That the Saint John Common Council support the proposed merger between Cities of New
Brunswick Association (CNBA) and the Union of Municipalities of New Brunswick (UMNB)
as outlined in the enclosed UMNB "Cities Proposal 2023" document.

SUBJECT. IRCC Contribution Agreement - Amendment 3 — SJLIP 2023-2024
EXECUTIVE SUMMARY OF COMMITTEE OF THE WHOLE REPORT FOR OPEN SESSION OF
COUNCIL
The City of Saint John has secured $5,672 in additional funds from the Federal Government
through its Contribution Agreement for the Saint John Local Immigration Partnership to support
enhanced program delivery for the 2023-2024 fiscal year.
COUNCIL RESOLUTION
That the City execute Contribution Agreement Number (3) for Contribution Agreement
S211600015 with the Government of Canada for the Saint John Local Immigration Partnership
for the Fiscal Year of 2023-2024, and that the Mayor and Common Clerk be authorized to sign
any documents ancillary thereto.

SUBJECT. City of Saint John Housing Accelerator Fund 2024-2026 Action Plan —

EXECUTIVE SUMMARY OF COMMITTEE OF THE WHOLE REPORT FOR OPEN
SESSION OF COUNCIL
Committee of the Whole recommends Common Council to authorize the City of
Saint John enter into a Housing Accelerator Fund Contribution Agreement with
Canda Mortgage Housing Corporation (CMHC). Full details of the funding
agreement will be announced at a later date.
COUNCIL RESOLUTION
That the City of Saint John enter into a Housing Accelerator Fund
Contribution Agreement with the Canada Mortgage and Housing
Corporation, generally in the form as presented to the Committee of
Whole at its December 18, 2023, meeting, and,
That the Mayor and Clerk be authorized to execute the said
agreement and any documents ancillary thereto.

SUBJECT: Retail Drive Re -alignment - Agreement of Purchase and Sale — 55-57

EXECUTIVE SUMMARY OF COMMITTEE OF THE WHOLE REPORT FOR OPEN
SESSION OF COUNCIL
Aligning the intersections of Ashburn Lake Road and Retail Drive at Rothesay
Avenue into a single intersections has been a long-standing priority for the City. In
order to realign this intersection, the City needs to acquire certain properties. One
of the required properties is PID 415414 and the owner of that parcel has agreed
to sell that land to the City.
COUNCIL RESOLUTION
That the City enter into an Agreement of Purchase and Sale generally in the form
as presented to Committee of the Whole at its meeting held December 18, 2023,
with William Esmond Cook, for the purchase of the lands and buildings located at
55-57 Oakland Street, bearing PID 415414, and that the Mayor and Clerk be
authorized to execute the said Agreement of Purchase and Sale and any other
documents necessary to effect the transaction.
