Approval of Minutes Moved by Deputy Mayor Reardon, seconded by Councillor Lowe: RESOLVED that the minutes of October 31, 2023 be approved. MOTION CARRIED. 3. Approval of Agenda Moved by Councillor Lowe, seconded by Mayor Noade Reardon: RESOLVED that the agenda of November 21, 2023 be approved. MOTION CARRIED. 4. Consent Agenda (Recommendation: Receive for Information) 5.1 RESOLVED that the submitted 2024 Growth Committee Meeting Schedule be received for information. 1 Growth Committee Meeting Open Session November 21, 2023 5.2 RESOLVED that the Development Infographic — January to October 2023, be received for information. 5.3 RESOLVED that the submitted report entitled "Beautification Grant Program" be received for information. Presentations / Delegations Business Matters 7.1 Increasing Resources for Enforcement of Community Standards Ms. Bentley reviewed the submitted presentation "Increasing Resources for By-law Enforcement of the Community Standards Program", noting a request from multiple councillors for additional by-law enforcement officers. The Community Standards Program currently operates with one by-law enforcement officer. Since 2022, the program has experienced a significant caseload increase and would benefit from additional resources. Staff recommends hiring an additional by-law enforcement officer for up to 24 months. The new officer would ensure that by-law standards are being met, and also respond to the increased number of complaints received for unsightly premises and zoning infractions. Increasing staff for the program would improve neighbourhood aesthetics and standards in alignment with Council priorities and the 10-year strategic plan. Moved by Mayor Noade Reardon, seconded by Councillor Lowe: RESOLVED that as recommended in the submitted report "Increasing Resources for By-law Enforcement of the Community Standards Program" Growth Committee recommend that Common Council approve an expenditure of $180,000 from the Community Services Reserve for resources associated with an up to 24- month expansion of the Community Standards Program as outlined in the submitted report. MOTION CARRIED. 7.2 Sophia Recovery House Funding Request Ms. Coes stated that a funding request was received from the Sophia Recovery Center (SRC). The SRC is requesting $50,000 to support their approximate $1.5 million project, as well as ongoing support for snow removal. The CAO has reviewed the business case to confirm it meets the criteria of the Grant Policy and the Community Services Reserves Policy. Staff's assessment of the SRCs proposal incorporates three evaluation categories including strategic alignment, economic impact, and community impact. Staff concludes that there is merit in entering into a formal agreement for financial support with Sophia Recovery Centre but does not recommend providing in -kind snow removal of their parking lot and driveway. The recommendation proposes a one-time funding commitment from the Community Services Reserves Fund, entering into a formal service agreement in 2024 as per the Grant Policy. Moved by Councillor Lowe, seconded by Mayor Noade Reardon: RESOLVED that as recommended in the submitted report "Sophia Recovery Centre Funding Request" the Growth Committee recommend to Common Council that the City of Saint John enter into a formal agreement for an amount of $50,000 with the Sophia Recovery Centre, and Common Council approve drawing the funds from the Community Services Reserves in 2024. MOTION CARRIED. 7.3 North End Neighbourhood Plan: Grant Application Ms. Kirchner reviewed the submitted presentation "North End Secondary Plan Update." Since completion of the Central Peninsula Secondary Plan, Council has prioritized the development of a North End Neighbourhood Plan. As identified in Council's 10 Year Strategic Plan, the development of this new neighbourhood plan is intended to commence in early 2024 with completion anticipated in mid-2025. Growth Committee Meeting Open Session November 21, 2023 Staff has identified a funding opportunity through the Federation of Canadian Municipalities Green Municipal Fund. The recommendations presented are required to facilitate the funding application. Moved by Mayor Noade Reardon, seconded by Councillor Lowe: RESOLVED that as recommended in the submitted report "North End Neighbourhood Plan — Grant Application", the Growth Committee recommends that Common Council: 1. Direct the Chief Administrative Officer to develop a sustainable North End Neighbourhood Plan that will include sustainability goals, specific targets, actions, and an implementation and monitoring strategy; and, 2. Allocate $200,000 from the Growth Reserve toward the development of the North End Neighbourhood Plan and in -kind contributions in staff time toward the cost of this initiative. 3. Direct the Chief Administrative Officer to submit a funding application to the Federation of Canadian Municipalities (FCM) for the North End Neighbourhood Plan and that the Mayor and Clerk be authorized to sign any required documents ancillary to the application. EXECUTIVE SUMMARY As part of the 10-year Strategic Plan, the City of Saint John has committed to launching an annual developer symposium as part of the 2023/2024 corporate workplan. The City, in partnership with Envision Saint John, will be inviting local developers to participate in an inaugural forum centered on the theme of unlocking housing supply. The event will emphasize participation of local developers within Saint John but will also be open to others within the region. This inaugural event will pave the way for future engagements, continue to build relationships between city staff and the sector, and further support the work being done by Envision Saint John, as directed by Common Council, to increase and strengthen the development pipeline. REPORT To better understand the barriers to growth and development in the City of Saint John, the Growth and Community Services Department was asked to implement an annual symposium with the development industry as part of Council's GROW priority and the strategic plan. The focus of the annual symposium is CI to improve facilitation and collaboration with the development community in partnership with Envision Saint John. The Developer Symposium is slated to be held in mid -March, at the Trade and Convention Centre. The symposium will be held annually with local developers to build fruitful relationships and enhance collaboration, while providing timely and relevant information on new programs, initiatives, and funding streams. This forum will equally serve as a platform for city staff to become aware of pressing development challenges from a private -sector perspective, and to foster interconnection between developers themselves. City staff will also use this opportunity to gather input from attendees to frame the nature of future events, ensuring that both parties benefit from this ongoing exchange. Leading these forms of engagement as a municipality will further demonstrate that our community is open for business and open for development, and that local government is committed to walking this road together. Staff will be meeting with Envision to finalize the invitation list, at which point the City of Saint John will issue a Save the Date to staff, members of Common Council, and the development community. An agenda will be made available in the coming weeks, followed by a formal invitation to participate and register, which will be managed internally. Her Worship, Mayor Noade Donna Reardon, will be delivering opening remarks on behalf of the City followed by an informative presentation(s) which has yet to be fully defined. The event will conclude with a networking reception for all participants. PREVIOUS RESOLUTION November 1, 2022 Moved by Councillor Harris, seconded by Deputy Mayor MacKenzie: RESOLVED that: a) Common Council approve the Saint John 10 Year Strategic Plan 2023- 2032; and b) With the approval of the 10 Year Strategic Plan, transition the Strategic Plan Steering Committee to an ad hoc Committee of Council comprised of councillors as appointed by the Nominating Committee.
