RESOLVED that the minutes of December 6 t h , 2022 be approved.

Moved by Councillor Harris, seconded by Mayor Noade Reardon:
RESOLVED that the minutes of December 13th, 2022 be approved.

3. Approval of Agenda
Moved by Mayor Noade Reardon, seconded by Deputy Mayor MacKenzie:
RESOLVED that the agenda of February 22, 2023 be approved

7. Business Matters
7.1 Community Services Reserve Policy
Following discussion, Commissioner Hamilton suggested a recommendation to the submitted
policy that would give direction to staff to proceed to council with an amendment to the
Community Services Reserve Policy that would provide additional flexibility on the cap for
projects.
Moved by Councillor Harris, seconded by Councillor Lowe:
RESOLVED that the Growth Committee recommends that staff be directed to proceed to Council
with an amendment to the Community Reserves Policy that would provide additional flexibility
of the cap for projects.
MOTION CARRIED.
7.2 Affordable Housing Grant Program — Policy Amendment
Moved by Mayor Noade Reardon, seconded by Councillor Harris:
RESOLVED that the Growth Committee recommends that Common Council amend the Affordable
Housing Grant Program Policy, as presented to Growth Committee on February 22, 2023, to
ensure viable projects are not excluded from consideration on technicality.
MOTION CARRIED.
8. Other Correspondence
8.1 Understanding the Recipe for Construction Protects (Recommendation: Receive for
Information)
Moved by Mayor Noade Reardon, seconded by Deputy Mayor MacKenzie:
RESOLVED that the Matrix entitled Understanding the Recipe for Construction Projects submitted
by Johnson Engineered Solution Limited be received for information.
MOTION CARRIED.
Adjournment
Moved by Deputy Mayor MacKenzie, seconded by Mayor Noade Reardon:
RESOLVED that the open session meeting of the Growth Committee be adjourned.
MOTION CARRIED.
