomanie sont une grande priorite a I'avenir, selon un modele de
traitement et de retablissement. Axe sur une strategie de logement pour tous afin d'offrir
une solution permanente — logement, traitement, relance et emplois, afin de creer un
reseau complet de soutien.
• Corporatisation de Saint John Energy — Cette possibilite nest pas exclue, mais elle
concerne Ies contribuables de toute la province. La possible corporatisation de Saint John
Energy comporte des enjeux complexes comme l'independance energetique, Ies actifs
abandonnes d'Energie NB et Ies initiatives energetiques municipales.

• Rbforme fiscale — La deuxibme phase de la r6forme municipals est la r6forme fiscale.
Trouver une fagon pour les municipalit6s d'avoir des ressources pour leur avenir a long
terme et un revenu stable. Rien ne sera exclu, y compris la fiscalitb, les taux d'imposition
industriels, les recettes bnergbtiques, etc. quant a la fagon dont cela sera gbrb a I'avenir.
Tout changement l6gislatif lib a la r6forme budg6taire se ferait en 2025 pour titre mis en
oeuvre en 2026.
• Infrastructure — Artbre de I'abroport et Simms Corner — Toutes les priorit6s en matibre
d'infrastructure seront prises en compte pour le bien collectif, et si la proposition est
logique, la province et la municipalitb y travailleront ensemble. Nous ne pouvons pas faire
de promesses, mais nous travaillerez en fonction de vos priorit6s; vous btablissez des
priorit6s pour votre collectivitb, et nous serons un partenaire intbressb. Nous avons
travaillb sur des dossiers importants et de grande envergure avec Saint John, y compris
le Musbe du Nouveau -Brunswick, la r6gion 506, la nouvelle bcole dans la p6ninsule du
Sud et Fundy Quay.
