RESOLVED that the agenda of this meeting be approved with the addition of item

S. Consent Agenda
5.1 That Common Council approve the resolution in the report Saint John
Parking Commission Appointment of Frank McNeil, Susan Trifts, Mark Frigault,
Wendy Evans, Deryck Williams, Norman Majors, Bill Dunham, and James Steen,
Canadian Corps of Commissionaires as By -Law Enforcement Officers:
RESOLVED that pursuant to Section 14 of the Police Act of the Province of New
Brunswick, the Common Council of the City of Saint John does hereby appoint
the following members of the Canadian Corps of Commissionaires as By -Law
Enforcement
Officers with the responsibility and authority to enforce provisions of the Parking
Meter By -Law and the provisions of Section 5, Section 5.1, Section 7, Section 8,
Section 15 and Section 16 of the Saint John Traffic By -Law, namely: Frank McNeil,
Susan Trifts, Mark Frigault, Wendy Evans, Deryck Williams, Norman Majors, Bill
Dunham and James Steen.

5.2 That the letter from the PNB re: Federal Gas Tax Fund - 2016 Allocation
be received for information.
5.3 That the SJ Canada Day Committee - Letter of Thanks be received for
information.
5.4 That as recommended by the City Manager in the submitted report M&C
2016-174: Proposed Temporary Placement of a Mini -Home 2517 Lorneville Road,
Common Council, pursuant to Section 27 of the Mobile Home Parks By-law,
permit a mobile/mini home to be situated on the properties located at 2571
Lorneville Road for a temporary period of one year.
5.5 That as recommended by the City Manager in the submitted report M&C
2016-166: Tenders for Sodium Hypochlorite NaOCI - 2016-681002T& Chlorine
Gas 2016-
6810016, the tenders for the establishment of supply agreements for chemicals
used to treat the City's potable water supply be awarded to the lowest bidder,
UBA Inc. for Sodium Hypochlorite and Brenntag Canada Inc. for Chlorine Gas.
5.6 That as recommended by the City Manager in the submitted report M&C
2016-172: Proposed Public Hearing Date -1435 Manawagonish Road and 80-120
McDonald Street, Common Council schedule the public hearings for the rezoning
applications of Galbraith Construction Ltd., on behalf of Seacoast Motel Ltd.
(1435 Manawagonish Road) and Crombie Developments Ltd. (80-120 McDonald
Street) for Monday, August 8, 2016 at 6:30 p.m. in the Council Chamber, and
refer the applications to the Planning Advisory Committee for a report and
recommendation.
5.7 Refer to Item 14.1

RESOLVED that the recommendation set out for each consent agenda item
respectively with the exception of item 5.7 RFP No. 2016-092001P — Employee

RESOLVED that the presentation by Red Head Anthony's Cove Preservation
Association be referred to the NEB Working Group and make known any results
to Council.

of Police Commissioners, reviewed the submitted report. Ms. Paquet and Chief
Bates responded to questions from members of Council.

parcel of land with an area of approximately 3800 square metres, located at 107
& 123 Crawford Road, also identified as PID Numbers 00421768 and 00326454,
from Rural Residential (RR) to Special Zone No. 1 (SZ -1), be read.

RESOLVED that, pursuant to Section 39 of the Community Planning Act, the
development and use of a parcel of land with an area of approximately 3800
square metres, located at 107 & 123 Crawford Road, also identified as PID
Numbers 00421768 and 00326454, be subject to the following conditions:
a. That the total number of recreational vehicles, excluding boats and boat
trailers, parked on the parcel of land, be limited to two with a maximum
of one recreational vehicle, excluding boats and boat trailers, parked on
each of PIDs 00421768 and 00326454;
b. That the recreational vehicles be occupied on a seasonal basis only from
May 1St to October 31s' of each year;
c. That the occupation of the recreational vehicles as a year-round
permanent dwelling be prohibited;
d. That the recreational vehicles be connected to the existing well and on-
site sewage disposal system serving the property;
e. That the recreational vehicles be located no closer to the lake than the
existing cottage located at 123 Crawford Road; and
f. That the recreational vehicles be located a minimum of approximately 4.5
metres from the adjacent property lines with PIDs 00325779 and
00325381.

plan, prepared by the developer and subject to the approval of the
Development Officer, indicating the location of all buildings and
structures, parking spaces, accesses, exterior lighting, and all landscaped
areas; and
b. That the landscaping improvements illustrated on the submitted site plan
be implemented no later than October 1, 2016.

Computers, the City leverage the Province of New Brunswick's (PNB) Supply
Agreement with Brunnet for the provision of desktop computers, and notebooks
computers for a period of 12 months.

RESOLVED that as recommended by the City Manager in the submitted report
M&C 2016-169: Safe Clean Drinking Water Project —Advisor Services:
1. Council authorize expanding the scope of PricewaterhouseCoopers LLP (PwC)
and Tory's LLP to include Construction Advisory Services;
2. Council authorize the payment of an amount not to exceed $63,000 plus
disbursements and taxes per year for PricewaterhouseCoopers LLP (PwC) until
final completion of construction of the P3 Project;
3. Council authorize the payment of an amount not to exceed $106,000 plus
disbursements and taxes per year for Tory's LLP until final completion of
construction of the P3 Project; and
4. Council authorize the payment of an amount not to exceed $180,000 plus
taxes per year for CBCL Limited until final completion of construction of the P3
Project.

