RECOMMENDATION
It is recommended
1) that the proposal submitted by MacLennan Jaunkalns Miller Architects (MJMA) Ltd, for
Professional Services for the Canada Games Aquatic Centre (CGAC)Renovations project,
in the amount of $1,473,410.50 plus HST, be accepted, with the understanding that Phases
C, D and E are conditional on 40% approved funding from the Regional Development
Corporation (RDC) as well as the approval by the Fundy Regional Service Commission of
the entirety of the capital plan for the CGAC renovation project.; and
2) that the Mayor and City Clerk be authorized to execute the necessary contract documents.
EXECUTIVE SUMMARY
The Board of Directors of the Fundy Regional Service Commission (FRSC) has given unanimous
support to award the contract for design and construction management of the Renovations of
the Canada Games Aquatic Centre (CGAC) to MacLennan Jaunkalns Miller Architects (MJMA) Ltd
and have approved the reallocation of budget in the amount of $453,725 towards Phases A and
B of the design (see Appendix A for FRSC budget resolution). The purpose of this report is to seek
Council’s approval to award the contract for Professional Services for the Canada Games Aquatic
Centre (CGAC) Renovations project to MacLennan Jaunkalns Miller Architects (MJMA) Ltd., with
the stipulation that Phases C, D and E will be contingent on the approval of FRSC’s funding
application to the Regional Development Corporation (RDC) and the capital budget approval
process.

The Regional Development Corporation (RDC) has already committed $312,860 toward the
design and construction management of the Canada Games Aquatic Center Renovation.
Additionally, FRSC and City staff are working with RDC to increase the contribution under the
existing agreement to help cover 40% of Phases C, D and E of the project and extend the period
of submission
MJMA has assembled a strong interdisciplinary team consisting of the following companies:
MacLennan Jaunkalns Miller Architects Ltd. - Architectural design and project
management.
Acre Storied Architecture - Architectural design, project management and coordination.
MCW Maricor - Mechanical, Electrical and Energy systems.
CBCL Ltd. - Civil engineering.
Blackwell Structural Engineers - Structural engineering.
Chandos Construction - Constructability consultant.
Ingersoll & Associates Inc. - Estimating
The consultant team has extensive professional services experience in design, planning ,
programming as well as working knowledge of renovating aquatic facilities across Canada and
internationally .
The scope of work of the MJMA consultant team consists of the following Phases:
Phase A: Engineering Evaluation and Project Planning.
Phase B: Concept Design.
Phase C: Detailed Design and Tender Documents.
Phase D: Contract Management.
Phase E: Construction Management, commissioning, Site Inspection, testing.
The CGAC renovation project must be completed by June 30, 2028, to be ready for Canada Games
in June 2029.

REPORT
BACKGROUND
The Saint John Region, through the FRSC, is partnering with the City of Moncton, in hosting the
Canada Games in summer 2029.

One of the primary venues being used for the Games will be the Canada Games Aquatic Centre,
a regional facility. Utilization of this facility will attract funding for the maintenance needed and
upgrades of this facility which will benefit the entire Fundy Region for years to come.
The Canada Games Aquatic Center facility will require a significant upgrade to meet the
requirements of the competition but also to refresh the facility with the needed repairs and
improvements to ensure many more years of continuous use.
In January 2024, Fundy Region Services Commission (FRSC) engaged DSRA Architecture Inc. and
Sierra Planning and Management to complete an enhancement feasibility study report
(Feasibility Study) on the Canada games Aquatic Center facility.
The main objectives of the study were as follows:
Assess the capacity and readiness of the Saint John Canada Games Aquatic Centre (CGAC)
to host the 2029 Canada Summer Games.
Evaluating the overall condition of the building, projected costs for renewal, design
concepts for games readiness, projected operational costs for long-term sustainability,
and planning for the facility’s legacy well beyond the 2029 Games.
The Canada Games Aquatic Centre (CGAC) enhancement feasibility study report outlines the
proposed improvements to the facility , which are divided into three tiers of priorities:
Tier 1 – Necessary upgrades to achieve CGAC compliance.
Tier 2 – Additional upgrades to enhance CGAC hosting.
Tier 3 – Aspirational upgrades to expand the facility into a multi-use recreational hub for
all ages.
In May and June of 2024, the Canada Games Council’s Technical Review Committee conducted a
comprehensive assessment of the facilities under consideration for the 2029 Canada Games. As
part of this evaluation, the Committee identified several areas requiring improvement at the
Canada Games Aquatic Centre (CGAC). Specifically, the facility was found to need enhanced
accessibility features, upgraded washrooms, and modifications to meet warm-up pool
requirements.
Following this review, the Technical Review Committee outlined a series of necessary renovations
and upgrades to ensure the CGAC meets the 2029 Canada Games standards.
The proposed measures serve as a baseline for advancing the concept design and project
planning.
The FRSC Board of Directors approved the finalized Class D estimate completed by DSRA
Architects Inc in February 2025, which included the mandate to proceed immediately with
tendering to secure consultants to complete further design and construction. projects.

