1.2 Disclosures of Conflict of Interest
Referring to the submitted report entitled M&C 2018-107: Disclosures of Conflict of Interest the
City Manager advised members that the process to declare a conflict of interest is to file a
declaration of conflict with the Common Clerk. There is a form prescribed under the
Municipalities Act until the new regulation under the Local Governance Act is published. In
absence of a written declaration there is a positive inference the member is not in conflict.
Responding to a question, the City Solicitor stated that there may be occasions when a conflict
emerges during a meeting, and it is appropriate for a member to verbally declare their conflict
