The Committee of the Whole meeting, convened in public, proceeded to deal with the following

1. Meeting Called To Order
The Mayor called the Committee of the Whole meeting to order.
On motion of Councillor Reardon
Seconded by Councillor Norton
RESOLVED that items 1. 1, 1.2, 1.4, 1.5, 1.6, 1.7, 1.9, 1.10, and
1.11 be heard in Committee of the Whole Closed Session.
Question being taken, the motion was carried.
On motion of Deputy Rinehart
Seconded by Councillor Reardon
RESOLVED that item 1.8 Suspension of Referrals be heard in
Committee of the Whole Open Session.
Question being taken, the motion was carried.

1. 3 2014 General Capital Budget
On motion of Councillor Farren
Seconded by Councillor Merrithew
RESOLVED that item 1.3 2014 General Capital Budget be
forwarded to Council's February 17th Regular Session meeting.
Question being taken the motion was defeated with Councillors Norton, Reardon, Rinehart,
Fullerton, MacKenzie and Lowe voting nay.
Councillor Norton moved a motion to discuss item 1.3 in Committee of the Whole open session
The motion did not receive a seconder.
On motion of Councillor Reardon
Seconded by Councillor McAlary
RESOLVED that item 1.3 2014 General Capital Budget be
discussed in Committee of the Whole Closed session.
Question being taken the motion was carried with Councillors Norton and Farren voting nay
1.8 Suspension of Referrals (Deputy Rinehart)
On motion of Deputy Rinehart
Seconded by Councillor Reardon
RESOLVED that item 1.8 be brought forward for discussion in
Open Session.
Question being taken the motion was carried.
On motion of Deputy Rinehart
Seconded by Councillor MacKenzie
RESOLVED that Committee of the Whole recommends that
Common Council agree to suspend referral motions, unless the initiative is mission critical to our
priorities, until September 1, 2014.
Question being taken, the motion was defeated with Councillors Norton, Merrithew, Farren,
McAlary, and Lowe, and Fullerton voting nay.
On motion of Councillor McAlary
Seconded by Councillor Lowe
RESOLVED that Council consider staff resources and Council
priorities before creating referral motions and directions to staff.
Question being taken, the motion was carried
