Meeting Called to Order Mayor Darling called the Growth Committee open session meeting to order. 1.1 Approval of Minutes —April 13, 2021 Moved by Councillor MacKenzie, seconded by Councillor Strowbridge: RESOLVED that the minutes of April 13, 2021 be approved. MOTION CARRIED. (Deputy Mayor McAlaryjoined the meeting electronically) 1.2 Municipal ENCORE Program —Sidewalk Cafe Rebate Initiative Mr. Dobbelsteyn described the Sidewalk Cafe Rebate Initiative underthe ENCORE program. This one-year initiative will allow waiving of patio permit fees and parking fees if additional space is required for the patio. It is anticipated that picnic tables will be brought back in various places throughout the City. Moved by Councillor MacKenzie, seconded by Councillor Strowbridge: RESOLVED that the Growth Committee recommends to Common Council: WHEREAS Common Council has implemented a Municipal Economic and Community Recovery program in order to enable and accelerate local economic and community activity in response to the current public health pandemic; Growth Committee Meeting Open Session April 27, 2021 NOW THEREFORE BE IT RESOLVED that the Common Council enact and direct the City Manager to implement the 2021 Sidewalk Cafe Rebate Initiative; FURTHER BE IT RESOLVED that the City direct up to $20,000 to rebate sidewalk cafe permit fees and fees for parking spaces through this initiative from the growth reserve funds already allocated to the Municipal Economic and Community Recovery Program; AND FURTHER BE IT RESOLVED that any funds directed to this initiative that remain unused by Dec 31, 2021 be reallocated to the Municipal Economic and Community Recovery Program. MOTION CARRIED. 1.3 Municipal ENCORE Program —Saint John Tourism Incentive Program Mr. Dobbelsteyn stated that the Tourism Incentive Program is a tri-lateral proposal between the Saint John Hotel Association, Envision Saint John, and the City of Saint John. This stimulus program will give uptown Saint John cards to overnight visitors to encourage people to visit and stay in the City and spend locally. It will be linked to the reopening of the Atlantic Bubble if possible. A follow-up report will be brought to the Growth Committee later in the year with respect to outcomes of the program. The Tourism Incentive Program is expected to drive approximately $250K in economic impact for the hospitality sector. Moved by Councillor Strowbridge, seconded by Councillor MacKenzie: RESOLVED that Growth Committee recommends to Common Council: WHEREAS Common Council has implemented a Municipal Economic and Community Recovery program in order to enable and accelerate local economic and community activity in response to the current public health pandemic; NOW THEREFORE BE IT RESOLVED that Common Council supports the tourism incentive proposal from the Saint John Hotel Association and Envision Saint John with a grant of $20,000 and directs the City Manager to prepare a memorandum of understanding which outlines the terms, conditions, and expected outcomes of the funding; AND FURTHER BE IT RESOLVED that Common Council direct up to $20,000 for this partnership from funds expected to be returned to the City as part of the winddown of Discover Saint John, or from the Growth Reserve Fund that is allocated for the Municipal Economic and Community Recovery program. MOTION CARRIED. 1.4 Growth Committee in Review — Member's Comments Ms. Hamilton stated that this is an opportunity for reflection on the major accomplishments, member insights and key learnings to share with the next Growth Committee. 1.4.1 What accomplishments of Growth Committee are you most proud of? • Addressed issue of absentee landlords and dilapidated buildings, encouraging landlords to renovate, rather than demolish buildings. • One -Stop Development Shop - recognizing issues and offering solutions to developers. • Development is occurring in the uptown area and across the City; development brings people to the community. • Changing attitudes in the community around development. • "Permit List" — ability to update citizens on the progression of projects, enhancing community relations. Growth Committee Meeting Open Session April 27, 2021 • Corroboration with developers — there is a positive attitude change by developers towards City staff and investing in the City of Saint John. • Leadership and support of our staff team and delivery of results. • Roadmap for Smart Growth, Population Growth Strategy — put plans in place and delivered on results; positive shift in culture. • Record growth in terms of permits and investment. • Population growth has occurred after decades of decline. • Process improvements — changed / challenged the outcomes of the economic development agencies and implemented mandate letters and key performance indicators. • Growth has become a daily focus; tremendous results have occurred. • Fiscal discipline, momentum, and growth have become interwoven — the City has paid down debt, developed reserve funds, set a tax rate reduction in 2022, and rallied for tax reforms and regional tax sharing to accelerate growth outcomes into the future. 1.4.2 Are there changes to committee meetings or structure that you would recommend the incoming council consider? • Development of a "Score Card" to measure achievements against goals with quarterly updates; additional benchmarking. • Provide opportunities for discussion through feedback exercise and roundtable discussions on best practices in other communities around growth and development; an exchange of ideas, to keep the committee informed on what is on the horizon and will enhance the scope of the committee. • Keep the needs of the community at the forefront — cleanliness and beautification of the entire City is paramount. • Growth Committee could make recommendations into the strategic plan; the committee could have a strategic plan, objectives, and metrics. • Invite innovative expert speakers to present to challenge ourselves to think and dream big and expose this community to innovative thinkers. • Celebrate successes; communicate more proactively the wins and explain to the community why growth matters. • Enhance marketing, branding and communications — direct communications with the public and less reliance on the media and individual members to communicate our successes; more strategic communications. • Livability and its impact on growth - retain livability and affordability as we continue to grow; focus on parks, recreation, and local attractions to drive growth. 1.4.3 What should the next Growth Committee tackle in their first year around the committee table? • Unfinished business, incomplete resolutions —accountability and follow-up on resolutions and plans of the previous committee, i.e.: Livability Bylaw. • Become familiar with polices / plans currently in place; change and shape as needed. • Keep the momentum going. • Teach -in at the committee level. • Affordable housing options/strategy — balance between new residential growth and affordability for residents. Discussion on incentives for developers, bylaws, and ideas to accommodate a range of affordable housing alternatives. • Review / enhancement of uptown parking. • Shape dynamic neighbourhoods and support an affordable housing strategy including such efforts as inclusionary zoning. • Develop a targeted strategy to identify and support momentum moving forward. • Define success through the growth lens and incorporate into the strategic plan. • Quality of life • Identify a workplan and objectives. 3 Growth Committee Meeting Open Session April 27, 2021 • Monitor the growth outcomes from Envision SJ and their strategic objectives. • An overall community scorecard which includes economic, social, cultural, and quality of life measures. Define our vision, as a community, to continue to grow and move forward. • Engage with and educate builders, developers, and citizens. • Dilapidated buildings program — continue to turn dilapidated buildings into renovated affordable units. • Municipal reform is the most significant accelerator of growth. • Encourage staff and committee members to visit other communities such as Boston, Portland, Halifax, to see what other communities are doing and how they measure quality of life; think bigger and differently than we do today. • Be the model as a community of openness and transparency and engage meaningfully with the community. • Be even more strategic with even better -defined goals.
