PROCLAMATION
WHEREAS: the United Nation declared water a human
right on July 28, 2010, and
WHEREAS: the theme for world water day 2011 is "Water
for Cities: Responding to the Urban
Challenge ", and
WHEREAS: 827.6 million people are in slums, often
lacking adequate drinking water and
sanitation facilities, and
WHEREAS: a lack of safe water and sanitation leads to
cholera, malaria and diarrhea, and
WHEREAS: 1.4 million children die every year as a result
by diseases caused by unclean water and poor
sanitation. This amounts to around 4,000
deaths a day or one every 20 seconds, and
WHEREAS: it is projected that the world's slums will increase
at a rate of 27 million new slum citizens per year
between 2005 -2030, and
WHEREAS: climate change and disasters will result in
bigger migrations to urban areas, increasing
the demand on urban water and sanitation
systems, 4

World Water Day in the City of Saint John.

The Committee of the Whole, having met on March 14, 2011, made the following resolution:
"RESOLVED that the Committee of the Whole recommends that Deputy
Chief Mark Gillan is hereby appointed Acting Fire Chief for the duration of the current vacancy in
the position of Fire Chief or until sooner determined by Common Council."

for Payment of Claim Against the City of Saint John
The Committee of the Whole, having met on March 14, 2011, made the following resolution:
"RESOLVED the Committee of the Whole recommends that the
Application Form for Payments of Claim against the City of Saint John submitted to Common
Council on the 14th day of March, 2011 be used to process the claims of those citizens who are
seeking reimbursement from the City as a result of their vehicles being ticketed and /or towed on
January 23, 2011 or January 24, 2011, and that only those properly completed Application
Forms submitted on or before April 22, 2011 at 4:30 p.m. to the office of the Parking
Commission of the City of Saint John shall be processed"

reasons:
• You incurred expenses following the snow ban declaration for January 23, 2011
by having your vehicle ticketed and /or towed.
• You are eligible to receive your claim because you were registered prior to
January 23, 2011 to receive e -mail alerts for snow bans; or relied upon the
official website of The City of Saint John; or relied upon the parking brochure
entitled "2009 -2010 Parking in the South /Central Peninsula - What you need to
know ? "; or relied upon the snow ban alerts by text message on your cell phone.
• Your claim has been submitted prior to the expiration date of Friday, April 22,
2011 at 4:30 p.m.

INSTRUCTIONS FOR COMPLETING THE APPLICATION FORM
FOR PAYMENT CLAIM AGAINST THE CITY OF SAINT JOHN
1. All application forms must be submitted to the office of the Saint John Parking
Commission, 11th Floor, City Hall Building, on or before April 22, 2011 at 4:30 p.m.
2. The appropriate notification box has been checked in Section A.
3. Section B has been properly filled out.
4. Application form MUST contain the following supporting documentation:
• A copy of the Parking Violation ticket issued on January 23, 2011 or January
24, 2011 pursuant to the SaintJohn Traffic By -law;
• A copy of the receipt showing that the Parking Violation ticket has been fully
paid;
• A copy of the receipt from the towing company showing amount paid for
towing charge; and
• Certificate of Vehicle Ownership issued by the Province of New Brunswick.
5. Section C has been properly filled out, signed and dated.
