1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order
1.2 Fleet Update — City Manager
(Bob Russell, Manager of Fleet Administration and Tim O'Reilly, Manager of Pedestrian and
Traffic Services, entered the meeting)
On motion of Councillor McAlary
Seconded by Councillor Lowe
RESOLVED that item 1.2 Fleet Update be lifted from the table.
Question being taken, the motion was carried.
Mr. Yeomans, Mr. Russell and Mr. O'Reilly answered various questions concerning the fleet
replacement policy.
On motion of Councillor Reardon
Seconded by Councillor Merrithew
RESOLVED that item 1.2 Fleet Update — City Manager be received for
information.
Question being taken, the motion was carried.
(Mr. Russell and Mr. O'Reilly withdrew from the meeting)
(Brian Irving, Senior Manager Real Estate, entered the meeting)
1.3 Expression of Interest for Four (4) Peel Plaza Surplus
Properties

On motion of Councillor McAlary
Seconded by Councillor Strowbridge
RESOLVED that staff be directed to call for Expressions of Interest for the
four (4) surplus Peel Plaza Properties, identified as being PID No. 37341(117 Union Street),
#37333 (119 Union Street), #37788 (15 Wellington Row) and #37796 (19 Wellington Row).
Mr. Irving responded to several questions.
Question being taken, the motion was carried.
1.5 Municipality of Saint John Five - Year Capital
Investment Plan Respecting the "Gas Tax Fund" (2014 -2018)
On motion of Councillor McAlary
Seconded by Councillor Lowe
RESOLVED that notwithstanding the risk identified in the submitted report
entitled Municipality of Saint John Five -Year Investment Plan Respecting the "Gas Tax Fund ",
that council direct staff to proceed with tendering and construction of the 2014 GTF projects
contained in the approved General Fund and Water & Sewerage Utility Fund Capital Programs.
Question being taken, the motion was carried.
1.6 Water Run Off and Fire /Service Lanes
On motion of Councillor McAlary
Seconded by Deputy Mayor Rinehart
RESOLVED that Common Council receive the report from the City
Solicitor entitled Water Run Off and Fire /Service Lanes for information.
Responding to a question, Mr. Nugent stated that unless there is a deed to the City or that the
City has chosen to acquire title of a "fire /service lane" then the City does not own the properties
in question.

2. Discussion of Confidential Matters
On motion of Councillor McAlary
Seconded by Deputy Mayor Rinehart
RESOLVED that the public be excluded from the meeting for the
duration of the discussion on the following matters: 1.1. Approval of Minutes 10.2(4)(b); 1.4
Employment Matter 10.2(4)(j); 1.7 Port Saint John Presentation (Mayor Norton); 1.8 Labour
Matter 10.2(4)(j); 1.9 City of Saint John Feedback on Government of New Brunswick Draft
Framework on Legislative Modernization
Question being taken, the motion was carried.
