RESOLVED that the minutes of the meeting of Common Council, held on February
6, 2017 be approved.

Moved by Councillor Sullivan, seconded by Councillor Armstrong:
RESOLVED that the agenda of this meeting be approved with the addition of item
17.1 Letter from NB Historical Society.

4. Disclosures of Conflict of Interest
S. Consent Agenda
5.1 That pursuant to Section 14 of the Police Act of the Province of New
Brunswick, the Common Council of the City of Saint John does hereby appoint the
following member of the Canadian Corps of Commissionaires as By -Law
Enforcement Officer with the responsibility and authority to enforce provisions of
the Parking Meter By -Law and the provisions of Section 5, Section 5.1, Section 7,
Section 8, Section 15 and Section 16 of the Saint John Traffic By -Law, namely:
Dylan Legacy.
And further that this appointment shall continue until such time as the appointee
ceases to be a member of the Canadian Corps of Commissionaires or until the
appointment is rescinded by Common Council, whichever comes first.
5.2 Refer to Item 14.1
5.3 That the Common Clerk prepare the proclamation as requested for Rail
Safety Week 2017.
5.4 That as recommended by the City Manager in the submitted report M&C

2017-033: Land and Easement Acquisition - City Line Portions of PID # 390104,
Common Council adopt the following resolution:
1. That the City acquire from Dufferin Point Inc. for $11,750.00 upon the
terms and conditions set out in the Agreement of Purchase and Sale
submitted;
(a) Freehold interest in a 550.19 sq. m. +/- portion of lands designated PID
# 390104, and
(b) An Easement for Municipal Services in a 96.41 sq. m +/- portion of said
PID # 390104, and
2. That the Mayor and Common Clerk be authorized to execute any
document(s) necessary to finalize this transaction.
5.5 Refer to Item 14.2
Moved by Councillor Sullivan, seconded by Councillor MacKenzie:
RESOLVED that the recommendation set out for each consent agenda item
respectively, with the exception of items 5.2 and 5.5 which were identified for
debate, be adopted.

8.2 Saint John Ability Advisory Committee Presentation
Referring to the submitted report entitled Saint John Ability Advisory Committee
Presentation, the Chair, Wanda Berrette, updated council on the mandate of the
Committee to remove barriers and provide opportunities.
Greg Cutler, City Liaison to the Committee, outlined 2017 goals including access
to the ECMA's, Waterfront Development, and the New Field House Project. Past
goals achieved included a fully accessible Greater Saint John YMCA, and
accessible pedestrian systems. A request to introduce closed captioning or
ASLASQ interpretation services for all open session of common council and
committees was made. A demonstration of sign language service was illustrated
during the meeting.

RESOLVED that the presentation by the Saint John Ability Advisory Committee be
received for information.

12.2 Proposed Amendments to the Saint John Heritage Conservation Areas By -
Law
Deputy Commissioner Poffenroth summarized the proposed amendments that
will result in many improvements to the City's Heritage Service.

RESOLVED that as recommended by the City Manager in the submitted report
M&C 2017-034: Proposed Amendments to the Saint John Heritage Conservation
Areas By -Law, Common Council approve the necessary advertising for the Public
Hearing to be held on March 6, 2017 to consider the proposed amendments to

Moved by Councillor Armstrong, seconded by Council Merrithew:
RESOLVED that the resolution of May 2nd, 2016 — "RESOLVED that the City enter
into a City Partnership with Sculpture Saint John by contributing $7,500 in 2017
and $7,500 in 2018" be rescinded.

RESOLVED that as recommended by the City Manager in the submitted report
M&C2017-037: Sculpture Saint John, Common Council enter into a City
Partnership with Sculpture Saint John for two sculptures by contributing $30,000
in 2016 out of the General Operating Fund.

That the NB Historical Society be thanked for its February 7, 2017 correspondence
respecting the Saint John County Court House and advised that this property will

5.1 Resolu qu'en vertu de I'article 14 de la Loi sur la police de la Province du
Nouveau -Brunswick, Ie conseil communal de la Ville de Saint John, par les
presentes, nomme Ie membre suivant du Corps canadien des commissaires, a
titre d'agent charge de 1'execution des arretes municipaux, investi de la
responsabilite et de I'autorite d'appliquer les dispositions de I'Arrete concernant
les parcometres et les dispositions prevues aux articles 5, 7, 8, 15, 16 et au
paragraphe 5.1 de I'Arrete relatif a la circulation dans The City of Saint John, a
savoir : Dylan Legacy.
II est aussi resolu que cette nomination demeure en vigueurjusqu'au moment ou
cette personne cesse d'etre membre du Corps canadien des commissaires ou
jusqu'a ce que la presente nomination soit annulee par le conseil communal,
selon la premiere eventualite.

soumis intitule MIC 2017-033: Acquisition de bien fonds et de servitudes —parties
du chemin City Line du NID 390104, le conseil communal adopte la resolution
suivante :
3. Que la Ville fasse I'acquisition aupres de Dufferin Point Inc. pour la somme
de 11750,00 $ selon les modalites etablies dans la convention d'achat-
vente soumise;
a) l'interet franc d'une parcelle de terrain d'une superficie approximative
de 550,19 metres carres, inscrite sous Ie NID 390104, et
b) une servitude pour services municipaux d'environ 96,41 metres carres,
inscrite sous Ie NID 390104, et
4. Que Ie maire et Ie greffier communal soient autorises a signer les
documents requis afin de conclure cette transaction.

Faisant reference au rapport soumis intitule Saint John Ability Advisory
Committee Presentation, la presidente, Wanda Berrette, informe le conseil
concernant le mandat du comite d'eliminer les barrieres et d'offrir des
possibilites.
Greg Cutler, agent de liaison de la Ville au comite, presente les buts de 2017, y
compris I'acces au bureau de I'association de la musique de la cote Est,
I'amenagement du secteur riverain et Ie nouveau projet du complexe sportif. Les
objectifs deja atteints comprennent un acces complet aux installations du YMCA
de la region du Grand Saint John et un reseau pietonnier accessible. On a fait une
demande visant a offrir des services de sous-titrage code ou d'interpretation du
Iangage gestuel americain et de la Iangue des signes quebecoise pour toutes les
seances publiques du conseil communal et des comites. Durant la seance, it y a eu
demonstration du Iangage gestuel.

entraineront de nombreuses ameliorations au Service de conservation du
patrimoine.

6 mars 2017 pour faire 1'etude des modifications proposees a I'Arrete relatif aux

Que la Societe historique du Nouveau -Brunswick re�oive des remerciements pour
sa lettre du 7 fevrier 2017 concernant le palais de justice de Saint John et soit
informee que cette propriete sera consideree au cours de la recherche actuelle
pour trouver un endroit convenable a I'hotel de ville.
