5.1 That as recommended by the City Manager in the submitted report "Cancellation
of Public Hearing Dates for Rezoning Applications," Common Council approves the
cancellation of the public hearings for the rezoning applications of Dr. Tunde Apantaku
Professional Corp. (144 Lansdowne Avenue), Resonance Inc. (19 Paddock Street), and The
Coverdale Centre for Women Inc. (154 Waterloo Street), that were scheduled for Monday
December 7, 2020 at 6:30 p.m. in the Council Chambers.
5.2 That the submitted report entitled "Update on By -Law Amendments for
Development Fees Adjustment" be received for information.
5.3 That as recommended by the City Manager in the submitted report "Safe Restart
Funding Application" Common Council approve the City of Saint John Safe Restart Funding
Application based on the following net impact of Covid-19 in the year 2020:
• Add: Total of Additional Covid-19 Specific Costs - $302,310
• Add: Total of Covid-19 Specific Losses - $4,781,194
• LESS: Total of Covid-19 Specific Operating Savings - $1,706,779
• Net COVID-19 impact - $3,376,725

8.1 Saint John Airport (YSJ) Presentation
Referring to the submitted report entitled Back to Life — Our Region's economic recovery:
The YSJ lift, YSJ CEO D. Stanford described the decline in global travel because of COVID-
19 and these impacts on the YSJ airport, airlines schedules, and potential future service
disruptions. To ensure continuing support to the business community and growth in the
Saint John Region the YSJ lift must be supported. A request was made to urge the province
to launch COVID testing for arriving passengers at YSJ and urging the City to ask MPs to
support a financial support package for the Canadian aviation sector.
Moved by Deputy Mayor McAlary, seconded by Councillor Reardon:
RESOLVED that the presentation by Saint John Airport be received for information.

16.1 Staff Report re Letter in support of Saint John Airport
Referring to the submitted report entitled, Saint John Airport, D. Dobbelstyn advised
that the Saint John Airport is a vital transportation link for Southern New Brunswick and
its continued operation aligns with Council's priorities for Growth and Prosperity and a
Vibrant Safe City. There would be significant ramifications to the local economy if
service at the Airport was further reduced. This report recommends the Mayor to issue
a letter to the Federal Minister of Transportation in support of Saint John Airport, and to
the Province to launch COVID-19 testing at the Saint John Airport.
Moved by Councillor Hickey, seconded by Deputy Mayor McAlary:
RESOLVED that the Mayor be directed to issue a letter to the Minister of Transport in
support of the Saint John Airport. The Letter explicitly calls on the Federal Government to
ensure that commercial passenger flights are maintained or increased at the Saint John
Airport. It also requests the Federal Government to provide stable operational funding to
the Saint John Airport, (as supported in the new funding announced today by Chrystia
Freeland. Minister of Finance and Deputy Prime Minister). Finally, it calls upon the
Provincial Government to safely pilot rapid COVID-19 testing at the Airport for all
passengers.

8.2 Uptown Saint John Inc. Business Improvement Association Presentation
Referring to the submitted report entitled, Uptown Saint John Inc. Business Improvement
Association Presentation, Nancy Tissington, Executive Director Uptown Saint John,
outlined the activities of Uptown Saint John enabled by the Business Improvement
Association Area funds: beautification, clean and safe streets, marketing and events,
urban design, and development.

RESOLVED that the presentation from Uptown Saint John Inc., be received for
information.

RESOLVED that the bylaw entitled "By -Law Number L.G.-10 A By -Law respecting Fees for
Fire Protection Services in The City of Saint John" repealing and replacing By -Law Number
L.G.-9 A By -Law respecting Fees for Fire Protection Services in The City of Saint John and
adding Schedule "C" to include fees for non-resident motor vehicle accidents, nuisance
false alarms, thrill -seeking activities, and violations in recreational burning, be read.

In accordance with the Local Governance Act sub -section 15(3) the by-law entitled "By -
Law Number L.G.-10 A By -Law respecting Fees for Fire Protection Services in The City of
Saint John" instead of being read in its entirety was read in summary as follows:
"By -Law Number L.G.-10 A By -Law respecting Fees for Fire Protection Services in The City
of Saint John" repeals and replaces By -Law Number L.G.-9 A By -Law respecting Fees for

11. Submissions by Council Members
11.1 AIM Recycling Facility (Mayor Darling)
Moved by Councillor Hickey, seconded by Councillor Norton:
RESOLVED that a letter be sent to the appropriate Minister, copying all area MLA's,
Member of Parliament Wayne Long, the appropriate Federal Minister, the Port SJ CEO
and Board Chair, calling on the Provincial and federal governments to ensure
enforcement is happening on all aspects of the AIM facility approval to operate. In
particular, as it related to the requirements to have all raw materials shipped in with
accelerants removed and that AIM is required to inspect all raw materials to ensure
accelerants are removed (clause 56 & 57 of the Approval to Operate). If this were

happening, there would be no explosions. That the definition of an explosion being
greater than 104 dba be reviewed and furthermore, the Province of NB, strongly
considers all options available to them to ensure compliance, including meaningful fines,
24-hour shutdown for each explosion event and infraction of the operating license.

