1. Meeting Called To Order
Mayor Darling called the Growth Committee open session meeting to order.
Moved by Deputy Mayor McAlary, seconded by Councillor Armstrong:
RESOLVED that the agenda for the Growth Committee meeting be approved.

1.1 Approval of Minutes

Moved by Councillor MacKenzie, seconded by Councillor Armstrong:
RESOLVED that the minutes of August 31, 2016 be approved.

Moved by Deputy Mayor McAlary, seconded by Councillor Armstrong:
RESOLVED that the minutes of September 20, 2016 be approved.

1.2 Finalizing Sequencing of Growth Committee Meetings
Mr. Ouellette commented on the suggested sequencing of events for the Growth Committee
based on feedback received. Key themes gathered from the committee was the desire for
feedback from key people/groups in the community who influence economic development and
growth. The process includes collecting information and identifying solutions with an overall
objective of the development of a community growth plan for submission to Common Council
in March 2017. The proposed agenda can evolve and change as necessary.
Moved by Deputy Mayor McAlary, seconded by Councillor MacKenzie:
RESOLVED that the suggested sequencing for the Growth Committee, be adopted.
MOTION CARRIED.
1.3 Developer Meetings Approach: Initial Feedback
Referring to the submitted report, Mr. Ouellette commented on the suggested approach in
terms of meeting with developers/partners and received feedback from the committee.
Mr. Trail commented that development is a very important facet, but growth also includes job
growth, population growth, tax base growth, and revenue growth for the City. Partner
feedback is part of the overall conversation.
Moved by Councillor Lowe, seconded by Councillor MacKenzie:
RESOLVED that the approach outlined in the submitted report regarding Developer Meetings,
be adopted.
MOTION CARRIED.
1.4 Survey Results from IPSOS-REID Survey
Mr. Ouellette commented on the Ipsos-Reid and PIN IT results as it relates to growth within the
City.
Ms. Hamilton stated that the Neighborhood Plan is an inclusive plan and in addition to land use
planning, it also considers how the City delivers services and makes investments to encourage
renewal in inner city neighborhoods, beginning with the central peninsula and uptown areas.

RESOLVED that the Growth Committee meeting of October 6, 2016 be adjourned.
