Call to Order
2. Balloting for Deputy Mayor Position
The City Clerk distributed ballots to allow for secret voting for the Selection of the Deputy Mayor.
Councillor David Hickey, Councillor John MacKenzie and Councillor Greg Norton put forth their
names for consideration.
Mr. Collin noted that the balloting process is a tool to aid in the selection of the Deputy Mayor
but the election will occur in an open session of Common Council. The City Clerk and General
Counsel will each count the ballots independently and the City Clerk will announce the member
with the most votes. The Mayor will also cast a vote.
Members of Committee of the Whole expressed concern with the process should there not be a
clear majority winner. It was suggested that if a clear majority is not seen in the first vote, one
of the two councillors with the lowest number of votes drops off, and a second round of balloting
occur to identify a clear majority winner.
Moved by Councillor Norton, seconded by Councillor Ogden:
RESOLVED that if a clear majority winner does not result from the first voting process, one of two
with the lowest number of votes will drop off, and a second ballot / vote will occur, to ensure a
clear majority winner for the Deputy Mayor position.
MOTION CARRIED with Councillor Harris voting nay.
Councillor Harris stated that this new process of voting for the Deputy Mayor versus the historical
approach of the Councillor with the largest number of votes being declared Deputy Mayor, has
been a distraction and a democratic deficit, adding that the previous way of declaring the Deputy
Mayor should be revisited.
Mr. Taylor and Ms. Tompkins confirmed the results of the secret balloting process and confirmed
that Councillor John MacKenzie was the clear majority winner.

Moved by Councillor Norton, seconded by Councillor Hickey:
RESOLVED that the Committee of the Whole open session meeting be adjourned.
