Table 3. Annual cost of alternate fluoride delivery approaches for City
of Hamilton, 2008
Topical fluoride application twice per year to all high $44.5
risk individuals by Public Health Services
Topical fluoride application twice per year to all high $96.12
risk individuals by Private Dentists
Distribution of tooth pastes and tooth brushes to all $8.5
members of the population
The cost for these alternative approaches may be somewhat
different for Toronto but data from Hamilton, a neighbouring
municipality, can be used as a benchmark for planning purposes.
The current cost of fluoridating Toronto water supply is $0.77 per
Dental Fluorosis
by dentist report a small percentage
rare that any child has cosmetic condition
Skeletal Fluorosis
never seen in Saint John according to two
long time Radiologists at Saint john
Regional Hospital
Good dentition is important in getting
a job, social acceptance, etc...
Fluoride in water has equal dist'n but
helps most lower socio- economic
people
Saintjohn has a high percentage of
children living in poverty. These are
whom the fluoride will help most
7
5o how much does it cost?
This is complex to calculate,
fluoridation of the water is the most
economical means of delivering the
fluoride to the population
Approximately $38 is saved for every
$1 spent on fluoridation that puts the
break even point for start up costs at
39 days

The problem is the returns do not
accrue to the city. Nevertheless, the
city still has the responsibility to KEEP
its citizens as healthy as possible

His Worship Mel Norton and
Members of Common Council
Your Worship and Councillors:
Subject: Door -to -Door Postal Delivery
Background
Canada Post has announced its intention to eliminate residential door -to -door mail delivery in Canada,
and in fact has already started the process. Local gov=ernments across Canada are speaking out through
the Federation of Canadian Municipalities to ask the Canadian Government to stop Canada Post from
eliminating door to door service. Saint John residences for the most part do not live in high rise
apartment buildings like Toronto, Montreal, Vancouver and other Iarge cities, where one must only go
down the elevator to the lobby to pick up their mail. Canada Post views this service as a non door to
door service, so these customers make up a large percentage of the 70% of Canadians who Canada Post
claim, do not get door to door delivery. Taxpayers for the most part in urban Saint John receive mail at
the door. Community Mail Boxes ( CMBs) are typically located out doors, off to the side of a major
connector street or intersection where traffic levels can be quite high. They began in rural areas and
then they started to be used in newer subdivisions in urban areas as well. Our climate, and aging
population many of whom like to live in their own homes make this decision very unpopular among the
citizens that I have spoke with.
This fundamental change to Canada's Delivery system is unprecedented in the G7 countries and has
been announced in the absence of any meaningful consultation with local governments, Canada Post
customers or employees.
Motion:
That Common Council request the Federation of Canadian Municipalities to request that the Federal
Government direct Canada Post to maintain the current system of residential door -to -door postal
delivery in Canada.
Respectfully Submitted,
John MacKenzie
Councillor — Ward 2
City of Saint John