RESOLVED that as recommended by the City Manager in the submitted report
M&C 2016-173: RFP No. 2016-092001P - Employee and Family Assistance
Program (EFAP):
1) the proposal for the establishment of a three-year contract for the provision
of an Employee and Family Assistance Program (EFAP) as submitted by Manulife
Financial at an estimated annual cost of $35,101.44/plus tax, be accepted;
2) two (2) additional one (1) year extensions, to be exercised upon mutual
agreement between the City and Manulife Financial, be included; and
3) the Mayor and Common Clerk be authorized to execute the necessary
contract documents.

M&C 2016-179: Contract No. 2016-07: Paddock Street (Coburg Street to Civic
#39) - Street Reconstruction, be awarded to the low Tenderer, Galbraith
Construction Ltd., at the tendered price of $665,336.09 (including HST) as
calculated based upon estimated quantities, and further that the Mayor and
Common Clerk be authorized to execute the necessary contract documents.

presentes, nomme les membres suivants du Corps canadien des commissaires a

Frank McNeil, Susan Trifts, Mark Frigault, Wendy Evans, Deryck Williams,
Norman Majors, Bill Dunham et James Steen.
De plus, que ces nominations soient en vigueurjusqu'a tel moment ou ces
personnes cessent d'etre membres du Corps canadien des commissaires ou
jusqu'a ce que telles nominations soient annulees par le conseil communal, selon
la premiere eventualite.
5.2 Que la lettre revue de la Province du Nouveau -Brunswick au sujet du
Fonds federal de la taxe sur 1'essence — Allocation en 2016 soit acceptee a titre
informatif.
5.3 Que la lettre de remerciement du Comite d'organisation de la fete du
Canada a Saint John soit acceptee a titre informatif.
5.4 Que, comme le recommande le directeur general dans le rapport soumis
intitule MIC 2016-174 : Projet d'installation temporaire d'une maison mobile au
2517, chemin Lorneville, le conseil communal, conformement a I'article 27 de
I'Arrete sur les pares pour maisons mobiles, autorise la presence d'une maison
mobile/mini-maison sur les proprietes situees au 2571, chemin Lorneville, pour
une periode temporaire d'un an.
5.5 Que, comme le recommande le directeur general dans le rapport soumis
intitule MIC 2016-166: Soumissions relatives a Phypochlorite de sodium NaOCI —
2016-681002T et chlore gazeux 2016- 681001T, les contrats relatifs a la fourniture
des produits chimiques utilises aux fins de traitement de 1'eau potable municipale
soient accordes au soumissionnaire le moins disant, dans chaque cas, comme
suit : I'hypochlorite de sodium a UBA Inc. et le chlore gazeux a Brenntag Canada
I nc.
5.6 Que, comme le recommande le directeur general dans le rapport soumis
intitule MIC 2016-172 : Date proposee pour la tenue d'audiences publiques
concernant le 1435, chemin Manawagonish et les 80-120, rue McDonald, le
conseil communal fixe la date des audiences publiques relativement aux
demandes de rezonage deposees par Galbraith Construction Ltd., au nom de
Seacoast Motel Ltd. (1435, chemin Manawagonish) et de Crombie Developments
Ltd. (80-120, rue McDonald), au lundi 8 ao6t 2016 a 18 h 30, dans la salle du

12.3 Projet Eau potable saine et propre — Services consultatifs
Proposition de la mairesse suppleante McAlary, appuyee par la
conseillere Reardon :
RESOLU que, comme le recommande le directeur general dans le rapport soumis
intitule MIC 2016-169: Projet Eau potable saine et propre —Services consultatifs:
1. le conseil autorise I'elargissement de la portee de PricewaterhouseCoopers LLP
(PwC) et de Torys LLP afin qu'elle englobe les services consultatifs en matiere de
construction;
2. le conseil autorise le versement d'un montant maximum de 63 000 $, debours
et taxes en sus par annee a PricewaterhouseCoopers LLP (PwC) jusqu'a la fin des
travaux de construction du projet P3;
3. le conseil autorise le versement d'un montant maximum de 106 000 $, debours
et taxes en sus par annee a Tory's LLP jusqu'a la fin des travaux de construction
du projet P3;
4. le conseil autorise le versement d'un montant maximum de 180 000 $, taxes en
sus par annee a CBCL Limited jusqu'a la fin des travaux de construction du projet
P3.

RESOLU que, comme le recommande le directeur general dans le rapport soumis
intitule MIC 2016-173: Demande de propositions n) 2016-092001P: Programme
d'aide aux employes et a leur famille (recommandation figurant au rapport) :
1) la proposition relative a la signature d'un contrat de trois ans pour la prestation

du Programme d'aide aux employes et a leur famille tel qu'il est presente par la
Financiere Manuvie, au co6t estimatif annuel de 35 101,44 $, taxes en sus, soit

la conclusion d'accord mutuel entre la Ville et la Financiere Manuvie, soit inclus;
3) le maire et le greffier communal soient autorises a signer les documents
contractuels necessaires.

conseiller MacKenzie :
RESOLU que, comme le recommande le directeur general dans le rapport soumis
intitule MIC 2016-179: Contrat n° 2016-07: Rue Paddock (de la rue Coburg au
numero de voirie 39) — Refection, le contrat soit accorde au soumissionnaire le
moins-disant, Galbraith Construction Ltd., au prix offert de 665 336,09 $ (TVH
incluse), etabli a partir de quantites estimatives, et que le maire et le greffier
communal soient autorises a signer les documents contractuels necessaires.