12. Business Matters - Municipal Officers
12.1 City Manager Update (Verbal)
The City Manager provided the scheduled Council update:
• Delivery of city services, following the 2020 workplan and transformational
reforms are ongoing
• 2 emergency situations: COVID-19 Alert Level Orange and Cyber attack
o COVID-19 - Elevated to Orange Alert phase, no significant change to
essential services, police and fire response, solid waste, and transit
continue to operate as in Yellow Alert Phase. Impacts in sports and
recreation the facilities remain open with adjusted operational plans
o Governance such as PAC and Heritage Board meetings are not convening
in person. If Orange Alert phase remains the meetings will be convened in
virtual mode.
o Cyber Attack — Malicious activity occurred on the City networks November
13th. There is an ongoing police investigation. We are providing the public
with as much information as possible. A forensic investigation is being
conducted to determine impacts to services and personal information.
o Temporary website is operational
o Building permits may be processed manually through the Customer
Service Centre.

Se referant au rapport soumis intitule « Back to Life - Our Region's economic recovery» :
Le PDG de YSJ, D. Stanford, a decrit le declin des voyages internationaux resultant de la
COVID-19 ainsi que son impact sur I'aeroport de Saint John, les programmations des
compagnies aeriennes et les eventuelles futures interruptions de service. Pour assurer un
soutien continu a la communaute des affaires et a la croissance clans la region de Saint
John, it est necessaire de soutenir YSJ. Une demande visant a inciter la province a lancer
des tests COVID pour les passagers arrivant a YSJ et a encourager la ville a demander aux
deputes de soutenir un programme de soutien financier pour le secteur de l'aviation
canadien a ete deposee.

16.1 Rapport du personnel concernant la lettre de soutien a I'aeroport de Saint John
Selon le rapport soumis intitule « Saint John Airport », D. Dobbelstyn a indique que
I'aeroport de Saint John representait une infrastructure de transport essentielle pour le
sud du Nouveau -Brunswick et que son fonctionnement continu etait conforme aux
priorites du Conseil en matiere de croissance et de prosperite et d'une collectivite
dynamique. Une nouvelle reduction des services a I'aeroport aurait des repercussions
importantes sur 1'economie locale. Ce rapport recommande au maire d'adresser une
Iettre au Ministre federal des Transports pour soutenir I'aeroport de Saint John, et a la
province pour lancer le test COVID-19 a l'aeroport de Saint John.

11.1 Installation de recyclage AIM (Maire Darling)
Proposee par le conseiller Hickey, appuyee par le conseiller Norton :
II est RESOLU qu'une lettre soit envoyee au Ministre competent, avec copie aux deputes
de toutes les regions, au depute Wayne Long, au Ministre federal competent, au PDG et
au president du conseil d'administration du Port SJ, demandant au gouvernement
provincial et federal de s'assurer que tous les aspects de I'approbation de 1'exploitation
de l'installation AIM sont respectes. Notamment, en ce qui concerne l'obligation de faire
enlever les accelerateurs avec touter les matieres premieres expediees et l'obligation
pour I'AIM d'inspecter toutes les matieres premieres pour s'assurer que les accelerateurs
sont enleves (clauses 56 et 57 de I'agrement d'exploitation). Si cela se produisait, aucune
explosion ne se produirait. Que la definition d'une explosion superieure a 104 dba soit
revue et qu'en outre, la province du Nouveau -Brunswick envisage serieusement toutes
les options qui s'offrent a elle pour assurer la conformite, notamment l'application
d'amendes significatives, une mise a l'arret de 24 heures pour chaque explosion et
chaque infraction au permis d'exploitation.

12. Questions commerciales - Agents municipaux
12.1 Actualisation du directeur municipal (verbale)
Le directeur municipal a fait le point sur les activites du Conseil :
• La fourniture de services urbains, conformement au plan de travail 2020, ainsi que
les reformes transformationnelles sont en cours
• 2 situations d'urgence : Niveau d'alerte COVID-19 orange et cyberattaque
o COVID-19 - Passage a la phase d'alerte orange, aucun changement
significatif des services essentiels : les interventions de la police et des
pompiers, 1'enlevement des dechets solides et les transports en commun
continuent de fonctionner comme en phase d'alerte jaune. Impacts sur les
sports et les loisirs : les installations restent ouvertes avec des plans
operationnels ajustes
o Les organes de gouvernance tels que le CCP et les reunions du conseil du
patrimoine ne se tiennent pas en personne. Si la phase d'alerte orange se
poursuit, les reunions seront convoquees en mode virtuel.
o Cyberattaque - Des activites malveillantes se sont produites sur les reseaux
de la ville le 13 novembre. Une enquete policiere est en cours. Nous
fournissons au public autant d'informations que possible. Une enquete
judiciaire est en cours afin de determiner les impacts sur les services et les
informations personnelles.