ANALYSIS
In response to FRSC Board of Directors, the City of Saint John issued a Request For Proposal (RFP)
to seek the services of a qualified architectural firm (Consultant) to lead a multi-disciplinary team
for the design and construction management of the Renovations of the Canada Games Aquatic
Centre (CGAC).

The consultant scope of work consists of the following Phases:
Phase A: Engineering Evaluation and Project Planning.
Phase B: Concept Design.
Phase C: Detailed Design and Tender Documents.
Phase D: Contract Management.
Phase E: Construction Management, commissioning, Site Inspection, testing.

The selection of MacLennan Jaunkalns Miller Architects brings together a strong
interdisciplinary team with offices across the Maritimes, including New Brunswick partners Acre
Architects based in Saint John and MCW Maricor with offices in Quispamsis and Moncton. This
partnership ensures regional economic benefits while accessing specialized aquatic facility
expertise from across Canada.
Environmental Benefits
The project prioritizes environmental stewardship through modern systems and equipment
upgrades, contributing to improved energy efficiency and reduced operational costs. The
consultant team's scope includes evaluation of energy systems and sustainability measures that
will enhance the facility's environmental performance.
Social Benefits
The enhancement project will significantly improve accessibility features, upgrade washroom
facilities, and expand recreational opportunities for all community members. The facility
improvements will benefit both competitive athletes preparing for the 2029 Games and
recreational users throughout the region.

STRATEGIC ALIGNMENT
The Canada Games Aquatic Center Renovations Project is clearly aligned with the Council’s
Priorities to invest in sustainable City services, municipal infrastructure as well as by enhancing
quality of life and improving recreation programming in a safe place to live.
SERVICE AND FINANCIAL OUTCOMES
The total cost to perform the design and construction management of the Renovations of the
Canada Games Aquatic Centre (CGAC) as well as completed all phases as per the RFP scope of
work is approximately $1,473,410.50 plus HST. The total cost is based on a lump sum for phase
A and predetermined number of hours for Phase B,C,D,E. The professional and management
fees is aligned with the industry standard given the scope of work and the complexity of the
project.
The FRSC budget resolution will allow the City to proceed with Phases A and B of the scope of
work. Provisions with the RFP do not bind the City to proceed with the additional phases of work
as proceeding with detailed design and construction services is conditional upon the region being
awarded 40% funding from RDC. The City of Saint John procurement team have confirmed the
same with the proponent.
INPUT FROM OTHER SERVICE AREAS
In response to the FRSC Board of Directors' direction, the City of Saint John prepared and issued
a Request for Proposal (RFP) to seek qualified architectural firms to lead a multi-disciplinary team
for the design and construction management of the CGAC refurbishment. The RFP closed on April
30, 2025, with three proponents submitting proposals:
• MacLennan Jaunkalns Miller Architects Ltd. (Toronto, ON)
• DSRA Architecture Inc. (Halifax, NS)
• TEAL Architects+Planners (Upper Tantallon, NS)
A review committee consisting of staff from Asset Management, Engineering, the Fundy Regional
Service Commission, and former staff of the Canada Games Aquatic Centre evaluated the
submissions based on established criteria including quality, project appreciation, proponent
qualifications, approach and methodology, and cost. Following comprehensive evaluation,
MacLennan Jaunkalns Miller Architects Ltd., and their partner Acre Architects received the
highest overall score at a cost acceptable to staff.

THAT the FRSC Board of Directors approves the reallocation of budget in the amount of
$453,725 plus HST towards Phases A and B of the Professional Services for the Canada Games
Aquatic Centre (CGAC) Enhancement Project to be funded through the reallocation of surpluses
generated from completed projects within the Approved 2023 and 2024 FRSC Regional Facilities
capital budgets, and $181,490 from the Regional Development Corporation (RDC) representing
40% of eligible costs, awarded to the FRSC on August 27, 2024 (RDC Project 18281).
AND THAT the FRSC Board of Directors commits to including the costs of Phase C through Phase
E in the amount of $1,019,685.50 plus HST, conditional on the approval of 40% funding from
RDC, in future FRSC budgets towards the contract for the Professional Services for the Canada
Games Aquatic Centre (CGAC) Enhancement Project.
